Subject: RE: FW: Sylvan Beach restoration project Hello All In answer to your inquiries below, please accept the following 7/21 /2009 Page 3 of 5 This project is a joint venture project between the Texas General Land Office, the City of La Porte, and Harris County. The City of La Porte is the Project Match Partner; the City of La Porte and Harris County have actually contributed money toward the project, and, while the Texas General Land Office is listed on the U.S. Army Corps of Engineers permit as the "Owner", the project is located on property owned by Harris County. I have attached a Scope of Work which outlines the extent of the project. There are no structures to be built that would require permitting. To my knowledge, the only required inspection for this project would be possibly the concrete walkway and definitely the electrical work. Reference in the Sequence of Work, to "barge channels", can be disregarded. The sand for this project will be trucked in, not brought in on barges. The Texas General Land Office, as Project Administrator, inspects the work on a regular basis to assure compliance with the plans and specifications. In addition, Mr. Koborsi of URS, is responsible for review and monitoring of the project relative to the engineering and permitting through USACE. Although permitting of specific portions of the project (i.e. electrical), from the City of La Porte are required, any additional inspections by the City of La Porte would seem to be redundant. Of course, you are welcome to inspect any portion you see fit, from your broader perspective. Please see my previous email regarding the electrical documentation for light standards that I sent to Mr. Koborsi with URS, our engineer for the project. I have a set of bid plans and specifications in my office for the entire project that is available for your review; if you need to see that set I will be happy to share it with you. We will be receiving an "as built" set of plans from the contractor upon completion of the project, which is expected to be in December 2009. Let me know if there is additional information needed. The City of La Porte is the Project Match Partner; the City of La Porte and Harris County 8/7/2009 Page 4 of 6 have actually contributed money toward the project, and, while the Texas General Land Office is listed on the U.S. We will be receiving an "as built' set of plans from the contractor upon completion of the project, which is expected to be in December 2009. The fine aggregate shall be that used for production of project concrete. The mortar shall be remixed over a period of at least 30 minutes without addition of water until it obtains the stiffest consistency that will permit placing. Mortar shall be thoroughly compacted into the prepared void by tamping, rodding, or ramming, and struck off to match adjacent concrete. Replacement concrete shall be produced using project materials. It shall be thoroughly compacted into the prepared void by internal vibration, tamping, rodding, or ramming, and shall be struck off and finished to match adjacent concrete. Forms shall be used to confine the concrete. If an expanding agent is used in the repair concrete, the repair shall be thoroughly confined on each side, including the top surface. Metal tools shall not be used to finish permanently exposed surfaces. The repaired areas shall be cured for 7 days. The temperature of the insitu concrete, adjacent air, and replacement mortar or concrete shall be above 40 degrees F during placement, finishing, and curing. Other methods and materials for repair may be used only when approved in writing. Repairs of the so called "plaster -type" will not be permitted. 3.5 CURING AND PROTECTION A. Duration. The length of the curing period shall be determined by the type of cementitious July 2008 03301 - Pape 15 of 17 / J n July 2008 material, as specified below. Concrete shall be cured by an approved method. Type 11 Portland Cement 14 days All other 7 days Immediately after placement, concrete shall be protected from premature drying, extremes in temperatures, rapid temperature change, and mechanical damage. Materials and equipment needed for adequate curing and protection shall be available and at the placement site prior to the start of concrete placement. Concrete shall be protected from the damaging effects of rain for 12 hours and from flowing water for 14 days. No fire or excessive heat including welding shall be permitted near or in direct contact with concrete or concrete embedments. B. Moist Curing. Moist -cured concrete shall be maintained continuously, not periodically, wet for the entire curing period. If water or curing materials stain or discolor concrete surfaces that are to be permanently exposed, they shall be cleaned by an approved means. Where wooden form sheathing is left in place during curing, the sheathing shall be kept wet. Where steel fortes are left in place during curing, the forms shall be carefully broken loose from the hardened concrete and curing water continuously applied into the void to continuously saturate the entire concrete surface. Horizontal surfaces may be moist -cured by ponding, by covering with a minimum uniform thickness of 2 inches of continuously saturated sand, or by covering with saturated nonstaining burlap or cotton mats. C. Membrane -Forming Curing Compound Concrete may be cured with an approved membrane -forming curing compound in lieu of moist curing, except that membrane curing will not be permitted on a surface to which other concrete is to be bonded, on a surface containing protruding steel reinforcement, nor a surface maintained at curing temperature by use of free steam. Pigmented Curing Compound. A pigmented curing compound meeting may be used on surfaces that will not be exposed to view when the project is completed. 2. Nonpigmented Curing Compound. A nonpigmented curing compound containing a fugitive dye may be used on surfaces that will be exposed to view when the project is completed. Concrete cured with nonpigmented curing compound shall be shaded from the sun for the first 3 days when the ambient temperature is 90 degrees F or higher. 3. Application. The curing compound shall be applied to formed surfaces immediately after the fortes are removed and prior to patching or other surface treatment, except the cleaning of loose sand, mortar, and debris from the surface. The surfaces shall be thoroughly moistened with water, and the curing compound applied as soon as free water disappears. The curing compound shall be applied to unformed surfaces as soon as free water has disappeared and bleeding has stopped. The curing compound shall be applied in a two -coat continuous operation by approved motorized power -spraying equipment operating at a minimum pressure of 75 psi, at a uniform coverage of not more than 400 square feet per gallon for 03301 - Page 16 of 17 / - r July 2M each coat, and the second coat shall be applied perpendicular to the first coat. Concrete surfaces that have been subjected to rainfall within 3 hours after curing compound has been applied shall be resprayed by the method and at the coverage herein specified. Concrete surfaces on which the curing compound has been applied shall be adequately protected for the duration of the entire curing period from pedestrian and vehicular traffic and from other causes that will disrupt the continuity of the curing membrane. D. Cold -Weather Curing and Protection. When the daily outdoor low temperature is less than 32 degrees F, the temperature of the concrete shall be maintained above 40 degrees F for the first 7 days after placing. In addition, during the period of protection removal, the air temperature adjacent to the concrete surfaces shall be controlled so that concrete near the surface will not be subjected to a temperature differential of more than 25 degrees F as determined by observation of ambient and concrete temperatures indicated by suitable temperature measuring devices as required and installed adjacent to the concrete surface and 2 inches inside the surface of the concrete. The installation of the thermometers shall be made by the Contractor at locations as may be directed.
