<br />MINUTES - REGULAR MEETING <br />OF THE <br />CHARTER COMMISSION, LA PORTS, TEXAS <br />Juiy 97, 9968 <br />7:30 P. M. <br />MEMBERS OF THE COMM/SS/ON PRESENT: Chairman Russell Shepherd, Jack <br />Smith, Tommy Moser, W. A. Stabs, Jack Lawler, and L. R. Rigby. <br />MEMBERS OF THE COMM/SS/ON ABSENT: Robert White. <br />OTHERS PRESENT: City Attorney Knox W. Ask ins. <br />PRESIDING: Chairman Shepherd. <br />+ + + <br />7. The minutes of fhe meetings of June 27, 9968 and July 90, 9968 <br />were approved as read. <br />+ + + <br />2. A mottos was made by Jack Lawler and seconded by W. A. Stabs, <br />that Mr. Askins be requested to present a written recommendation <br />to the Committee, providing for run-off elections where <br />necessary. Motion carried. <br />+ + + <br />3. Discussion centered on the City Manager position. The Committee <br />has members who favor a Manager type of operation, and a majority <br />who favor retaining the Mayor-Commission form, wtth the City Clerk. <br />Mr. Stabs moved that the Charter Committee feels that a City <br />Manager type of government would not be sutiable for La Porte <br />at this time. The motion was seconded by Mr. Rigby. Upon a <br />request for a roil calf vote, Mr. Rigby, Mr. Shepherd, Mr. Stabs, <br />and Mr. Lawler voted "for", with Mr. Moser and Mr. Smith voting <br />"no". Motion carried. <br />+ + + <br />4. The Conmittee discussed changing the charter to provide that <br />numbered positions be assigned to responstbtlities such as <br />Police and Fire, Water and Sewer, etc. The Committee took no <br />action on this matter. It was pointed out that the present <br />system is working satisfactorily. <br />+ + + <br />
