AN ORDINANCE GRANTING A PERMIT UNDER SECTION 18-a-3 OF
ORDINANCE NO. 915, "PIPELINE TRANSPORTATION," BEING CHAPTER
18-A OF THE CODE OF ORDINANCES OF THE CITY OF LA PORTE, TEXAS;
DATED NOVEMBER 25, 1975, TO CONSTRUCT AN 18-INCH PIPE LINE
FOR THE TRANSPORTATION OF FUEL OIL; AND PROVIDING AN EFFECTIVE
DATE HEREOF.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LA PORTE:
Section 1. The City Commission of the City of La Porte
has received an application dated November 25, 1975, from
HOUSTON LIGHTING & POWER COMPANY, requesting a permit under
Section 18-A-3 of Ordinance No. 915, being Chapter 18-A bf the
Code of Ordinances of the City of La Porte, to construct an
18-inch pipe line for the transportation of fuel oil, crossing
the City of La Porte, all as shown on said application. The
application of HOUSTON LIGHTING & POWER has been reviewed by
the City's Director of Public Works, who has found that said
application meets all requirements of said Ordinance No. 915,
and has recommended its approval.
Section 2. The City Commission of the City of La Porte
hereby approves the application of HOUSTON LIGHTING & POWER
COMPANY, dated November 25, 1975, and this Ordinance shall
constitute a permit to HOUSTON LIGHTING & POWER COMPANY to lay
and construct said pipe line within the City of La Porte, all
in conformance with the requirements of said Ordinance No. 915.
Section 3. This Ordinance shall be in full force and
effect from and after its passage and approval.

RE: Registration of fuel oil/natural gas pipeline
Dear Mr. Herrera,
In November 2001, 1 delivered a completed pipeline registration form along with all required
supporting documentation to the City of La Porte. In recent weeks I have tried to obtain a status of the
registration request to no avail. The feedback from the city has been that the registration form and
documentation cannot be located
Due to the inability to locate the original submittal, I am resubmitting the registration form and
support documents. I would like to request that this be processed expeditiously due to the delay in
processing the original submittal. A copy of the original cover letter with a signed receipt is also attached.
Reliant Energy HL&P ("HL&P) operates a fuel oil/natural gas pipeline in connection with the
operation of its electric generating units. The City of La Porte granted HL&P a permit to construct this
pipeline by Ordinance No. 915-H dated December 15, 1975.
During the 1999 legislative session, the Texas Legislature passed Senate Bill 7, which requires
electric utilities like HL&P to separate their integrated utility business into three companies: a transmission
and distribution utility, a retail electric provider, and a power generation company. In order to comply with
this legislation, HL&P will transfer the fuel oil/natural gas pipeline to a new entity that will hold HL&P's
Texas generating assets.
In preparation for this transfer, Reliant Energy is registering the pipeline pursuant to Section 102-
233 of the La Porte Code of Ordinances. The information required by that section may be found in the
attached registration form. Upon transfer of the pipeline to the new generating company, Reliant Energy
will provide you with notice of the transfer and, if necessary, will update the information contained in the
attached registration form.

PIPELINE REGISTRATION FORM
FOR THE CITY OF LA PORTE, TEXAS
Reliant Energy, Incorporated, as the owner and operator of an existing pipeline within the city
and in accordance with La Porte Ordinance § 102-233, submits to the La Porte building official
the following:
(1) Three official, scaled city street maps as currently revised by the city engineer,
upon which the owner shall fully delineate the area within the city's corporate
limits traversed by the existing or proposed pipeline with the route, distances and
shutoff valve locations clearly and indelibly drawn thereon.
See attached Exhibit "A."
(2) The name and mailing address of the owner and the telephone number of at least
one office or person available on a 24-hour basis who can furnish or obtain
immediately information as to the pressure at the points of input nearest to the city
and the common name of the commodity carried by the pipeline of such owner.
