CALL TO ORDER <br />Mayor Rigby called the meeting to order at 6:00 p.m. Members of Council present: <br />Councilmembers Zemanek, Engelken, Mosteit, Martin, Kaminski, Leonard, Clausen and Moser. <br />Also present were City Secretary Patrice Fogarty, City Manager Corby Alexander and Assistant <br />City Attorney Clark Askins. <br />2. INVOCATION - The invocation was given by Father Gary Rickles, Saint Mary's Catholic Church. <br />3. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance was led by Councilmember Dottie <br />Kaminski. <br />4. PRESENTATIONS, PROCLAMATIONS and RECOGNITIONS <br />(a) Proclamation — "Domestic Violence Awareness and Prevention Month" — Mayor Rigby <br />Mayor Rigby presented the "Domestic Violence Awareness and Prevention Month" proclamation to <br />Thecia Jenkins with the Bridge Over Troubled Waters. <br />5. PUBLIC COMMENTS (Limited to five minutes per person.) <br />Ronda Lunsford, 10280 North H, addressed Council and expressed her appreciation for Council's <br />consideration of renovating and improving Lomax Arena in addition to showing her support of <br />Scenario F. <br />Mark Follis, 831 S. 7th, addressed Council with concerns of existing damage to the Lomax Arena <br />and expressed concerns for possible improvements to the arena for consideration by Council. <br />Mike Cobb, 109 Summerwinds Dr., addressed Council and expressed his support of Scenario F for <br />improvements to the Lomax Arena. <br />6. CONSENT AGENDA (All consent agenda items are considered routine by City Council and will be enacted <br />by one motion. There will be no separate discussion of these items unless a Councilmember requests an <br />item be removed and considered separately.) <br />(a) Consider approval or other action regarding the minutes of regular City Council meeting <br />held on September 24, 2012 — P.
