There must be a clear and compelling need related to a major natural disaster declaration, hurricane disaster relief, long-term recovery and/or restoration of infrastructure. An activity underway prior to a Presidential disaster declaration will not qualify unless the disaster impacted the project. All eligible activities will be allowed so long as the activity is directly related to a major natural disaster declaration in 2008 through actual damage or a failure to function and is allowed under the State of Texas Plan for Disaster Recovery. 2. Applicants are encouraged to develop their community recovery projects in a manner that considers an integrated approach to housing, economic revitalization, and overall community recovery. Consideration of long-term planning processes is also highly encouraged. 3. Government buildings that are used for general conduct of government business (city, county) such as city halls and county courthouses are generally ineligible. However, in the event that a community's governmental infrastructure was damaged to such an extent that the recovery of that community is further impeded by a severe or total absence of adequate governmental facilities, then an exception to the prohibition of funding for buildings used for the general conduct of government may be requested by ORCA to HUD on a case -by -case basis. 4. This description should include the cause of the damage (i.e. wind, wind driven rain, rising water, etc...) or failure to function; current condition of the facility; detailed description of the project that coincides with the information contained in both Tables 1 and 2; and the total number of households, businesses, and people that will directly benefit from each proposed activity. All activities must have documented proof of an impact by either Hurricane Dolly or Hurricane Ike. There must be a clear and compelling need related to the disaster declaration, hurricane disaster relief, long-term recovery and/or restoration of infrastructure. Drainage (5): During Hurricane Ike, roadway and surrounding area flooded and effected surrounding buildings due to a failure to function by the lack of capacity of drainage culverts. Public roadways were flooded impeding emergency vehicles. Streets provide access to residential, commercial, and city service buildings. Construct 950 linear feet of culvert facilities on Oakhurst Drive from Galveston Bay to Business 146 (Broadway) to abate flooding. Construct 731 linear feet of culvert facilities on Westview from Oakhurst to Y Street to abate flooding. Wastewater 0'b): As a result of Hurricane Ike and the widespread power outage many City of La Porte lift "stations were down. Many City lift stations experienced sewage backups. Exposure to raw sewage poses a potential threat to health of public safety. The City would like to install three permanent generators and automatic transfer switches at the three main lift stations. Lift Station #1 A would have a 125 KW natural gas generator, Lift Station #37 would have a 150KW natural gas generator, and Lift Station #13 would have a 80KW natural gas generator. The generators would be permanently mounted at the facility site with automatic transfer switches that will act as a power supply during power failures. In addition the City would like to install transfer switches at the following lift stations: #8, #10, #13, #30, #31, and #40. These generators and transfer switches will allow for continuous operation of the major wastewater system components thereby reducing the potential for health and safety hazards associated with the effects of free flowing raw sanitary sewage. Loss of power to lift stations during Hurricane Ike caused back ups and prevented sewage treatment endangering the health and safety of residents. Design and install a 125 KW natural gas generator (Lift Station #1 A), a 150KW natural gas generator (Lift Station #37), a 80KW natural gas generator (Lift Station #13), and switchgears to 6 lift stations. Water (1 a): As a result of Hurricane Ike on September 13, 2008, the City of La Porte Water System Wells #4, #5, #7, and #9 shut down and totally failed to function due to failure of normal utility power and lack of permanent generators for backup power. These Water Wells are essential to the City's water system as it serves the entire City. As a result of the failure the City lost water pressure and was unable to serve its residents with adequate potable water until normal utility power could be restored. Loss of power to water wells during Hurricane Ike prevented access to potable water endangering the health and safety of residents. The City would like to be provided automatic transfer switches at these water wells. The automatic transfer Page 6 of 15 La Porte, Texas switches will allow for the distribution of backup power supply during power failures. The automatic transfer switches will allow the City to continue to serve its residents during emergency events. Shelter (6): Power outage caused by Hurricane Ike caused Baker Jr. to fail to function as a safe shelter and endanger the health and safety of evacuees sheltered there. The lack of AC posed respiratory difficulties for youth, elderly and disabled evacuees. The lack of power restricted the ability of emergency workers from being able to prepare and distribute food provisions. Lift Station 111A would have a 125 KW natural gas generator, Lift Station #37 would have a 150KW natural gas generator, and Lift Station 013 would have a 80KW natural gas generator. The generators would be permanently mounted at the facility site with automatic transfer switches that Will act as a power supply dur[292ower failures. In addition the City would like to Install transfer switches at the following lift stations: fib, #10113 530, 031, and 140. These generators and transfer switches will allow for continuous operation of the major wastewater system components thereby reducing the potential for health and safety hazards associated with the effects of free flowing raw sanitary sewage. Loss of power to lift stations during Hurricane Ike caused back ups and prevented sewage treatment endangering the health and safety of residents. Design and Install a 125 KW natural gas generator (Lift Station M1A), a 150KW natural gas generator (Lift Station 937), a 80KW natural gas generator (Lift Station 013), and switchgears to 6lift stations. Water (1 a): As a result of Hurricane Ike on September 13, 2008, the City of La Porte Water System Wells 94, A5,117, and 99 shut down and totally failed to function due to failure of normal utility power and lack of permanent generators for backup power. These Water Wells are essential to the City's water system as It serves the entire City. As a result of the failure the City lost water pressure and was unable to serve Its residents with adequate potable water until normal utility power could be restored. Loss of power to water wells during Hurricane Ike prevented access to potable water endangering the health and safety of residents. The City would like to be provided automatic transfer switches at these water wells. The automatic transfer switches will allow for the distribution of backup power supply during power failures. The automatic transfer switches will allow the City to continue to serve Its residents during emergency events.
