A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA PORTE,
TEXAS, AUTHORIZING THE CITY MANAGER TO SUBMIT AND EXECUTE
ALL DOCUMENTS PERTAINING TO THE STEP IMPAIRED DRIVING
MOBILIZATION GRANT, THROUGH THE TEXAS DEPARTMENT OF
TRANSPORTION, FOR THE FISCAL YEAR 2021
WHEREAS, injuries and deaths from i mpaired driving viol at ions and crashes bring loss
and suffe rin g to the cit izens of thi s comm unity; and
WHEREAS, the cost of s uch injuries brings economic hard ship to fam ilies and
communit ies; a nd
WHEREAS , the community 's health care system and em ergency response res ources are
signi fican tly impacted by inj uries o f commerc ia l mo tor vehicle traffic crash es; and
WHEREAS, research shows tha t im paired dri ving is a causative factor in m any vehicle
tra ffi c crashes; and
WHEREAS, fail ure to o bey laws in regard to im paire d driving,
WHEREAS, t he Natio na l Highway T raffic Safet y Administration has shown tha t fatal ities
d ue to driving whi le impaired are sig nificant in H arri s County, T exas and ;
WHEREAS, t he Impa ir ed Driving Mobilization -STEP includes p ubli c educa tion and
intensified law e nfo rc em ent to compe l the community and dri vers to comply with laws
regarding drivi ng while impaired;
NOW THEREFORE, BE IT RESOLVED that the City o f La P orte ap proves the C ity·
Manager to execute a ll documents fo r Impaired Driving STEP Grant fo r December 01 ,
202 1 throug h September 30, 2022; j o ining publi c a nd private sector le aders across T exas
s upporting the campa ign; ur ging all residents and visitors o f La Po rte to a bide by traffi c
laws, to protect life and t he qu ality of life in t hi s community.
NOW THEREFORE, BE IT RESOLVED that the City of L a Porte approves the C ity
Manager to execute all docume nts fo r Im paired D riv ing ST EP Grant fo r December 0 1,
202 1 thro ugh September 30 , 2022; joining public and pri vate sector leaders acro ss Texas
s upporting the campaign; urging a ll resid ents and visitors of La P orte t o a bide by traffi c
laws, t o protect li fe and the q uality of li fe in this communit y.
Section l. The City Counc il of the City of La Porte, Texas authorizes the C ity Manager to
submit and execute all do cum ent s pertaining to the STE P Impa ired Driving
Mobi lization Grant , through the Texas Department of T ransportation, for the
Fiscal Year 2022 .
Section 2. A ll o rdinances or part s of resolutio ns o f the C ity of La P orte, T exas, in conflict
with any p rov isio n contained herein is here by repealed to the extent o f any
confli ct.
Section 3. If any section , sentence, phrase, clause, or any part of any section, sentence,
phrase, or clause, of this Ord inance shall, for any reason, be held invalid , such
inval idity shall not affect the re maining portions of this Ordinance; a nd it is
hereby declared to be the intention of this City Council to have passed each
section, sentence, phrase, or c lause, or part thereof, irrespective of the fact that
any other section, sentence, phrase, or clause, o r part thereof, m ay be declared
invalid.
Section 4. The City Coun cil officially finds , determines, recites, and declares t hat a
s uffic ient written notice of t he date, ho ur, place and s ubj ect of this m eeting of
the City Co un cil was posted at a place convenient to the public at the C ity Hall
of the City for the t im e required by law preceding this meeting, as required by
the Open Meetings Law, Chapter 551, Texas Government Cod e; and that thi s
meeting has been open to the publi c as required by law at all times during which
this ordinance and the subject m atter thereof has been discussed, considered and
formally acted up on. The City Council further ratifies, approves and confirms
such written notice and the contents and posting thereof.
Section 5. This resolution sha ll be in effect from and afier its passage and approval.
