Staff that attended included: Masood Malik, Rodney Slaton, Mark Huber, Curtis Herrod,
Cliff Meekins, Tim Tietjens and Janie Patterson. Also attending were Stuart Rosen,
John, and Bill.
1. There are some items on the site plan that are pre existing, nonconforming. They
include the fence, the warehouse, and the trucking scale.
2. There is a landscape deficit. Part of the current landscaping is on the right of way.
There was a water well that was abandoned to make right of way for Canada Road
project. Staff remembers that the property owner gave up land to make a right of way for
the Canada Road project. Currently there are large Oak trees on the right of way.
Applicant is planning on adding Oleanders between Oak "trees. Tim Tietjens noted that
usually when landscaping in located on the public right of way, there are visibility issues.
He suggested moving the Oleanders back toward the property away from the road behind
the tree line due to visibility issues. Applicant also needs at least 20 more trees on the
North side of the property.
3. The site plan shows 2 water lines (one 12" line and one 8" line) and 2 meters.
They should be labeled. One should be labeled for domestic use and one should be
labeled for irrigation.
4. Add note to legend that existing pavement will have 2" asphalt overlay and
unshaded area will have new pavement.
5. Existing driveway needs to be labeled showing width and radius.
6. Existing ramp needs to be labeled as "existing". There is a minimum setback of
130' from property line for ramp on south side of warehouse.
7. Curtis inquired about the sanitary sewers and if the floor drains in the truck wash
area was connected. Applicant is currently utilizing a sump pump and washing the water
to the sewer. There will be an oil/water separation.
8. There are two existing sample wells. Both need to be tied into the sanitary sewer.
9. It should be verified that there is a valid zoning permit for the new business. The
fee is $50.00.
10. The sewer/water development fee will be based upon the linear footage of the
property along the Canada Road side.
11. Applicant is proposing to remove scale to make room for the loading docks. A
modification was discussed. Can the scale be depressed? Can the trucks drive down a
little ways? The nonconformity of the existing feature would not be increased.
12. Water is currently sheeting and running off through adjacent property. The
adjacent property, owned by Texas Cargoways, has an elevation of approximately 1'
lower. An agreement between applicant and Texas Cargoways to allow water to drain
over adjacent property was discussed. There is a current city ordinance prohibiting the
ponding of water.
Options discussed included a depression along the back of the property to the curb face to
drain to a low place at the street. A second option is to direct the drainage water to the
street and tie it into the sanitary sewer. If applicant is wanting to drain property across
adjacent property a new survey with at least 5 or 6 elevation points showing water flow
would need to be prepared.
Tim's perspective is that it would be no different that it has been. A note would need to
be added to the site plan that acknowledges the letter/agreement with the adjacent
property owner regarding the drainage of water and recording details.

Dear Mr. Rosen:
Staff reviewed the above submittal and found the following items (in addition to the redlines)
needs to be addressed.
1. Need to identify flood zone on the site plan.
2. Driveway criteria (width, radius, etc.) need to be shown on site plan. Label existing or proposed.
3. Water and sewer line sizes, number of taps need to be corrected. Identify proposed sample well,
sewer tap, and line size on the site plan.
4. Indicate on site plan all proposed improvements in phases. General contractor should obtain
building permit for all improvements prior to commencing work.
5. Provide a dust free surface for the proposed paving. Options are concrete or asphalt.
6. Fence permit shall be required prior to relocation.
7. The zoning permit shall be applicable from the City.
8. The cost a 6" sewer tap/connection fee is $340.00.
9. Sewer development fee equals $20,523.87.
10. Once the project is approved, a reproducible of the site plan sheet must be provided to the City.

I agree that the proposed improvement has the effect of lessening the degree of non conformity regarding the
structures on the property. Therefore, the ramp as specified to the department is approved contingent upon
removing the permanent ramp.

Thank you again for your time today I think we had a productive meeting. As discussed, Agco is requesting
approval on a portable loading ramp to be used in their operations at the above Canada Rd facility. The portable
ramp would be used at the present location of the existing truck scale. We are proposing that the demolition of
the existing truck scale that is now encroaching into the 20 foot side setback line would lesson the non-
conforming nature of the building. Tim, if you agree, could you confirm your approval of this mobile loading ramp
via email.
