Progress Report
Ladies and Gentlemen:

The following is a brief outline and report as to the progress
and development of the Cable Television System in LaPorte, by
Kip -Lee CATV, Inc.
1. Strand mapping, the first step in system design and construc-
tion is completed as previously reported. The strand maps
have been forwarded to Mark Russel & Associates, CATV System
Designers, for completion of checking and system design. To
date, 5 of 23 maps have been processed and returned to us for
checking and review. Roger Helgerson, Consulting Engineer for
Telefacs, has been hired to complete the remeasuring and
checking process.
2. It is estimated that system design should be completed and
available by late summer. As soon as this process is complete,
a final order will be placed with respective suppliers for
electronics, cable and other materials. Also, pole applications
will be submitted to Southwestern Bell and Houston Lighting
and Power. This process cannot be accomplished until design
maps are available.
3. An order for 70 miles of cable, electronics and other materials
has already been placed with suppliers to insure that construc-
tion can start at the earliest possible time. The first ship-
ments are scheduled for delivery late summer or early fall.
4. The system transmitter has already been delivered and is in
storage in the warehouse. We have been informed by Scientific
Atlanta that the construction of the 7 meter Earth Station
(satellite dish) is nearing completion and will be ready for
shipment sometime in late July or early August.

5. Two pieces of real estate are under consideration as possible
transmitter sites. We expect to conclude negotiations on one
of these two pieces of property within the next 30 or 60
days, at which time construction will start on the transmitter
site.
All of the material and equipment referenced in this progress
report are available for inspection at your convenience. I thank
you for the opportunity to send along this report. Please call

LaPorte Cable TV Project

For purposes of keeping all appropriate parties informed, I thought a brief
written Periodic progress report as to the events that have taken place to
date in `the LaPorte Cable TV project would be in order.
1. The strand mapping process was completed last week. This is a major step
in constructing a cable TV system and makes it possible for us to progress
to the design stage.
2. Desig0.
n of the system is underway at the moment and should be completed by
May 15 unless there are unexpected delays. As soon as the design is completed
we will be able to commence electronics and other necessary materials.
3. A tenative site has been selected for the transmitter and communications
operations. At the moment we are in the process of completing Microwave
Path Profile Studies, Compucon Microwave Studies, site borings and obtaining
FCC clearances, etc. Assuming that the location "passes muster" we hope to
conclude this issue within the next few weeks.
4. A number of contracts are under negotiation for construction of building,
microwave equipment, transmitting equipment, cable and other requirements
that are necessary to build a system. Everything appears to be on schedule
or ahead of schedule at the moment.
5. All franchise requirements concerning insurance, permits, etc. required to
date have been forwarded to the City Clerk. To the best of my knowledge,
all franchise obligations required at this point have been fulfilled.
Generally the project is on schedule or ahead of schedule in all areas at this
time.
