A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS,
RESOLVING TO APPROVE RESOLUTION 2024-14 TO AUTHORIZE THE CITY
MANAGER TO SIGN ALL DOCUMENTS PERTAINING TO THE FY 2025-2028
HOUSTON GALVESTON AREA COUNCIL (HGAC) LIVABLE CENTER STUDY
FUNDING OPPORTUNITY; FINDING COMPLIANCE WITH THE OPEN MEETINGS
LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF
WHEREAS, Houston Galveston Area Council's (H-GAC) has started accepting proposals from local
government entities, including Tax Increment Reinvestment Zones (TIRZ), to conduct
Livable Centers planning studies.; and
WHEREAS, Livable Centers Program facilitates the creation of walkable, mixed -use places by
promoting economic generators and housing diversity, encouraging multi -modal
transportation options, and promoting equitable and resilient infrastructure; and
WHEREAS, Livable Centers Planning studies identify specific recommendations, such as pedestrian
and bicycle facilities, which can help facilitate the creation of Livable Centers and each
study focuses on how to move these recommendations forward to implementation; and
WHEREAS, The City of La Porte submitted a Notice of Intent to apply for the FY 2025-2028 H-
GAC Funding Opportunity on May 7, 2024; and
WHEREAS, The cash contribution will be based on the level of community need in the study
area assessed through Livable Centers Need Index (LCNI) score and the 20% local
match for the City of La Porte is estimated to he less than $30,000.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LA PORTE, TEXAS, THAT:
Section 1. Resolves to support the City of La Porte's application to the H-GAC FY 2025-2028 Livable
Center Study Funding Opportunity with a 20% local match and authorizes the City Manager to
sign all documents pertaining to the FY 2025-2028 H-GAC Livable Center Study Funding
Opportunity.
Section 2. All resolutions or parts of resolutions of the City of La Porte, Texas, in conflict with any
provision contained herein is hereby repealed to the extent of any conflict.
Section 3. If any section, sentence, phrase, clause, or any part of any section, sentence, phrase, or clause,
of this Resolution shall, for any reason, be held invalid, such invalidity shall not affect the
remaining portions of this Resolution; and it is hereby declared to be the intention of this City
Council to have passed each section, sentence, phrase, or clause, or part thereof, irrespective of
the fact that any other section, sentence, phrase, or clause, or part thereof, may be declared
invalid.
Section 4. The City Council officially finds, determines, recites, and declares that a sufficient written
notice of the date, hour, place and subject of this meeting of the City Council was posted at a
place convenient to the public at the City Hall of the City for the time required by law preceding
this meeting, as required by the Open Meetings Act, Chapter 551, Texas Government Code;
and that this meeting has been open to the public as required by law at all times during which
this resolution and the subject matter thereof has been discussed, considered and formally acted
upon. The City Council further ratifies, approves and confirms such written notice and the
contents and posting thereof.
Section 5. This resolution shall be in effect from and after its passage and approval.
