The team rated your project very high and feels that this is a positive project for Main Street. There are a few clarification items that we would like to review to fully evaluate the project. 1. Estimate Expired: The estimate provided by Follis Construction indicates that pricing is good for 30 days. At this juncture and by the time the Economic Development Board will meet to consider awarding a grant, that pricing will no longer be valid. Assuming we can get everything outlined here addressed in a timely manner, I see no reason why the Item could not be placed on the January 21 EDC agenda. Interloplmprovement Inelielble: On Drawing A-3, the items listed as "Interior Window Seats" in No. 1 and Interior Paint in No. 2 are ineligible expenses since it is for the interior. Please provide a revised estimate to back out the costs associated with the window seats and interior paint. 3. Entry Elevation Clarification: Clarification on Drawing A-3, we want to make sure that we understand the configuration of the entryway doors. Based on this drawing, it appears that the current configuration will be maintained, with upgraded doors still recessed back from the windows. On Drawing A-1, it appears that the front fagade will be flat front. Can you confirm which is correct? I'm guessing the "X" drawn through the doors on Drawing A-1 means that the door is recessed but please confirm. Finally, please be advised that, as part of the permitting process for your building permit, you will be required to sign a right of way encroachment agreement for the canopy. This agreement sets standards for minimum height, maintenance, and contains language basically stating that you are aware that the canopy is encroaching into the right of way. There is no action required for this Item for completion of the application. I just wanted to make you aware that this will be a component of your building permit. The next meeting of the EDC Board is scheduled for January 21. If you can provide your follow up information for Items 1-3 listed above by January 14, the evaluation team can re-evaluate your application and, if approved, submit it to the Board for consideration. if information is received after this date, our next meeting is scheduled for February. Based on my previous conversation with you, we have agreed to allow you to move forward with some work now, with the understanding that approval of the grant is not guaranteed by the EDC Board. Please be aware that while we do require a grant application prior to the completion of enhancement projects and we approve them ahead of time, the actual grants are awarded on a reimbursement basis once completed work has been verified by the Committee to be compliant with the plans proposed in the approved application. The goals of the project were to beautify Main Street, to enhance Main Street's appeal to new businesses and visitors, and to add value to the City of LaPorte. The Enhancement Grant Application Committee met to discuss the application, and agreed that it should be approved for an amount not to exceed $17,611. The team rated your project very high and feels that this is a positive project for Main Street. There are a few clarification items that we would like to review to fully evaluate the project. 1. Estimate Expired: The estimate provided by Follis Construction indicates that pricing is good for 30 days. At this juncture and by the time the Economic Development Board will meet to consider awarding a grant, that pricing will no longer be valid. Assuming we can get everything outlined here addressed in a timely manner, I see no reason why the item could not be placed on the January 21 EDC agenda. Can you provide documentation from Mark regarding the pricing to confirm that the costs outlined here will be good through that time? 2. Interior Improvement Ineli&�'.. On Drawing A-3, tqe items.listed as "Ir 1r Window Seats" in No. 1 and Interior Paint in No. 2 are ineligible expenses since it is for the interior. Please provide a revised estimate to back out the costs associated with tre window seats and interior paint. 3. Entry Elevation Clarification: Clarification on Drawing A-3, we want to make sure that we understand the configuration of the entryway doors. Based on this drawing, it appears that the current configuration will be maintained, with upgraded doors still recessed back from the windows. On Drawing A-1, it appears that the front facade will be flat front. Can you confirm which is correct? I'm guessing the "X" drawn through the doors on Drawing A-1 means that the door is recessed but please confirm. Finally, please be advised that, as part of the permitting process for your building permit, you will be required to sign a right of way encroachment agreement for the canopy. This agreement sets standards for minimum height, maintenance, and contains language basically stating that you are aware that the canopy is encroaching into the right of way. -There is no action required for this item for completion of the application. I just wanted to make you aware that this will be a component of your building permit. The next meeting of the EDC Board is scheduled for January 21. If you can provide your follow up information for Items 1-3 listed above by January 14, the evaluation team can re-evaluate your application and, if approved, submit it to the Board for consideration. If information is received after this date, our next meeting is scheduled for February. Based on my previous conversation with you, we have agreed to allow you to move forward with some work now, with the understanding that approval of the grant is not guaranteed by the EDC Board. Visual observation of the areas revealed exterior wall paneling and exterior window caulking. Representative samples of these suspect materials were collected in general accordance with Texas DSHS regulations and submitted to LOFLIN's Houston laboratory for asbestos analysis. All were analyzed using Polarized Light Microscopy (PLM) coupled with dispersion staining in accordance with EPA's "Method For The Determination Of Asbestos In Bulk Samples" EPA 600/R/R-93/116, July 1993. Based on laboratory analysis, the exterior wall paneling located above the windows was found to contain 18-22% Chrysotile asbestos, totaling approximately 75 square feet.
