HomeMy WebLinkAboutR-2021-38 authorizing the submission to the Texas General Land Office / RESOLUTION 2021-38 A RESOLUTION OF THE CITY COUNCIL OF LA PORTE, TEXAS, AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE TEXAS GENERAL LAND OFFICE (GLO) RELATED TO HURRICANE HARVEY DISASTER RECOVERY EFFORTS IN RESPONSE TO THE SEVERE STORM AND FLOODING EVENTS FROM AUGUST 24, 2017, THORUGH AUGUST 29, 2017, UNDER FEMA DISASTER DECLARATION NO. 4332 (DR-4332); AND AUTHORIZING THE MAYOR AND CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER(S) AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT — MITIGATION (CDBG-MIT) HAZARD MITIGATION SUPPLEMENTAL PROGRAM. WHEREAS, Hurricane Harvey (DR-4332) severely impacted the City of La Porte from August 24, 2017, through August 29, 2017; and WHEREAS, the City of La Porte desires to initiate long-term recovery efforts and address certain conditions which represent a threat to the public health and safety; and WHEREAS,the City of La Porte desires a viable community, including decent housing and a suitable living environment and expanding economic opportunities,principally for persons of low-to-moderate income; and WHEREAS, the City of La Porte aims to affirmatively further Fair Housing by identifying projects that overcome or do not increase patterns of residential segregation based on race, color, religion, national origin, sex, disability or family status; and WHEREAS,it is necessary and in the best interests of the City of La Porte to apply for funding under the Texas Community Development Block Grant-Disaster Recovery Program; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF LA PORTE, TEXAS: SECTION 1. That a Texas Community Development Block Grant-Mitigation Program application for the Hazard Mitigation Supplemental fund is hereby authorized to be filed on behalf of the City of La Porte with the Texas General Land Office for disaster mitigation efforts. SECTION 2. That the projects detailed within the application will address streets, drainage, and water system improvements which were compromised and failed to function during Hurricane Harvey, thereby placing undue and certain health and safety risks on residents. SECTION 3. That the application be for $4,000,000.00 of grant funds to provide enhancements to the proposed street, drainage, and water system facilities. SECTION 4. That the City Council directs and designates the Mayor and the City Manager as the City's Chief Executive Officer(s) and Authorized Representative to act in all matters in connection with this application and the City's participation in the CDBG-MIT Program. SECTION 5. That all funds will be used in accordance with all applicable federal, state, local and programmatic requirements including but not limited to procurement, environmental review, labor standards, real property acquisition, fair housing, and civil rights requirements. SECTION 6. That it further be stated that the City of La Porte is committing $7,400,009.88 from its Operating Budget as a cash contribution toward the enhancements to the proposed street, drainage, and water system facilities.
