(LOFLIN) has completed a limited asbestos survey of a vacant hangar building in the southeast comer of the LaPorte Airport located at 10937 Spencer Highway in LaPorte, Texas. The purpose of this work was to identify possible asbestos containing materials which may have been used in the construction of the building and assess those materials which may become friable during building renovation.. This work was performed on August 9, 2011. The interior and exterior areas of the building were visually inspected to identify suspect asbestos containing materials. There were no suspect materials identified for sampling. The walls was observed to be corrugated metal siding on a metal frame. The floor was either a concrete stab or dirt. Therefore, no samples were collected for analysis. This 'survey was conducted in general accordance with the Texas Asbestos Health Protection Rules (TAHPR) and the National Emission Standards for Hazardous Air Pollutants (NESHAP) for the areas being demolished. Project Number 6461105 Dear Ms. Wilmore, Loftin Environmental Services, Inc. (LOFLIN) has completed a limited asbestos survey of a vacant hangar building in the southeast corner of the LaPorte Airport located at 10937 Spencer Highway in LaPorte, Texas. The purpose of this work was to identity possible asbestos containing materials which may have been used in the construction of the building and assess those materials which may become friable during building renovation. This work was performed on August 9, 2011. The interior and exterior areas of the building were visually inspected to identity suspect asbestos containing materials. There were no suspect materials identified for sampling. The walls was observed to be corrugated metal siding on a metal frame. The floor was either a concrete slab or dirt. Therefore, no samples were collected for analysis. This 'survey was conducted in general accordance with the Texas Asbestos Health Protection Rules (TAHPR) and the National Emission Standards for Hazardous Air Pollutants (NESHAP) for the areas being demolished. All reviewed the structure and concluded that taking on the repair and lease of the facility was not economically viable. It is functionally obsolete. • Staff received three quotes for contractor demolition of the hanger. $13,800, $15,000 and $30,400. One of our public works operators has fairly extensive site demolition experience and is competent to perform the work. Staff will rent an excavator with a thumb attachment for approximately $2,400. There is no charge for spotting roll off dumpsters on site and hauling off the metal siding. • The hanger is scheduled for demolition the week of August 15 by public works forces with an out of pocket expense of approximately $2,400 to be funded from the airport fund contingency line item. :.m 7� "�kss�e '.hoo eoe r�-
