The survey as was authorized by Mr. Jamal Shabaz on August 24, 2006, and was performed in accordance with our confirmed scope of service. Purpose and Scope. The purpose of this survey is to determine the presence of asbestos in the building. The scope of service included performance of the following tasks: • Collect and analyze representative samples of suspect asbestos -containing materials • Prepare a report discussing results from laboratory testing and presenting recommendations/conclusions Field Survey The asbestos survey was conducted on August 25, 2006 by Humphreys D. Uba, Licensed Asbestos Consultant with Environmental Analytical Services and included the sampling of suspect asbestos containing materials. ASBESTOS SURVEY On August 25, 2006, Mr. Humphreys D. Uba of Environmental Analytical Services physically touched and visually inspected 1006 Broadway, LaPort, Texas. Bulk samples of suspect materials were collected randomly and on homogeneous area basis per regulations. Samples were collected in such a manner that reduced the potential for fiber release and exposure, using amended water and personal protective equipment where necessary. Demolition for access was conducted during sampling. The roof was not sampled All samples collected were sent to an independent laboratory MAS, a Texas Department of Health licensed PLM laboratory. The EPA (40CFR Part 763.115) establishes guidelines for use to identify asbestos containing and non -containing materials. For the survey, the observed suspect, building materials sampled were: • Gypsum wallboard • Carpet Mastic Laboratory Analysis Bulk samples were analyzed using Polarized Light Microscopy (PLM) in general accordance with the procedures outlined in the US EPA Interim Method for the Determination of Asbestos in Bulk Building materials, EPA/600/R-931/116 or the U.S Environmental Protection Agency method under AHERA. The technique characterizes the material's refractive indices, fiber morphology, birefringence, extinction angles, sign of elongation and dispersion staining colors to detect asbestos. Percentage compositions are based on approximate area compositions under stereoscope. The results of the bulk sample analyses are given in table 1. The US EPA/NESHAP Federal Register 40 CFR Part 61, Vol. 55, No. 224, November 20, 1990 and the US EPA May 8, 1991, Clarification Memorandum (entitled Clarification of NESHAP Requirement to Perform Point Counting to Quantify Asbestos Below 10%) indicates "... if the analyst detects asbestos in the sample and estimates the amount by visual estimation to be less than 10%, the owner or operator of the building, may (1) elect to assume the amount to be greater than 1% and treat the material to be asbestos - containing material or (2) require verification of the amount by point counting .... If the result obtained by point counting is different from the result obtained by visual estimation, the point count result will be used." After review of the asbestos results from an independent laboratory report, we determined it prudent to point count the texture with beige paint.
