AN ORDINANCE RENAMING THE LA PORTE POLICE DEPARTMENT FIRING
RANGE THE DOUGLAS J. DITRICH FIREARMS TRAINING CENTER; PROVIDING
A REPEALING CLAUSE; CONTAINING A SEVERABILITY CLAUSE; FINDING
COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN
EFFECTIVE DATE HEREOF
WHEREAS, Douglas J. Ditrich, former Chief of the La Porte Police Department, passed away on
January 21, 2024; and
WHEREAS, Douglas J. Ditrich served with distinction both as an officer of the La Porte Police
Department, and as a citizen of the La Porte community, a place he called home from the time of
his initial employment with the City of La Porte in 1997; and
WHEREAS, the La Porte City Council desires to honor the legacy of Douglas J. Ditrich by
renaming the La Porte Police Department Firing Range the Douglas J. Ditrich Firearms Training
Center; and
WHEREAS, Chapter 2 "Administration' of the Code of Ordinances of the City of La Porte, Texas,
establishes guidelines for the naming of municipal facilities; and
WHEREAS, Section 2-1(c)(3) of the Code of Code of Ordinances authorizes the renaming of
municipal facilities "in honor of deceased local leaders" who "served in an elected or appointed
position of the city", and who "provided outstanding personal service that has resulted in a
significant and enduring contribution to the community"; and
WHEREAS, pursuant to the renaming policy a standing committee, composed of
Councilmembers from the three at -large positions (mayor, position "A," and position'B"), met
on July 3, 2024, to consider an application to rename the La Porte Police Department Firing
Range in honor of Douglas J. Ditrich, and on such date voted unanimously to present their
recommendation to the full City Council that the La Porte Police Department Firing Range be
renamed the Douglas J. Ditrich Firearms Training Center; and
WHEREAS, the La Porte City Council finds that Douglas J. Ditrich held an appointed position of
the City in his capacity of Chief of Police of the La Porte Police Department, and that during his
entire tenure with the La Porte Police Department, beginning with his employment in 1997 as a
patrolman, and through and including his time as Chief of Police, Douglas J. Ditrich provided
outstanding personal service that has resulted in a significant and enduring contribution to the
community.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
LA PORTE, TEXAS:
Section 1: That the facts and matters set forth in the preamble of this ordinance are hereby found
to the true and correct.
Section 2: The City facility currently known and referred to as the La Porte Police Department
Firing Range, located at 12203 North C, La Porte, Texas, is hereby renamed and shall hereinafter
be known as the Douglas J. Ditrich Firearms Training Center.
Section 3: All ordinances or parts of ordinances inconsistent with the terms of this ordinance are
hereby repealed; provided, however, that such repeal shall be only to the extent of such
inconsistency and in all other respects this ordinance shall be cumulative of other ordinances
regulating and governing the subject matter covered by this ordinance.
Section 4: Should any section or part of this ordinance be held unconstitutional, illegal, or invalid,
or the application to any person or circumstance for any reasons thereof ineffective or inapplicable,
such unconstitutionality, illegality, invalidity, or ineffectiveness of such section or part shall in no
way affect, impair or invalidate the remaining portions thereof; but as to such remaining portion
or portions, the same shall be and remain in full force and effect and to this end the provisions of
this ordinance are declared to be severable.
Section 5. The City Council officially finds, determines, recites and declares that a sufficient
written notice of the date, hour, place and subject of this meeting of the City Council is posted at
a place convenient to the public at the City Hall of the city for the time required by law preceding
this meeting, as required by Chapter 551, Tx. Gov't Code; and that this meeting has been open to
the public as required by law at all times during which this ordinance and the subject matter thereof
has been discussed, considered and formally acted upon. The City Council further ratifies,
approves and confirms such written notice and the contents and posting thereof.
Section 6. This ordinance shall be effective immediately upon pasaayr
approval.
