HomeMy WebLinkAbout10-08-18 Drainage and Flooding Committee Meeting JAY MARTIN CHUCK ENGELKEN Chairman Member JOHN ZEMANEK DANNY EARP Alternate Member Vice-Chairman MINUTES OF DRAINAGE AND FLOODING COMMITTEE MEETING HELD SEPTEMBER 10, 2018 The Drainage and Flooding Committee of the City of La Porte met on Monday, September 10, 2018, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. to consider the following items of business: 1. Call to Order Chairman Jay Martin called the meeting to order at 5:00 p.m. The following members of the Drainage and Flooding Committee were present: Committee Members Chuck Engelken and John Zemanek. Absent: Vice-Chairman Danny Earp. Staff Present: Corby Alexander, Don Pennell, Lorenzo Wingate, and Patrice Fogarty. 2. Authorizations (a) Consider approval or other action regarding minutes of the Drainage and Flooding Committee Meeting held on August 13, 2018 P. Fogarty Committee Member Engelken moved to approve the minutes of the Drainage and Flooding Committee Meeting held on July 9, 2018, as presented. Committee Member Zemanek seconded. MOTION PASSED 3/0. Vice-Chairman Earp was absent 3. Staff Reports (a) Receive report from Harris County Flood Control District and Harris County Precinct 2 regarding current and future plans relating to flooding in the City of La Porte L. Wingate/D. Pennell Layne Yeager with Harris County Precinct 2 and Jeremy Ratcliff with Harris County Flood Control District were in attendance. Jeremy Ratcliff provided an update on the progress of bond funding now that the bond election passed. Committee Member Engelken spoke in regards to flooding in the Brookglen subdivision. He stated that Brookglen has been studied many times over, and suggested the latest study be looked at to see if it is usable before spending more money on a study. He stated we all know it floods, and we know why it floods; it needs to be fixed, not studied. (b) Discussion regarding Community Development Block Grant Disaster recovery (CDBG-DR) Harris County Hurricane Harvey Method of Distribution L. Wingate/D. Pennell Page 1 of 2 September 10, 2018 Drainage and Flooding Committee Minutes City Engineer Lorenzo Wingate presented a summary.City Engineer Lorenzo Wingate presented an overview regarding Community Development Block Grant (CDBG) Disaster Recovery Harris County Hurricane Harvey Method of Distribution. Committee Member Zemanek asked if the City is confident of the areas of Low to Moderate Income. Mr. Wingate informed the areas have been confirmed with the Texas General Land Office. (c) Discussion regarding drainage concerns and provide Staff with direction L. Wingate/D. Pennell There was no discussion from Committee Members. 4. Set date for next Drainage and Flooding Committee Meeting The next meeting date was set for October 8, 2018, at 5:00 p.m. 5. Committee Comments There were no committee comments. 6. HCFCD Staff has informed City Staff that this form is required by FEMA for the utilization of grant funds. The information requested on the form assists with appraisal and relocation efforts during the buyout process. Potential buyout area is just north and south of the drainage interconnect between B112-00-00 and B109-03-00 within the Brookglen Subdivision. Property owners have the option to decline buyout. To access the funding allocated to the City of La Porte, GLO requires submission of a Non-Housing Project Application detailing -housing projects to repair or mitigate damage that occurred during the Presidentially declared Federal Emergency Management Agency (FEMA) 4223-DR-TX (2015 Memorial Day) and FEMA 4245-DR-TX (2015 Halloween) disasters. Additionally, to qualify an application activity under the CDBG-DR requirements, the project must principally benefit those of low and moderate income areas, and consist of projects that fail to function during the declaration period. Staff submitted the application to the GLO on August 27, 2018 for drainage improvements in the Northside Neighborhood within the Little Cedar Bayou (F216) Watershed. On September 20, 2018, the GLO delivered comments to Staff and requested additional information, with a follow-up submittal deadline date of September 27, 2018. ACTION REQUIRED Receive report. Alexander, City Manager Date NOAA ATLAS 14 UPDATE Rainfall Frequency Analysis NOAA ATLAS 14 UPDATE THE NOAA RELEASED RELEASE THE ATLAS 14 ANALYSIS RESULTS ON SEPTEMBER 24, 2018. RESULTS REDEFINES THE AMOUNT OF RAINFALL IT TAKES TO QUALIFY AS A 100-YEAR EVENT. VALUES PREVIOUSLY CLASSIFIED AS 100-YEAR EVENTS ARE NOW MUCH MORE FREQUENT 25-YEAR EVENTS. RAINFALL VALUES ARE USED FOR INFRASTRUCTURE DESIGN AND PLANNING ACTIVITIES. CURRENT STANDARDS USED FOR INFRASTRUCTURE DESIGN AND FLOODPLAIN REGULATIONS WILL LIKELY BE REVISED BASED ON THE NEW VALUES. NOAA ATLAS 14 UPDATE THE CHANGE VALUES SHOWN ARE BASED ON THE ATLAS 14, VOLUME 11 (2018) RAINFALL DEPTH MINUS THE TP-40 (1961) RAINFALL DEPTH. THE ACTUAL CHANGE IS NOT AS GREAT AS THAT DEPICTED. 100-YEAR ESTIMATES AROUND HOUSTON INCREASED FROM 13 INCHES TO 18 INCHES. HARRIS COUNTY HAS BEEN USING ADJUSTED RAINFALL VALUES FROM THE TROPICAL STORM ALLISON RECOVERY PROJECT (2007) FOR THE LAST 11 YEARS.
