• • <br />PLANNING AND ZONING COMMISSION <br />MINUTES OF MARCH 15, 2001 <br />Members Present: Betty Waters, .Dottie Kaminski, Hal Lawler, Melton Wolters, Ralph <br />Dorsett, Pamela Baldwin <br />Members Absent: Ross Morris <br />City Staff Present: Director of Planning Doug Kneupper, Assistant City Attorney John <br />Armstrong, Planning Coordinator Masood Malik, Planning Secretary <br />Peggy Lee <br />I. CALL TO ORDER REGULAR MEETING AND PUBLIC HEARING. <br />Meeting called to order_ by Chairperson Waters at 6:OO.PM. <br />II. APPROVE MINUTES OF THE FEBRUARY 15, 2001, REGULAR MEETING AND <br />PUBLIC HEARING. <br />Motion by Dottie Kaminski to approve the Minutes of February 15, 2001. Motion <br />seconded by Pamela Baldwin. Motion carried with all in favor. <br />III. CONSIDER PRELIMINARY PLAT FOR SPENCER LANDING SUBDIVISION, <br />SECTION III. <br />Planning Coordinator Masood Malik presented an overview for the Preliminary Plat <br />for Section III of the Spencer Landing Subdivision. The proposed Section III is <br />located south of North "D" Street and west of Section 1. It consists of two blocks <br />and 31 lots. <br />Staff recommended approval of Section. III with conditions. <br />Motion by Melton Wolters to approve the Preliminary Plat for Section III of the <br />Spencer Landing Subdivision with the. following conditions. <br />1. Construction drawings shall indicate off -site drainage improvements, if <br />required, to ensure proper drainage of adjacent property. <br />2. Include sidewalks on the south side of "D" Street from Spencer Landing <br />east street to the proposed entrance into Section III. <br />3. Include sidewalks along both sides of all public streets within the <br />subdivision. <br />4. Payment shall be made in lieu of parkland dedication <br />Motion seconded by Ralph Dorsett. Motion carried with. all in favor. <br />IV. OPEN PUBLIC HEARINGS. <br />Chairperson Waters opened the public hearings at 6:10 PM. <br />
