These services involved conduct of a walk-through asbestos survey for the identified existing Electrical Building located on the sub -station property at Morgan's Point, Texas. A site visit was performed for direct observation including collection of bulk samples of "suspect" homogeneous building interior construction materials for the asbestos survey effort prior to outlined facility demolition. Routine analysis for the presence and identification of asbestos -containing materials was completed by Loflin Environmental Services in Houston, Texas as a state of Texas licensed local Asbestos Laboratory facility. Jan Koehn, M.S., CIH, Inc. personnel performed the following technical asbestos survey consulting services as specifically outlined and requested by the Client's representative: Conduct a walk-through asbestos survey on April 29, 2015 for the specified building within the electrical sub -station at the Enterprise Products — Morgan's Point, Texas property to observe accessible homogeneous interior building construction materials prior to facility demolition, 2. Collect bulk samples of "suspect" building materials by appropriate methodology for analysis of the presence and identification of asbestos -containing materials with proper recordkeeping to describe representative existing building materials, 3. Complete "rush" asbestos bulk samples analysis by Loflin Environmental Services, a successful participant in the National Voluntary Laboratory Accreditation Program (NVLAP) and a state of Texas licensed Asbestos Laboratory, and 4. Prepare a survey report with data documentation in addition to survey letters for the Client as part of required demolition permit process. JK, Inc. Report #: 081-15 - 1 - BULK SAMPLE COLLECTION PROCEDURES:., ' Jan Koehn, M.S., CIH conducted a walk-through asbestos survey procedure for the Client on April 29, 2015 as a state of Texas licensed Individual Asbestos Consultant # 10-5255. A single site visit was required for survey access and sampling of potential asbestos -containing interior construction materials including direct observation for the defined electrical building at the sub -station property. Appendix 1 contains JK, Inc. personnel and license documentation. All samples were collected in a manner that reduced the potential for fiber release and exposure. Bulk samples were properly secured and chain of custody procedures addressed. Appropriate descriptions of bulk sample locations for each "suspect" material and also digital photographs were recorded. For the specified facility, 9 bulk samples of observed accessible building materials were obtained. Bulk samples collected by JK, Inc. personnel were transported to Loflin Environmental Services in Houston, Texas for rush laboratory analysis of the presence and identification of asbestos -containing materials. This laboratory is a state of Texas licensed Asbestos Laboratory (#30-0031) and a participant in the National Voluntary Laboratory Accreditation Program (NVLAP) (#10-2044). Polarized Light Microscopy (PLM) techniques were employed using the accepted laboratory analytical method for asbestos identification of EPA 600/R-93/1M. BULK SAMPLE ANALYTICAL RESULTS: Results of laboratory sample analysis for "suspect" asbestos -containing materials from the outlined electrical building at the sub -station property for Enterprise Products are contained in Appendix 2 along with a facility diagram and digital photographs. According to the lab results, the presence of asbestos in amounts greater than 1 % was not documented for any interior building materials at this location. The results are based on the accepted definition of asbestos -containing materials by the Environmental Protection Agency (EPA) that contain greater than I % asbestos by volume as determined by Polarized Light Microscopy (PLM). CONCLUSIONS: JK, Inc. personnel conducted a walk-through survey and bulk sample procedure for the identification of "suspect" asbestos -containing materials within the specified electrical building for Enterprise Products in Morgan's Point, Texas during April 2015. A total of 9 representative bulk asbestos samples of interior building construction materials were obtained for rush laboratory analysis as discussed with the Client. The presence of asbestos -containing materials was not documented for this survey effort prior to demolition. LIMITATIONS: • The current survey effort was generally non-destructive in nature. If suspect materials are discovered during demolition that have not been previously addressed, representative bulk samples should be analyzed by an accredited laboratory for asbestos content prior to material disturbance. • Direct observation of additional structural elements or the immediately inaccessible roof was not completed. Intrusion would require substantial destructive investigation for the potential existence of non -friable asbestos -containing materials. JK, Inc. She has over thirty years of experience in Industrial Hygiene and Safety as well as asbestos abatement, technical surveillance and project management consulting work. She is licensed by the Texas Department of State Health Services (DSHS) as an Individual Asbestos Consultant since 1993 and maintains the state of Texas Mold Assessment Consultant license obtained in 2004. Ms. Koehn has performed audits in various facilities for environmental issues including asbestos, indoor air quality, noise, and industrial hygiene surveys including site -specific sampling strategy design and performance with data interpretation and final documentation of representative monitoring for various chemical, physical, and biological hazards in a variety of manufacturing, industrial, and field work sites. She has prepared bid and contract specifications for asbestos abatement and mold remediation projects for Clients and completed project surveys, management work, and extensive air monitoring and technical site investigations. She has addressed numerous infection control concerns as well as site monitoring and assessments in hospitals and health care institutions both in the Texas Medical Center as well as throughout the Gulf Coast and surrounding areas and performs emergency response assessment and monitoring operations for a variety of Clients. She is a Certified Industrial Hygienist (CIH) by the American Board of Industrial Hygiene (ABIH) in Comprehensive Practice since 1987 and has required Certification Maintenance (CM) points. Ms. Koehn teaches various technical asbestos and indoor air quality courses previously for the Texas Engineering Extension Service of Texas A & M University and also site -specific Hazardous Waste Operations refresher training (CFR 1910.120). Ms. Koehn provided safety course instruction during 1997 to 2000 and also for an Industrial Hygiene Sampling and Laboratory Analysis course at the University of Houston -Clear Lake in 2008, 2010, and 2013, respectively. She teaches an Industrial Hygiene Instrumentation course for the University of Houston - Downtown in the Safety and Fire Engineering Technology program from 2004 to present. She is also a member of numerous professional organizations in the technical fields of industrial hygiene, safety, and risk management. She has been a member of both the national and local sections of the American Industrial Hygiene Association (AIHA) for over 25 years and a member of the Board as a Director for Continuing Education for the Gulf Coast Local Section of AIHA.
