RURAL, LARGE LOT SINGLE-FAMILY RESIDENTIAL DISTRICT COMMITTEE MINUTES OF FEBRUARY 3, 2005 COMMITTEE MEMBERS PRESENT: Doretta Finch, Sidney Grant, Sue Sabin, Donna Medford, Bill Manning, Leroy Jones, Delecia Turner, Wayne Knox MEMBER ABSENT: Rev. Tom Rawls, Tim Carter, Chris Santiago MEMBERS OF THE AUDIENCE: Councilman Mike Mosteit, Bill Scott CITY STAFF PRESENT: Interim Planning Director Wayne Sabo, Planning Coordinator Masood Malik and Planning & Zoning Commissioner Nick Barrera 1. CALL TO ORDER Meeting called to order by Chairperson Turner at 7:10 p.m. 2. ROLL CALL Roll called by Chairperson Turner. 3. CONSIDER APPROVAL OF DECEMBER 2,2004, MINUTES. Minutes of December 2,2004, were approved as presented. 4. DISCUSSION AND POSSIBLE ACTION REGARDING A FORMAL RECOMMENDATION ON THE CREATION OF REGULATIONS FOR A PROPOSED LARGE LOT DISTRICT. The Committee discussed proposed regulations for the District. The Committee reached a consensus on the following items: . Minimum lot size of one acre; other proposals were 7000-7500 sq. ft.; % acre . Minimum lot width 90 LF (from 100 LF) . Minimum yard setbacks of 25-15-5 (F-R-S) . Maximum height of 45 feet . Minimum site area/unit of one (1) DU/A . Maximum lot coverage of 40% . Accessory buildings: Maximum of 5000 sq. ft. with no height limits other than 45 feet. . Accessory buildings: 5 ft. - 15 ft. setbacks from property lines (staff reports back to Committee) . Accessory buildings: No limits on number (up to 40% coverage) . Barns on side and rear yards only. . Eliminate controls on type of vehicle/equipment to be parked on land. . Reinstate Section 106-742 governing control of animals. . Eliminate maximum width on carports and where positioned. . Reinstate Section 106-773 exterior storage in current ordinance. . Allow street openings with asphalt and open ditch. · No shipping containers allowed. 5. DISCUSSION AND POSSIBLE ACTION REGARDING A FORMAL PRESENTATION TO THE PLANNING AND ZONING COMMISSION ON THE CREATION AND REGULATIONS FOR A PROPOSED LARGE LOT DISTRICT. The Committee would like to present their final draft to the Planning and Zoning Commission at their April 21, 2005, meeting. 6. ADJOURN Chairperson Turner adjourned the meeting.
