INTRODUCTION This Phase I Environmental Site Assessment was conducted at the request of Mr. Richard Ogrin with Methodist Retirement Communities. The subject property is located at 1010 Bayshore in La Porte, Harris County, Texas, hereinafter, this property will be referred to as the "site". H. PURPOSE AND SCOPE OF WORK The purpose of this project is to perform a Phase I Environmental Site Assessment of the subject site, which is located within an area of homes and parks. The scone of work includes: • Identifying the presence or likely presence of an Environmental Condition that may trigger an environmental liability on, restrict the use of, or affect the marketability or value of the property; • Identifying any immediate risk to the public health or safety or the environment, - Identifying the need for additional testing to confirm and evaluate the scope, location, source, and nature of any environmental condition. 1 1 1 1 1 1 1 1 1 1 1 1 1 1 6 A. Environmental Databases A search of environmental databases was conducted according to ASTM standard specifications. Seven federal databases were searched, including: • CERCLIS: Comprehensive Environmental Response, Compensation, and Liability information (EPA) No findings within % mile. • ERNS: Emergency Response Notification System (EPA) No findings within '''A mile. • NPL: National Priority List (EPA) No findings within 1 mile. • NFRAP: No Further Remedial Action Planned (EPA) No findings within % mile. • CORRACT: Corrective Action (EPA) No findings within one mile. • RCRA - TSD: Resource Conservation and Recovery Information System - Treatment, Storage or Disposal (EPA) No findings within one mile. • RCRA - G: Resource Conservation and Recovery Information System - Generators (EPA) No findings within '''A mile. 1 1 1 1 1 1 1 1 1 7 Seven state databases were searched, including: • LUST: Leaking Underground Storage Tank Incident Reports No findings within''/2 mile. • UST: Registered Underground Storage Tanks No findings within 1.4 mile. • LF: Landfill Sites No findings within 1 mile. • AST: Petroleum Storage Tank Database No findings within 'Amile. • Spills: Spills Database No findings within ''/. mile. • SSF: Texas Superfimd Sites No findings within one mile. • VCP: Voluntary Cleanup Program No findings within '/x mile. Review of the records found no sites that should have an environmental impact upon the subject site. B. Maps and Other Data Maps, county maps, soil surveys and regulatory data were utilized in the preparation of this report. I 8 1 ' C. Soil Survey ' The site has one major soil type: Beaumont — Urban land complex (hydric). The slopes range from 0 to 1 percent but ' average about 0.3 percent. The Beaumont soil makes up 15 to 80 percent of this complex. Urban land 10 to 70 percent and other soils 5 to 20 percent. ' Urban land is either covered by structures or disturbed by cutting, filling or grading. ' D. Aerial Photographs Historical aerial photographs from 1962, 1969, 1979, 1987 and 1996 were reviewed. ' 10-31-1962 General area is developing. Subject site may have a structure on it. ' 2-21-1969 General area is more developed. Subject site is difficult to examine due to poor quality photo. ' 4-5-1979 General area is more developed. Subject site has a building near it's center. 1-30-1987 General area is more developed. Subject site appears the same as in the 1979 photo with the exception of a building or dock at the waters edge. 1-12-1996 General area is more developed. The restroom building has been added to tthe site and the dock is gone. ' IV. SITE RECONNAISSANCEANSPECTION The site was inspected by Wayne J. Crouch Environmental Services inspector Wayne ' Crouch. The site visit was conducted March 13, 2003 and the property was walked and visually examined. The site is located at 1010 Bayshore in La Porte, Hams County, Texas. ' Bayshore (2 lane, asphalt and concrete paved) runs along the west boundary. Homes ' are west across the road. The Happy Harbor Methodist Home abuts the north boundary. Sylvan Beach Park abuts the south boundary. Galveston Bay abuts the east boundary. 1 1 I j 1 1 [] 1 1] 1 1 The site is irregular in shape and wraps around a wood frame house located at 1004 Bayshore. It contains restrooms and play/exercise items. The site is grass covered and slopes down to the water. A. Structures A large ceramic block restroom building sits in the north portion of the site. A gazebo, swings, wooden walkways, a covered dining area with barbeque pits, a covered meeting area and assorted exercise structures are on the site. A chain link fence runs along the north, south and west boundaries. The east side is open to the bay. B. Equipment Equipment necessary for children to play and exercise with is on the site. C. Land Use The property is currently utilized by Neighborhood Center, Inc. for periodic gatherings for play, exercise and education. D. Public Thorouehfares The site can be entered from the west via Bayshore. E. Water Bodies None were present on -site. Galveston Bay abuts the eastern shoreline. F. Wastewater Discharge No activities currently occur onsite that would generate any industrial wastewater discharge. No industrial discharge occurs onto the site from surrounding activities. G. Potable Water Sources The site is connected to the City of La Porte potable water supply. 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 10 H. wells No wells were found. I. Sewage Disposal System The site is connected to the City of La Porte sewage system. I Floor Drains and Sumps There are no floor drains or sumps present. IC Stains and Corrosion No stains or corrosion were found. L. Fuel Source The site has access to electricity. M. Aboveground Storage Tanks and Underground Storage Tanks None were found on the subject property. N. Asbestos -Containing Materials Materials were not sampled for asbestos content during this investigation. O. Polychlorinated Biphenyls (PCBs) One pole mounted transformer is located near the north end of the site. No evidence of leakage was found. P. Lead -Based Paint No sampling was conducted for the presence of lead based paint. Q. Hazardous Substances None was found. 1 1 1 1 1 1 1 1 1 1 1 1 1 1 IL Storage Areas for Hazardous Substances None was found. S. Stained Soils No stained soil was found. T. Landfills No evidence of landfills was found. U. Suspicious Filled or Graded Areas No suspicious filled or graded areas were found. V. Surface Impoundments None were found. W. Stressed Vegetation No stressed vegetation was found. X. Other Indications of Liquid or Solid Waste Disposal None were found. Y. Pesticides or Fertilizers, and Noxious Odors No evidence of disposal of pesticides or fertilizers was observed. No noxious odors were noted during the inspection. V. CONCLUSIONS and RECOMMENDATIONS The Phase I Environmental Assessment found no areas of environmental concern. No environmental problems were found and no further environmental action is recommended.
