Attention: Mr Reagan MCPhil
Parks Administration
Subject: Results of Limited Survey for Asbestos Containing Materials Identification
105 San Jacinto In La Porte, Texas
Loffin Envkonmental Services, Inc. Project Number 6461101
Dear Mr. McPhil,
Loffin Environmental Services, Inc. (LOFLIN) has completed a limited asbestos survey of the
planned renovations areas In the building located at 105 San Jacinto in La Porte, Texas. The
survey was to identify possible asbestos containing materials used in the area and assess those
which may become friable during building renovation. This survey was performed on January 22,
2011, by Mr. W. Joseph Loffin (asbestos licensed #10-5140).
The building was visually inspected to Identify suspect asbestos containing materials. Suspect
materials identified and sampled Included two types of floor tile and associated mastic, residual
floor the mastic, HVAC duct mastic, ceiling the and wall Joint compound. Representative samples
of this material were collected and submitted to LOFLIN's Houston laboratory (NVLAP.#2044).
The samples were analyzed using Polarized Light Microscopy coupled with dispersion staining in
accordance with the US EPA "Method for the Determination of Asbestos in Bulk Samples" (EPA
600IF7-93/116, July 1993).
Based upon laboratory analysis, one of the two types of floor file and mastic, the residual floor the
mastic and the wallboard joint compound were determined to be asbestos containing. The
asbestos containing the and mastic Is the older, 9 x9" brown floor life. The residual floor the
mastic as well as some of the older floor the is present throughout the building, mostly under
carpeting and the newer floor the present near the back of the building.
2020 Montrose ♦ Houston, Texas 77006 ♦ (713)521-3300 4 FAX (713)523-0829
There is approximately 3000 square feet of asbestos containing floor tile and mastic and residual
mastic present in the building. The quantity of wallboard joint compound could not be determined
however it was noted that most of the walls are plaster or wood paneling and only a few are
wallboard with asbestos containing joint compound present. This survey was conducted In
general accordance with the Texas Asbestos Health Protection Rules (TAHPR) and the National
Emission Standards for Hazardous Air Pollutants (NESHAP) for the areas being renovated.
Loftin Environmental Services, Inc. appreciates this opportunity to provide these testing services.
