1.0 EXECUTIVE SUMMARY
Ground Technology, Inc. (GTI) was retained by The Kroger Company to conduct an Asbestos
Building Inspection of Kroger Store SW # 319 located at 1300 Fairmont Parkway, LaPorte,
Texas 77571. The inspection was performed on September 9, 2006 by a Texas Department of
Health (TDH) Licensed Asbestos Consultant.
The subject property was occupied at the time of sampling and was being used as a
grocery/general merchandise store. Interior furnishings and accessories such as display aisles,
counters, and cashier's stands were present along with all sales items. The building interior
consists of a large central display and sales area surrounded by small specialty areas such as a
pharmacy, dairy, meat, seafood, produce, bakery, deli, bank, and customer service center.
Rooms to the back of the store are used for loading/unloading, sorting, storage, refrigeration,
freezers, food preparation and restrooms.
The asbestos inspection was conducted by surveying the building interior for areas of
homogenous materials, sampling those homogeneous areas that were suspected of containing
asbestos, and submitting the samples to a TDH Licensed Asbestos Laboratory for analysis using
Polarized Light Microscopy (PLM). Thirty (30) bulk samples were collected from ten (10)
different homogeneous areas that were identified.
Laboratory results for the thirty samples collected on September 9, 2006 indicated that they are
all negative. Based on the outcome of laboratory test results we conclude that there are no
asbestos contain materials to be found in this Kroger SW#319 store.
2.0 PURPOSE AND SCOPE OF WORK
The purpose of the Asbestos Building Inspection was to determine the presence or absence of
Asbestos Cahlainidg Materials (ACM) within the store interior- and to specify the location, type;
and condition of any confirmed or presumed ACM that might be encountered. The overall
objectives were to identify actual and presumed ACM that might pose health or financial risks to
the client.
All work was performed in accordance with guidelines and regulations of the Occupational
Safety and Health Administration (OSHA), the Environmental Protection Agency (EPA), and
the Texas Asbestos Health Protection Rules (TAHPR). The Asbestos Hazard Emergency
Response Act (AHERA) for Public Schools was also used as guidance but with some
modifications regarding the locations and numbers of samples taken to more effectively survey
relevant areas of the subject Kroger store.
The scope of work included:
• Visual inspection of the building interior to identify areas of suspected ACM.
• Documentation of the location of all suspected friable and nonfriable ACM.

• Sampling accessible areas of suspected ACM using appropriate sampling protocols.
• Documentation of any inaccessible areas of suspected ACM including an explanation of why
they were inaccessible.
• Documentation of any materials that were presumed to be ACM in the absence of sampling
including an explanation as to why they were not sampled.
• Submitting samples to a TDH Licensed Asbestos Laboratory for analysis of asbestos content
using PLM.
• Assessment of the current condition and potential for damage of confirmed or presumed
friable and nonfiiable ACM.
• Preparation of a Building Inspection Report that includes results of the visual inspection,
location of samples taken, laboratory test results, and locations of actual and presumed
ACM, if any, along with an assessment of their damage and potential for damage.
3.0 SITE DESCRIPTION
The subject site consists of Kroger Grocery Store SW # 319 located at 1300 Fairmont Parkway,
LaPorte, Texas 77571. The building interior consists of a large central display and sales area
surrounded by small specialty areas such as a pharmacy, dairy, meat, seafood, produce, bakery,
deli, bank, and customer service center. Rooms to the back of the store are used for
loading/unloading, sorting, storage, refrigeration, freezers, food preparation, and restrooms.
4.0 ASBESTOS SURVEY
Humphreys Uba, a TDH Licensed Asbestos Consultant, conducted the building inspection on
September 9, 2006. The inspection was restricted to the interior of the Kroger Store.
4.1 Homogeneous Sampling Areas
Ten (10) homogeneous areas (HA) of possible ACM were identified (Appendix A). These
materials consisted of five (5) different types of floor coverings (with mastic) (FA); three (3)
wall materials (WA); one (1) ceiling coverings (CA) and one (1) miscellaneous materials that
included joint compounds and others. See photographs in Appendix A.
Additional building materials observed were not recorded nor sampled (unless covered with
DJWC-0r 01her stispea:171ratehal) bWausa they WoratmIikcly to contain any Obcslos.
The building exterior was not included in the scope of work and therefore window caulking,
roofing materials, and other exterior features were not inspected nor sampled.

4.2 Sample Descriptions
A detailed sample log describing each of the thirty (30) samples taken is included in Appendix
B. The samples were numbered consecutively in the order taken, and each sample was prefixed
with the letters "K319" for Kroger SW # 319.
4.3 Inaccessible Areas
There were no inaccessible areas. We were able to collect at least thirty (30) samples from each
of the ten (10) homogeneous sampling areas identified.
4.4 Areas of Presumed Asbestos Containing Materials
There were no areas of Presumed Asbestos Containing Materials (PACM). We were able to
collect and analyze at least thirty (30) samples from each of the ten (10) homogeneous sampling
areas identified. We therefore obtained direct confirmation of the presence or absence of ACM
for those particular homogeneous areas.
4.5 Laboratory Results
The collected bulk samples were delivered to Micro Analytical Services, Inc. in Houston, Texas,
on September 9, 2006. The samples were fast examined for homogeneity and preliminary fiber
identification. They were then analyzed for ACM using PLM with dispersion staining at 100X
magnification in accordance with EPA-600/R-93/116. The lower detection limit for this method
is one percent (1 %) by volume.
Composite samples containing more than one material were analyzed separately, by layer, for
each of their individual components.
The laboratory report from Micro Analytical Services, Inc., including chain of custody, is
included in Appendix D.
Laboratory results for the samples collected on September, 2006 indicated that all samples
appeared to be negative. Based on these test results we conclude that there are no asbestos
contain materials to be found in this Kroger SW#319 store and all of the homogenous areas
identified and sampled had no asbestos detected (NAD).
4.6 Physical Assessment and Potential for Damage
Based on analytical results from the laboratory, no asbestos containing material was detected in
any of the bulk samples collected from the suspect homogenous materials. A detailed physical
assessment and damage potential is therefore not required.

5.0 CONCLUSIONS
Laboratory results indicated that there were no asbestos containing materials (ACM) in any of
the samples collected from the identified homogeneous areas.
6.0 LIMITATIONS
Asbestos building inspectors for Ground Technology, Inc. (GTI) are licensed and accredited
(Appendix E). They use accepted industry standards when attempting to locate, identify, and
sample potential ACM. However, it is possible that there are materials containing asbestos that
were not found because they were not visible to the inspector. Therefore, GTI does not wan -ant
that all materials containing asbestos have been identified In particular, this inspection was
limited to the store interior.

complete. Your general contractor will need to furnish to our department his
certificate of insurance prior to building permit issuance. For questions regarding
insurance, please contact Ms. Sherry Jennings at (281) 470-5072.
2. A zoning permit will be issued during building permit issuance at a cost of $50.00.
3. Prior to building permit issuance, you will need to furnish to our department a copy of
the asbestos survey showing no asbestos containing materials are at present locations
of demolition/renovations.
4. Prior to building permit issuance, furnish to us written proof that this project has been
registered with Texas Accessibility Standards.
