I might be a little unclear on this, but I've attached a few things that might help solve things.
The emails I attached, your request, and Naviline show the lots as 19 and 20. Could confusion be caused because I believe the address for that HCAD should be assigned to lots 19-30?
As in, Naviline may need to be corrected to show the property description as lots 19-30? The attached "Capture.png" shows 251 as assigned to all of those lots. It's the same data
as "Parcel Layer - Address Points and Parcels" in our web mapping application. The HCAD website shows that Account Number as lots 19-30 as well.
If they're going to separate lots 19 and 20 from the rest, I believe they'll need to get a new HCAD number for them (or lots 21-30, if that even applies to this situation)
I put a lot of information in this email, but I can sift through it more once I understand the request better.

The attached file contains data that was entered into a form.
The recipient of this data file should save it locally with a unique name. Bluebeam Revu x64 can process this data by importing it back into the blank form.
