HomeMy WebLinkAboutResolution 2024-11RESOLUTION NO.2024-11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS, DESIGNATING THE CITY MANAGER TO ACT ON BEHALF OF THE CITY OF LA PORTE FOR THE PURPOSE OF PARTICIPATING IN THE MULTI -USE TRAIL SYSTEM PARTNERSHIP PROGRAM OF HARRIS COUNTY PRECINCT 2; CERTIFYING THAT THE CITY OF LA PORTE IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE; CERTIFYING THAT THE CITY OF LA PORTE MATCHING SHARE IS READILY AVAILABLE. WHEREAS, the City of La Porte, Texas, is a home -rule municipality with residents who are also constituents of Harris County Precinct 2; and WHEREAS, both entities share the goal of improving the experiences of their shared constituents living, visiting, and recreating in the City of La Porte, Texas, and Harris County Precinct 2; and WHEREAS, the multi -use trail system is designed to not only meet recreational walking needs, but connects community parks, and creates safe and convenient walking and biking routes to everyday destinations as part of critical infrastructure that serves the shared goals of the City of La Porte, Texas, and Harris County Precinct 2; and WHEREAS, the City of La Porte, Texas, is desirous of authorizing an official to represent and act for the City of La Porte, Texas, in dealing with Harris County Precinct 2 Partnership concerning the Multi - Use Trail System Partnership Program. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS, that the City of La Porte, Texas, commits to submitting a partnership application with Harris County Precinct 2 for The Multi -Use Trail System Partnership Program and commits to $3,250,000.00 towards this goal. Section t. The Cityof La Porte hereby certifies that it is eligibleto receive assistance underthe Multi - Use Trail System Partnership Program, and that notice of the application has been posted according to local public hearing requirements. Section 2. The City of La Porte hereby commits to funding the required match. Section 3. The City of La Porte hereby authorizes and directs the City Manager to act for the City of La Porte in dealing with Harris County Precinct 2 for the purposes of the Multi -Use Trail System Partnership Program, and that the City Manager is hereby officially designated as the representative in this regard. Section 4. The City of La Porte hereby approves the City Manager to execute all documents concerningthe sitesto be known asthe La Porte Multi Use Trail System, and specifically authorizes the City Manager to make application to Harris County Precinct 2 concerning Multi -Use Trail System Partnership Program for use as a park site and is hereby dedicated (or will be dedicated upon the completion of the proposed acquisition) for public park and recreation purposes in perpetuity (or for the lease term, if legal control is through a lease).
