CHAPTER 7 FIRE RESISTANT MATERIALS AND CONSTRUCTION 701 GENERAL 701.1 Scope Provisions of this chapter shall govern the fire resistant materials and assemblies used for structural fire resistance and fire resistant separation of adjacent spaces, including construction, opening protectives, penetrations, fireblocking and draftstoppftg. 701.2 Tests 701.2.1 Fire resistance requirements of this code are based on fire resistance ratings. Materials, thicknesses, and assemblies which have successfully performed under tests made by a recognized laboratory in . accordance with the requirements of ASTM E 119 or based on calculations and accepted engineering practice as set forth in 709 shall be accepted by the building official for specific ratings. EXCEPTION: In determining the fire resistance rating of exterior bearing walls, compliance with the ASTM E 119 criteria for unexposed surface temperature rise and ignition of cotton waste due to passage of flame or gases is required only for a period of time corresponding to the required fire resistance rating of an exterior, nonbearing wall with the same horizontal separation distance, and in a building of the same type of construction. When the fire resistance rating determined in accordance with this exception exceeds the fire resistance rating determined in accordance with ASTM E 119, the fire exposure time period, water pressure and application duration criteria for the hose stream test of ASTM E 119 shall be based upon the fire resistance rating determined in accordance with this exception. 701.2.2 When insulation or other materials which may change the capacity for heat dissipation are added to or subtracted from fire resistant roof or ceiling assemblies whose fire ratings are listed in this code or listed in reference documents, fire test results or other substantiating data shall be submitted to the building official to show that the required fin: resistance time period is not reduced 701.2.3 Thicknesses established by fire tests shall be construed as establishing minimum requirements for fire resistance only, and shall not preclude the application of other requirements of this code where consideration of strength, durability or stability require greater thicknesses. rCH7 Standard Building Codem1994 147 7043 Tenant Fire Separation 704.3.1 In a building or portion of a building of a single occupancy classification, when enclosed spaces are provided for separate tenants, such spaces shall be separated by not less than 1-hour fire resistance. EXCEPTION: The wall need not be extended when the floor above the crawl space has a minimum 1-hour fire resistance rating. :704.4 Townhouse Fire Separation 704.4.1 Each townhouse shall be considered a separate building and shall be separated from adjoining townhouses by a party wall complying with 704.4.2 or by the use of separate exterior walls meeting the requirements of Table 600 for zero clearance from property lines as required for the type of construction. Separate exterior walls shall include.qw_ofthe following: 1. A parapet not less than 18 inches (457 mm) above the roof line. 2. Roof sheathing of noncombustible material or fire retardant treated wood, for not less than a 4 It (1219 mm) width on each side of the exterior dividing wall. 3. One layer of 5/8 inch (15.9 nini) Type X gypsum board attached to the underside of roof decking, for not less than a 4 ft (1219 mm) width on each side of the exterior dividing wall. 704.4.2 When not more than three stories in height, townhouses may be separated by a single wall meeting the following rmuirements 1. Such wall shall provide not less than a 2-hour fire resistance rating. Plumbing, piping, ducts, electrical or other building services shall not be installed within or through the 2-hour wall, unless such materials and methods of penetration have been tested in accordance with 701.2. 2. Such wall shall be continuous from the foundation to the underside of the roof sheathing or shall have a parapet extending not less than 18 inches (457 mm) above the roof line. When such wall terminates at the underside of the roof sheathing, the roof sheathing for not less than a 4-ft (1219 mm) width on each side of the wall shall be of noncombustible material, or fire retardant treated wood, or one layer of 5/8 inch (15.9 mm) Type X gypsum wallboard attached to the underside of the roof decking. 3. Each dwelling unit sharing such wall shall be designed and constructed to maintain its structural integrity independent of the unit on the opposite side of the wall. EXCEPTION: Said wall may be penetrated by roof and floor structural members provided that the fire resistance rating and the structural integrity of the wall is maintained. 7045 Fire Wall Extensions and Parapets 704.5.1 Fire Wall Extensions. 7045.1.1 Party walls and fire walls shall extend not less than 3 It (914 mm) above the roof EXCEPTION: Fire walls shall not be required to extend above the roof where the roof is: 1. Party walls or fire walls shall extend to the inside facing of the exterior surface of noncombustible construction. 7045.1.3 All fire walls shall be in accordance with the requirements of NCMA-TEK Bulletin 95 or equivalency in brick or poured concrete or other nationally recognized tested systems. 7045.2 Parapet Walls. In Type M and Type V Construction, exterior walls shall extend not less titan 18 inches (457 mm) above the roof. EXCEPTIONS: 1. Walls located more than 15 ft (4.57 m) from a common property line or centerline of a public way. 2. Special use performance standards; residential. (a) Landscape buffers. (1) Alandscape buffer planted with grass or evergreen ground cover and also planted with trees shall be provided. No buildings or refuse containers shall be placed in such areas. (2) Standards: a. Minimum width of planting strip: Four feet. b. A planting plan specifying the location and species of trees to be planted as well as the type of grass or ground cover to be utilized shall be submitted for approval by the director or his duly authorized representative. (3) Screening will be required in the following situations: a. Parking areas for recreational buildings, community centers, religious, and private and public educational institutions. b. Manufactured housing parks and subdivisions screened from abutting uses. (4) Required screening will count toward the required percentage of landscaping. The traffic generated by a use shall be channelized and controlled in a manner that will avoid congestion on public streets, safety hazards, or excessive traffic through low density residential areas. The architectural appearance and functional plan of the building(s) and site shall reflect the building character of the area and shall not be so dissimilar to the existing buildings or area as to cause impairment in property values or constitute a blighting influence within a reasonable distance of the development. The proposed development is to be compatible with the existing and planned use of the area and conflicts are not to be created between the proposed use and existing and intended future use of the surrounding area. (d) Required license obtained. All necessary governmental permits and licenses are secured with evidence of such placed on record with the city. (e) Compatible alterations and adequate parking. Adequate parking as required by article VI of this chapter must be provided on the lot and not within any required front yard.
