HomeMy WebLinkAboutOrd 2025-4056_Keep La Porte Beautiful Committee establishmentORDINANCE NO. 2025-4056 AN ORDINANCE ESTABLISHING THE KEEP LA PORTE BEAUTIFUL COMMITTEE, AND DEFINING THE ORGANIZATIONAL REPONSIBILITIES AND STRUCTURE OF SUCH COMMITTEE; CONTAINING A SEVERABILITY CLAUSE; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE Whereas, the members of the La Porte City Council desire to promote and adopt policies that enhance city aesthetics and foster civic pride, encourage community involvement in beautification and litter prevention, boost economic growth by improving the city's appeal to businesses, residents, and visitors, and that create a healthier and cleaner environment for all residents. Whereas, the members of the La Porte City Council believe that the creation of a citizen's advisory committee focused on beatification of the City of La Porte will aid the City Council in achieving these objectives. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS: Section 1: That the facts and recitations set forth in the preamble of this ordinance are true and correct. Section 2: The City Council hereby establishes the Keep La Porte Beautiful Committee. Section 3: The strategic goals and objectives of the Keep La Porte Beautiful Committee shall include the following: 1) Promote community beautification initiatives such as tree planting, landscaping, and public art; 2) Organize litter prevention and clean-up efforts; 3) Engage residents in beautification projects through outreach and education; and 4) Provide policy recommendations to the City Council on improving public spaces. Section 4: The Keep La Porte Beautiful Committee shall consist of nine (9) individuals appointed by the La Porte City Council. Each member of the Committee shall serve for a three- year term, or until a successor shall have been appointed and duly qualified. Committee members shall include: 1) local businesses and industries; 2) civic and neighborhood groups; 3) educational institutions (high school or college representatives), and 4) residents with expertise in landscaping, urban planning, or community development Section 5: Appointments to the Keep La Porte Beautiful Committee shall be made by the City Council under the same method and at the usual time as other routine appointments to city boards, committees, mid commissions. Section 6: The Keep La Porte Beautiful Committee shall convene a meeting no less than once every three (3) months. Section 7: Each year the members of the Keep La Porte Beautiful Committee shall elect from among their number a chairperson and a vice -chairperson. Section 8. A designated liaison from the La Porte Public Works Department and Parks & Recreation Department shall provide administrative support to the Keep La Porte Beautiful Committee. Section 9. The organizational duties and responsibilities of the Keep La Porte Beautiful Committee are to: 1) Identify and recommend beautification projects. 2) Partner with city departments and organizations on public space improvements. 3) Organize and promote community clean-up events. 4) Advocate for funding and sponsorships to support beautification efforts. 5) Develop public awareness campaigns encouraging civic pride in maintaining a clean and attractive city. 6) Provide an annual report to the City Council. Section 10: Should any section or part of this ordinance be held unconstitutional, illegal, or invalid, or the application to any person or circumstance for any reasons thereof ineffective or inapplicable, such unconstitutionality, illegality, invalidity, or ineffectiveness of such section or part shall in no way affect, impair or invalidate the remaining portions thereof; but as to such remaining portion or portions, the same shall be and remain in full force and effect and to this end the provisions of this ordinance are declared to be severable. Section 11. The City Council officially finds, determines, recites and declares that a sufficient written notice of the date, hour, place and subject of this meeting of the City Council is posted at a place convenient to the public at the City Hall of the city for the time required by law preceding this meeting, as required by Chapter 551, Tx. Gov't Code; and that this meeting has been open to the public as required by law at all times during which this ordinance and the subject matter thereof has been discussed, considered and formally acted upon. The City Council further ratifies, approves and confirms such written notice and the contents and posting thereof. Section 12.
