M. <br />MEMBERS OF THE COMMISSION PRESENT: Chairman Russell Shepherd, Jack <br />Smith, Robert White, W. A. Stabs, Jr., and Jack Lawler. <br />MEMBERS OF THE CO%BN/SS/ON ASSENT: L. R. Rigby and Tommy Moser. <br />OTHERS PRESENT: City Attorney Knox W. Ask ins. <br />PRESIDING: Chairman Shepherd. <br />+ + + <br />9. Chairman Shepherd opened the meeting by stating that the <br />Charter Commission is only an advisory committee to the <br />City Commission. <br />It was suggested that the first, or at least early in the <br />work of the Commission, a decision should be made about the <br />City Manager position. <br />+ + + <br />2. Motions were made and carried, that the following amendment <br />changes be recommended: <br />The City Election date should be changed to the <br />first Saturday in April to conform to the date set <br />by General Laws for Non-Home Rule Cities. (Sections <br />92 and 83 may each be affected.) <br />The fiscal year be October 9 thru September 30 of each <br />year. <br />Sections 9 and 90 be revised to comply with State <br />Statutes relative to annexation. <br />+ + + <br />3. The Ctty Attorney way, requested to advise the Commission <br />on the State Law relating to Section 93, and Section 85. <br />He was also requested to advise the Commission of the legal <br />requirements for holding run-off elections. <br />+ + + <br />
