CHUCK ENGELKEN, CHAIR <br />Councilmember District 2 <br />JAY MARTIN <br />Councilmember, District 5 <br />BRANDON LUNSFORD <br />Councilmember At Large A <br />RICK HELTON <br />Councilmember, District 4 <br />Alternate <br />MINUTES OF THE MEETING OF THE FISCAL AFFAIRS COMMITTEE <br />NOVEMBER 13, 2023 <br />The Fiscal Affairs Committee of the City of La Porte met on November 13, 2023, at the City <br />Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m., with the <br />following in attendance: <br />Committee members present: Chuck Engelken, Jay Martin, Brandon Lunsford <br />Committee members absent: Rick Helton, alternate (available, if needed) <br />Council -appointed officers present: Corby Alexander, City Manager; Lee Woodward, City <br />Secretary; Clark T. Askins, City Attorney <br />1. CALL TO ORDER — Chair Engelken called the meeting to order at 5:00 p.m. <br />2. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with state <br />law, the time maybe reduced if there is a high number of speakers or other considerations.) <br />There were no public comments. <br />3. STATUTORY AGENDA <br />(a) Presentation, discussion, and possible action to approve the minutes of the Fiscal <br />Affairs Committee meeting held on July 10, 2023. [Mayor Pro Tern Engelken, Chair] <br />Member Martin moved to approve the minutes of the meeting held on July 10, 2023, the <br />motion was seconded by Member Lunsford; the motion was adopted, 3-0. <br />(b) Presentation, discussion, and possible action to receive and review the Purchasing <br />Card expenditures for June 2023, July 2023, and August 2023. [Cherell Daeumer, <br />Purchasing Manager] <br />The report was received and filed. <br />(c) Presentation, discussion, and possible action to receive and review the Fourth <br />Quarter (FY2023) Investment Report. [Shelley Wolny, Asst. Finance Director] <br />The report was received and filed, noting the balances invested totaled $197 million and <br />had earned about $8 million this year. <br />(d) Presentation, discussion, and possible action to receive and review the City of La <br />Porte Investment Policy for recommendation to the La Porte City Council. [Shelley <br />Wolny, Asst. Finance Director] <br />No changes to the policy were recommended. Member Martin moved to approve the <br />Investment Report [for recommendation to the City Council]; Member Lunsford seconded <br />the motion; the motion was adopted, 3-0. <br />
