MEMBER Councilmember District 3 MINUTES OF DRAINAGE AND FLOODING COMMITTEE January 16, 2012 The Drainage and Flooding Committee of the City of La Porte met on Monday, January 16, 2012, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. to consider the following items of business: 1. Call to Order Chairman Mike Mosteit called the meeting to order at 5:02 p.m. Members of the Drainage and Flooding Committee present: Chairman Mike Mosteit, Vice Chairman Mike Clausen and Committee Member Chuck Engelken. Councilmember Absent: Committee Member John Zemanek and Alternate Member Daryl Leonard. Councilmember Jay Martin was also present at the meeting. Members of City Executive Staff and City Employees Present: Steve Gillett and Traci Leach Sharon Harris Planning Department: Tim Tietjens and Julian Garza 2. Consider approval of Minutes of the Drainage and Flooding Committee Meeting held on December 5, 2011 S. Harris Committee Member Engelken moved to approve the minutes as presented. Vice Chairman Clausen seconded. MOTION PASSED. Ayes: Chairman Mosteit, Vice Chairman Clausen and Committee member Engelken Nays: None Absent: Committee member Zemanek and Alternate Member Leonard 3. Receive Preliminary Engineering Design Report for Taylor Bayou J. Garza Senior Engineer Julian Garza provided a Preliminary Engineering Design Report for Taylor Bayou. Vice Chairman Clausen questioned if the restriction at McCabe Road was restricting water from going up the channel. Senior Engineer Julian Garza responded the restriction was downstream. Committee member Engelken commented there should be other means to drain water out of Shady River. Planning Director Tim Tietjens responded with the Oakhurst project it took a considerable amount of flow that was near the east side of Shady River off the system and a good portion of flow what was coming down exclusively to the east tributary of Taylor Bayou is now going directly to the bay. Council member Martin questioned Senior Engineer Julian Garza if there was a timeline for involvement of Harris County Precinct Two and Harris County Flood Control District on the restriction at McCabe Road. Senior Engineer Julian Garza Page 1 of 3 January 16, 2012 Drainage and Flooding Committee Minutes responded staff would move forward with engineering design alternatives in house at the same time work with Harris County Precinct Two and Harris County Flood Control District and see if there are opportunities of funding in the financial responsibility. 4. Receive Preliminary Engineering Design Report for Battleground Estates J. Garza Senior Engineer Julian Garza provided a Preliminary Engineering Design Report for Battleground Estates and recommended staff move forward with Phase Two of the report in house. Senior Engineer Julian Garza was directed to move forward in house with Phase Two of the report. Chairman Mosteit directed staff to ensure maintenance of the drainage area. 5. Discuss recommendations of staff for meeting with the Texas Energy Coalition and its membership Senior Engineer Julian Garza informed the committee the first meeting with the Texas Energy Coalition and its membership was scheduled for February 9, 2012, and staff plans to meet with the Texas Energy Coalition and its membership biweekly during the Planning Departments weekly Drainage and Staff Meetings held on Thursdays at 10:00 a.m. Mr. Garza also informed a report of the meeting with the Texas Energy Coalition and its membership would be provided quarterly at Council meetings. Chairman Mosteit directed staff to notify Drainage and Flooding Committee members of meetings in order to have a member present. Senior Engineer Julian Garza advised the Drainage and Flooding Committee would be notified of the meetings. 6. Set date for next Drainage and Flooding Committee Meeting Chairman Mosteit set the next Drainage and Flooding Committee Meeting tentatively for March 19, 2012 at 5:00 p.m. 7. Committee Comments Committee member Engelken commented the Drainage and Flooding Committee, city staff and engineers have been working the past four years and have accomplished milestones as a group. Committee member Engelken also inquired of an estimate of expenditures allocated out of the General Obligation funds and an update on the Brookglen buyouts. Senior Engineer Julian Garza responded approximately four and a half million was funded from the General Obligation funds. Mr. Garza also reported one tract had been rejected and another tract was pending closing in May 2012. Interim City Manager Steve Gillett added Brookglen and other projects would be discussed at the January 23, 2012 Council Meeting. Chairman Mosteit thanked everyone for attending the meeting. 8. Executive Session There was no executive session. 9. Adjourn There being no further business, Committee member Engelken moved to adjourn the meeting. Vice Chairman Clausen seconded. Motion Passed.
