Re: Cable Television Franchise and Rate Ordinances Dear Mrs. Goyen: I enclose herewith draft of Ordinance No. 1175, the Cable Television Franchise Ordinance, which should be placed on the agenda for first reading on November 28, 1979, and for final reading at the regular meeting of January 2, 1980. I enclose a schedule for publications, acceptances, and effective date. I enclose herewith, also, proposed Ordinance No. 1176, which is the Cable Television Rate Ordinance, which should be passed at the meet- ing of November 28, 19 79 . Please furnish copies of the Ordinances at this time to members of the City Commission for their final review, and, to Mr. Lester Kamin at the address shown below, for final review by him and his attorneys. I would have•to judge a selection by comparing their service in other cities where they now have a franchise. I feel that we need to take time to thoroughly investigate all companies. CHARTER REVISION: I am in favor of submitting the 4-3 plan to the Justice Department. LEGAL NOTICE At 7:10 P.M. on October 10, 1979, the City Commission of the City of La Porte will conduct a public hearing in the Commission Chambers of the City Hall, located at 604 West Fairmont Parkway. The purpose of the hearing is to provide citizens the opportunity to comment on the granting of a proposed franchise for a cable television service within the City of La Porte, Texas. Applicants for the proposed franchise will be available for discussion and to answer any questions. I believe this concludes the first step in executing contract obligations successfully. Promised completion in 1 year. Used ordinance presented by Meca. TEXAS CITY: Sec. Paul Barth 337-2313 (948-3111) Franchise authorized 1 year ago. City pleased. Ownership changed. Merger acquisition moving per schedule. Removed X-rated. LA MARQUE: Mgr. Stephen Howerton 938-7201 Have not completed service to entire City to date. Have had no complaints from citizens who already have service. Meca did not have a firm time committal on completion. HITCHCOCK: Sec. Joyce Balke 986-5591 All are out until Wednesday DICKINSON: Mayor Bob Holley 337-3514 Population: 9,000 Meca is 1 year behind schedule, partially due to flooding in City. Meca received their FCC approval. Very nice and con- genial to work with. Have promised completion by January 1980 but will not be able to fulfill that committal. LEAGUE CITY: Sec. Rebecca Jean Le Mark 332-3431 Population: 18,000 Signed franchise approximately a year ago. Service not completed. Promised by January 1980 to have all but homes in outlying areas. TAYLOR LAKE: Mgr. Ms. Dickson 474-2843 Promised service would be complete by end of summer 1980. Have had no communication with Meca since and have not seen any cable put into City and do not know how to reach Meca. SEABROOK: Sec. Margaret Hunt Population: 6,000 474-3201 Not definite on completion date promised but thinks it was for September 1979. Not yet completed and has had no recent con- tact with Meca. KEPIAH: City Sec. Maude M. Cloakey Population: 1,500 Not happy with Meca. No cables yet. from licensing; should have been by 1980. EL LAGO: City Sec. Jean Raffetto Population: 3,600 334-1611 Completion date 1 year 334-1951 Ms. Raffetto was out. Sec. Laverne Nash not sure of date franchise was signed, but it was approximately 1 year ago. No service as yet.
