REFUND POLICY
EFFECTIVE OCTOBER 1, 2006
Refunds (full or partial) -for any reason can be made only after the check has cleared your
bank (usually within 10 working days), and you have no outstanding checks with the City of
La Porte.
2. There will be no cash refunds.
3. Refunds on bank cards will be credited to the card used at the time of payment
4. Refunds requested more than 180 days after your initial purchase date will not be considered.
5. All refund requests must be furnished to the Inspection Division in writing, and must contain
the following information:
(A) Name, company name, address, and phone number of the person or company
requesting the refund.
(B) Reason for requesting a refund including any extenuating circumstances.
6. If your refund request is approved, a check will be mailed to the address you provide. No
part of any approved refund request will be credited to a future purchase within the Inspection
Division. There will be no in-house line of credit.
7. All refund requests must comply with this policy and be approved by the Chief Building Official,
Deputy Building Official, or Director of Planning.
& Any permit issued in error (example: permit issued for Shoreacres) will be refunded 100%
within a 60 day time period.
9. If payment is received in excess of actual permit amount, the difference will be refunded at
100%
10. Refunds will not be approved if the project has been started.
11. Refund cannot be transferred to another project.
12. No refund of the plan checking fee will be allowed.
13. Any approved refund will be limited to 50% of the original fee paid, when no work has been

Thank you for contacting me once again and for meeting with me in Deer Park
yesterday. Your new facility has come a long way since I was there in November; it is
going to be an amazing facility and it shows the great deal of effort you have put in.
Since our meeting I have had the system details pulled for the pair of machines built in
1999 for TBV Newmans, Inc. in Massachusetts. These are as we discussed yesterday
and outlined below in our current models, but do not have excess or extraneous features
that would not benefit an industrial valve shop. They are well equipped for post -blast 02
and chlorine cleanliness of your valves. I have added capacity for your 24" valve height,
remotely locating the pneumatics external of the room, and offered other important
options for your consideration.

Furthermore, I have reached agreement with upper management regarding a "National
Account" establishment for DMC to be concluded and maintained by ACT and DMC
directly. This will result in lowest commercial pricing possible on well equipped systems
for Deer Park, but also for New Orleans and Corpus Christi in the near future. In effect
we have the "cart before the horse" but we seek a working relationship, starting in Deer
Park, that we trust will be rewarded by additional purchase orders as these new shops
spring up.
Therefore, we are pleased to forward our proposal on an ACT Immersion Washing
System. The heart of the system is the adroit use of an elevator within each processing
chamber. The elevator is used to transport components into and out of each chamber.
However, its most important function is to position and continuously move components
within the working zone during the process. It is this aspect of its function that allows
ACT's systems to achieve superior results in cleaning, rinsing and drying. We call this
the Dynamic Flow Processing effect, or DFP. The effect of Dynamic Flow Processing
is better coverage of component surfaces (minimizing standing waves and/or part
shadowing) producing more consistent results and accelerated processing times.

The construction is heavy gauge stainless steel. The tank rear wall is made of heavy
gauge plate with exterior welded structural angles. The tank bottom is welded onto 1
beam. The rear wall, external structural angles and tank bottom are welded together to
form a unitized fabrication that transfers load forces to the floor. The lowering and lifting
method is engineered to put strength in and take stress out. The load is supported on a
structural I beam elevator. It tracks on internal structural angles with large UHMW
bearings. Roller bearings mounted externally at critical locations to evenly distribute the
load and eliminate all cylinder maintenance. The elevator will not jam. There is no worry
about eccentric loading. There is no cylinder wear. When used within the recommended
weight load limits and maintained as per standard ACT PM Procedures the cylinder is
guaranteed for the life of the system.
1. The basic modular unit is the S-Series. This is a sturdy and reliable system with
an excellent track history for meeting production requirements for loads up to
2000 pounds standard, and 5000-lbs or more for custom applications. The
processing chamber is constructed of ten gauge type 304 stainless steel with a
seven gauge rear wall. Perimeter structural girths and double welding in critical
locations provides superior structural stability.
2. A stainless steel pneumatically actuated powered cover is included. It is
interlocked with the pneumatic and electrical controls and sequenced to open
before the elevator rises and to close only when the elevator has descended.
The cover is provided with a heavy gauge full length piano hinge. It is designed
to reduce heat and fume emissions as well as prevent splashing or leakage
onto the exterior of the tank caused by normal operation of the internal agitation
and turbulation systems. The top of the tank is flanged and raised forming a "drip
lip". It is a vertical drip ledge used in conjunction with the rear hinged cover to
form a perimeter guard to minimize spillage on to exterior walls.

3. A platform roller conveyor is provided to facilitate lateral transfer between
chambers without having to lift baskets.
4. An extended long stroke is provided. It permits the platform to oscillate in and
out of solution. This feature is most effective for filling/draining tubes, blind
holes and cavities. It allows you to fine tune applications for optimum agitation
stroke and turbo flow pattern without having to adjust solution level.
Heating - Electric
5. The system is electrically heated with stainless steel low watt density Chromalox
heaters and a UL listed digital indicating temperature controller. The system
provides a four to six hour heat -up time from ambient to 180' F. Nema 12 panels
with lockout-tagout disconnect is optional.
Pneumatics
6. The chamber has its own transport elevator to automatically take the work into
and out of solution. The operator simply loads the platform and starts the cycle.
Leaning over tanks to manually position baskets in and out of hot solutions is
eliminated. Each elevator comes with our standard oscillation package that
includes a filter -regulator -lubricator and MAC pneumatic valves.
ACT will remotely locate the pneumatics outside the room to prevent atmospheric
contamination of the clean room.
The pneumatic system is designed for a 500 pound load capacity with an
excellent service factor (1200 pounds of vertical thrust). A four inch bore tie -rod
NFPA cylinder with solid stainless steel shaft is provided. ACT uses only NFPA
(National Fluid Power Association) pneumatic cylinders to assured our
customers of better reliability and interchangeability as compared to
"home made" cylinders. The reciprocating circuit provides variable stroke
speeds and variable stroke lengths ranging from one to eight inches.

The system is offered with a stainless steel turbo system. The turbo uses a
high volume all stainless steel pump. Closed looped manifolds with multiple
injectors direct solution to the working zone. The system provides an even flow
of turbulent solution over, under, around and through components. The flow is
also adjustable. Upgrade to vertical "seal -less" pump is optional.
ACT's turbulation systems are proven to accelerate processing time in
washing and/or rinsing.
A filtration system is available with the turbulation package. It uses a stainless
steel filter canister with a 150 micron bag element and is equipped with a
stainless steel oil filled pressure gauge. Other micron sizes are available.
Controls
9. A digital automatic cycle timer is panel mounted with countdown display for
process consistency. Operators need only to depress the "START" button
(green) to engage cycles without having to adjust the timer. A large "STOP"
button is provided for clearing a cycle. Powered cover controls and a unique lock
out feature provide for closed cover operation. Secure inside the control panel is
the 24/7 heating system timer for maximum facility electrical efficiency. A digital
temperature controller is supplied. A disconnect equipped panel is optional.
Dryers
10. ACT Hot Air Knife Blow -Off Dryers get maximum evaporation providing rapid
drying without excessive heat. The key is using high volume hot air combined

with changing air flow patterns created by the oscillating elevator. Air is
recirculated, heated and directed into the drying chamber via adjustable air
knives. The elevator constantly oscillates the workload in and out of the hot air

Corporation show defects of manufacture under normal use and service within one year from the date of
shipment new parts to replace such defective material will be furnished F.O.B. our plant. The liability for
such guarantee shall be limited to the replacement of the parts only and shall not include labor or changing
parts or consequential damages in any form. All work shall be completed in a workmanlike manner
according to accepted industry standard practices. Any alteration or deviation from the above specifications
involving extra costs will be executed amount set forth above. We shall not be responsible for delays

Automated Cleaning Technologies, Inc. can provide assistance (locally) with installation of this equipment.

Formula 815 GD is a heavy-duty degreaser for use in hot tank, ultrasonic, and turbo wash systems. It is excellent for
ferrous and nonferrous metals including aluminum.
DIRECTIONS
DEGREASING: Product must be diluted with water before use. For light soil, mix Formula 815 GD at 1:20 with water. For
heavy-duty cleaning, use Formula 815 GD at 1:10. Determine the proper ratio of Formula'815 GD to water, based upon
the volume of the tank. The minimum recommended concentration for cleaning aluminum is 5.0% (v/v) to insure that
adequate corrosion protection is provided.
Pour water into tank, add product and agitate. Heat solution from 140°F. to 1700F. Immerse parts in tank and soak until
soil is removed. After cleaning, remove parts, rinse and allow to air dry.
Extended corrosion protection can be achieved with Brulin Metal Film corrosion inhibitors: Consult Brulin for information
and recommendations.
Formula 815 GD is an industrial product, not intended for home use.

DMC Carter Chambers has moved into the Houston area to provide a full valve automation
facility for both New and Remanufactured Valves specializing in all types of Industrial Valves,
including Valve Automation, Instrumentation, Filtration, and Pressure Relief Valves. Our
company provides services to Chemical, Refining, Oil and Gas, Paper, Marine, Power,
Engineering and Construction with a corporate initiative on supporting emerging Green
Technology markets, including biodiesel and ethanol.
DMC Carter Chambers facility in La Porte will not only provide 60 to 100 jobs to the area, but
also we will inventory the various products mentioned, as well as provide turn key repair
service for our customers. Additionally, we will provide a full machine shop, welding,
inspection, bridge cranes, paint booth, clean room, training rooms, conference rooms and
offices.
Paint Booth: Will provide new exterior paint for repaired valves, actuation and
instrumentation, and will house engineered monorail pneumatic hoist system and installed
fire suppression system. Types of paints and quantities used will be attached with this letter.
Clean Room: Will provide our customers Oz and Chlorine service specialized parts cleaning.
The booth will have installed a crane work station, Remco washer, rinse and dryer, stainless
steel tables, valve test stand, and tools to perform necessary work. All solutions are Eco
friendly. A detailed explanation of washing equipment and solutions used will be attached
with this letter.
This letter is to gain a permit from the City Of La Porte to install and use Paint Booth and
Clean Room so that a new DMC Carter Chamber facility can conduct daily business.

Formula 815 GD is a heavy-duty degreaser for use in hot tank, ultrasonic, and turbo wash systems. It is excellent for
ferrous and nonferrous metals including aluminum.
DIRECTIONS
DEGREASING: Product must be diluted with water before use. For light soil, mix Formula 815 GD at 1:20 with water. For
heavy-duty cleaning, use Formula 815 GD at 1:10. Determine the proper ratio of Formula 815 GD to water, based upon
the volume of the tank. The minimum recommended concentration for cleaning aluminum is 5.0% (v/v) to insure that
adequate corrosion protection is provided.
Pour water into tank, add product and agitate. Heat solution from 140aF. to 1700F..Immerse parts in tank and soak until
soil is removed. After cleaning, remove parts, rinse and allow to air dry.
Extended corrosion protection can be achieved with Brulin Metal Film corrosion inhibitors. Consult Brulin for information
and recommendations.
Formula 815 GD is an industrial product, not intended for home use.

Thank you for contacting me once again and for meeting with me in Deer Park
yesterday. Your new facility has come a long way since I was there in November; it is
going to be an amazing facility and it shows the great deal of effort you have put in.
Since our meeting I have had the system details pulled for the pair of machines built in
1999 for TBV Newmans, Inc. in Massachusetts. These are as we discussed yesterday
and outlined below in our current models, but do not have excess or extraneous features
that would not benefit an industrial valve shop. They are well equipped for post -blast 02
and chlorine cleanliness of your valves. I have added capacity for your 24" valve height,
remotely locating the pneumatics external of the room, and offered other important
options for your consideration.

Furthermore, I have reached agreement with upper management regarding a "National
Account" establishment for DMC to be concluded and maintained by ACT and DMC
directly. This will result in lowest commercial pricing possible on well equipped systems
for Deer Park, but also for New Orleans and Corpus Christi in the near future. In effect
we have the "cart before the horse" but we seek a working relationship, starting in Deer
Park, that we trust will be rewarded by additional purchase orders as these new shops
spring up.
Therefore, we are pleased to forward our proposal on an ACT Immersion Washing
System. The heart of the system is the adroit use of an elevator within each processing
chamber. The elevator is used to transport components into and out of each chamber.
However, its most important function is to position and continuously move components
within the working zone during the process. It is this aspect of its function that allows
ACT's systems to achieve superior results in cleaning, rinsing and drying. We call this
the Dynamic Flow Processing effect, or DFP. The effect of Dynamic Flow Processing
is better coverage of component surfaces (minimizing standing waves and/or part
shadowing) producing more consistent results and accelerated processing times.

The construction is heavy gauge stainless steel. The tank rear wall is made of heavy
gauge plate with exterior welded structural angles. The tank bottom is welded onto I
beam. The rear wall, external structural angles and tank bottom are welded together to
form a unitized fabrication that transfers load forces to the floor. The lowering and lifting
method is engineered to put strength in and take stress out. The load is supported on a
structural I beam elevator. It tracks on internal structural angles with large UHMW
bearings. Roller bearings mounted externally at critical locations to evenly distribute the
load and eliminate all cylinder maintenance. The elevator will not jam. There is no worry
about eccentric loading. There is no cylinder wear. When used within the recommended
weight load limits and maintained as per standard ACT PM Procedures the cylinder is
guaranteed for the life of the system.
1. The basic modular unit is the S-Series. This is a sturdy and reliable system with
an excellent track history for meeting production requirements for loads up to
2000 pounds standard, and 5000-lbs or more for custom applications. The
processing chamber is constructed of ten gauge type 304 stainless steel with a
seven gauge rear wall. Perimeter structural girths and double welding in critical
locations provides superior structural stability.
2. A stainless steel pneumatically actuated powered cover is included. It is
interlocked with the pneumatic and electrical controls and sequenced to open
before the elevator rises and to close only when the elevator has descended.
The cover is provided with a heavy gauge full length piano hinge. It is designed
to reduce heat and fume emissions as well as prevent splashing or leakage
onto the exterior of the tank caused by normal operation of the internal agitation
and turbulation systems. The top of the tank is flanged and raised forming a "drip
lip". It is a vertical drip ledge used in conjunction with the rear hinged cover to
form a perimeter guard to minimize spillage on to exterior walls.

A platform roller conveyor is provided to facilitate lateral transfer between
chambers without having to lift baskets.
An extended long stroke is provided. It permits the platform to oscillate in and
out of solution. This feature is most effective for filling/draining tubes, blind
holes and cavities. It allows you to fine tune applications for optimum agitation
stroke and turbo flow pattern without having to adjust solution level.
Heating - Electric
5. The system is electrically heated with stainless steel low watt density Chromalox
heaters and a UL listed digital indicating temperature controller. The system
provides a four to six hour heat -up time from ambient to 1800 F. Nema 12 panels
with lockout-tagout disconnect is optional.
Pneumatics
6. The chamber has its own transport elevator to automatically take the work into
and out of solution. The operator simply loads the platform and starts the cycle.
Leaning over tanks to manually position baskets in and out of hot solutions is
eliminated. Each elevator comes with our standard oscillation package that
includes a filter -regulator -lubricator and MAC pneumatic valves.
ACT will remotely locate the pneumatics outside the room to prevent atmospheric
contamination of the clean room.
The pneumatic system is designed for a 500 pound load capacity with an
excellent service factor (1200 pounds of vertical thrust). A four inch bore tie -rod
NFPA cylinder with solid stainless steel shaft is provided. ACT uses only NFPA
(National Fluid Power Association) pneumatic cylinders to assured our
customers of better reliability and interchangeability as compared to
"home made" cylinders. The reciprocating circuit provides variable stroke
speeds and variable stroke lengths ranging from one to eight inches.

8. The system is offered with a stainless steel turbo system. The turbo uses a
high volume all stainless steel pump. Closed looped manifolds with multiple
injectors direct solution to the working zone. The system provides an even flow
of turbulent solution over, under, around and through components. The flow is
also adjustable. Upgrade to vertical "seal -less" pump is optional.
ACT's turbulation systems are proven to accelerate processing time in
washing and/or rinsing.
A filtration system is available with the turbulation package. It uses a stainless
steel filter canister with a 150 micron bag element and is equipped with a
stainless steel oil filled pressure gauge. Other micron sizes are available.
Controls
9. A digital automatic cycle timer is panel mounted with countdown display for
process consistency. Operators need only to depress the "START' button
(green) to engage cycles without having to adjust the timer. A large "STOP"
button is provided for clearing a cycle. Powered cover controls and a unique lock
out feature provide for closed cover operation. Secure inside the control panel is
the 24/7 heating system timer for maximum facility electrical efficiency. A digital
temperature controller is supplied. A disconnect equipped panel is optional.

recirculated, heated and directed into the drying chamber via adjustable air
knives. The elevator constantly oscillates the workload in and out of the hot air
stream. Humid air is displaced with just the right amount of fresh air using
adjustable vents to maintain effective air quality within the chamber. The dryer is
electrically heated and includes a digital indicating temperature controller, high
temperature manual reset and an air flow proving switch to protect heaters.

chemical supplier. Should any of the material manufactured by the Automated Cleaning Technologies
Corporation show defects of manufacture under normal use and service within one year from the date of
shipment new parts to replace such defective material will be fumished F.O.B. our plant. The liability for
such guarantee shall be limited to the replacement of the parts only and shall not include labor or changing
parts or consequential damages in any form. All work shall be completed in a workmanlike manner
according to accepted industry standard practices. Any alteration or deviation from the above specifications
involving extra costs will be executed amount set forth above. We shall not be responsible for delays
caused by strikes, accidents or other contingencies beyond our control.
Automated Cleaning Technologies, Inc. can provide assistance (locally) with installation of this equipment.
This can include attachment and connections of various system features that cannot be shipped pre -
assembled, and start up. We will also provide instruction and assistance for connection to necessary

DMC Carter Chambers has moved into the Houston area to provide a full valve automation
facility for both New and Remanufactured Valves specializing in all types of Industrial Valves,
including Valve Automation, Instrumentation, Filtration, and Pressure Relief Valves. Our
company provides services to Chemical, Refining, Oil and Gas, Paper, Marine, Power,
Engineering and Construction with a corporate initiative on supporting emerging Green
Technology markets, including biodiesel and ethanol. .
DMC Carter Chambers facility in La Porte will not only provide 60 to 100 jobs to the area, but
also we will inventory the various products mentioned, as well as provide turn key repair
service for our customers. Additionally, we will provide a full machine shop, welding,
inspection, bridge cranes, paint booth, clean room, training rooms, conference rooms and
offices.
Paint Booth: Will provide new exterior paint for repaired valves, actuation and
instrumentation, and will house engineered monorail pneumatic hoist system and installed
fire suppression system. Types of paints and quantities used will be attached with this letter.
Clean Room: Will provide our customers 02 and Chlorine service specialized parts cleaning.
The booth will have installed a crane work station, Remco washer, rinse and dryer, stainless
steel tables, valve test stand, and tools to perform necessary work. All solutions are Eco
friendly. A detailed explanation of washing equipment and solutions used will be attached
with this letter.

CHAPTER I
General Information
INTRODUCTION
Pyro-Chem Vehicle Paint Spray Booth automatic dry chemical fire suppression system is of the
pre-engineered type as defined by the NFPA Standard for Dry Chemical Extinguishing Systems,
NFPA-17. The extinguishing units described in this manual are intended to be installed, inspect-
ed, and maintained in accordance with NFPA-17. Limitations detailed in this manual have been
established through extensive testing by Underwriters Laboratories, Inc. Installation and mainte-
nance of the system must conform to the limitations detailed in this manual and be performed by
an Authorized Pyro-Chem dealer.
The Pyro-Chem Vehicle Paint Booth System utilizes a monoammonium phosphate based dry
chemical agent (specifically designed to suppress carbonaceous solid, liquid, gas or electrical
fires). The system provides mechanical or electrical automatic actuation and can be manually
actuated through a remote mechanical pull station. Upon actuation, the system discharges a
pre -determined amount of agent to the hazard area.
The shutdown of fuel and power to -the hazard area is required upon system actuation. Exhaust
fan(s) in the ventilation system must be shut off prior to system discharge to allow the proper
concentration of agent to build up in the hazard area.
The Pyro-Chem Vehicle Paint Booth System is designed to accommodate a mandatory factory
Pre-set time delay. This time delay is required based on the UL 1254 compliance testing.
TEMPERATURE LIMITATIONS
The operating temperature range of the Pyro-Chem Vehicle Paint Booth System is 32 OF (0'C)
minimum to 120 OF (49 "C) maximum.

1. These limitations apply to PCI-17ABC using two nozzles (any combination of either NV-P1, NV-UF, NV-DP2, or WPLU).
2. System piping must be balanced. Balanced piping is that in which the difference between the shortest actual pipe length

2) The Fire Marshal's Office must witness a function test of the Fire Alarm system. Contact the Fire
Marshal's Office 24hrs in advance to schedule a Fire Alarm system test.
3) Approved (Stamped) copy of the Fire Alarm plans shall be on the job site and available to the
Fire Marshal Inspector at any time during installation.
