HomeMy WebLinkAboutOrd 2024-4021_Update to Council Rules of ProcedureORDINANCE 2024-4021 AN ORDINANCE AMENDING THE CITY COUNCIL'S ADOPTED RULES OF PROCEDURE BY REVISING THE ORDER OF BUSINESS; FINDING COMPLIANCE WITH THE TEXAS OPEN MEETINGS ACT; CONTAINING A REPEALING CLAUSE; AND PROVIDING AN EFFECTIVE DATE HEREOF WHEREAS, Councilpersons seek to conduct their meetings in an orderly and consistent fashion; and WHEREAS, the La Porte City Council desires to revise the adopted order of business as provided below; and WHEREAS, based on authority of Section 2.07. Meetings. b. Rules. of the City Charter of the City of La Porte, which provides that "City council shall determine its own rules and order of business", the City Council finds that it is within its purview to amend the order of business contained within the City Council Rules of Procedure. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS: Section 1. The City Council Rules of Procedure and Ethics Policy Section 6.05. "Order of Business" is hereby amended by edits to the order and names of its items, which section shall hereinafter read as follows: "6.05. Order of Business. All meetings of the Council shall be open to the public, in accordance with the Texas Open Meetings Act. Promptly at the hour set on the day of each regular meeting as posted as required by law, the members of the Council, the City Secretary, the City Attorney, the Mayor, and the City Manager, shall take their regular stations in the Council Chambers, and the business of the Council shall generally be taken up for consideration and disposition in the following order: 1. Call to Order 2. Invocation and Pledges of Allegiance 3. Recognitions 4. Citizen Comment 5. Presentations 6. Consent Agenda 7. Public Hearings and Associated Ordinances 8. Statutory Agenda 9. Reports 10. Items of Community Interest 11. Executive Session 12. Reconvene 13. Adjourn" Section 2. Open Meetings Act Notice. The City Council officially finds, determines, recites, and declares that a sufficient written notice of the date, hour, place and subject of this meeting of the City Council was posted at a place convenient to the public at the City Hall of the City for the time required by law preceding this meeting, as required by the Open Meetings Act, Chapter 551, Texas Government Code; and that this meeting has been open to the public as required by law at all times during which this ordinance and the subject matter thereof has been discussed, considered and formally acted upon. The City Council further ratifies, approves and confirms such written notice and the contents and posting thereof. Section 3. Repeal. All ordinances or pars of ordinances in conflict herewith are hereby repealed to the extent of such conflict only. Section 4. Effective Date.
