MINUTES OF DRAINAGE AND FLOODING COMMITTEE
MEETING HELD NOVEMBER 12, 2018
The Drainage and Flooding Committee of the City of La Porte met on Monday, November 12, 2018, at the
City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. to consider the
following items of business:
1. Call to Order
Chairman Jay Martin called the meeting to order at 5:00 p.m. The following member of the Drainage
and Flooding Committee was present: Committee Member Chuck Engelken. Absent: Committee
Members Danny Earp and John Zemanek. Staff Present: Corby Alexander, Jason Weeks, Don Pennell,
Lorenzo Wingate, and Patrice Fogarty.
2. Authorizations
(a) Consider approval or other action regarding minutes of the Drainage and Flooding Committee
Meeting held on October 8, 2018 P. Fogarty
Committee Member Engelken moved to approve the minutes of the Drainage and Flooding Committee
Meeting held on October 8, 2018, as presented. Committee Member Martin seconded. MOTION
PASSED 2/0. Committee Members Earp and Zemanek were absent.
3. Staff Reports
(a) Receive report from Harris County Flood Control District and Harris County Precinct 2 regarding
current and future plans relating to flooding in the City of La Porte L. Wingate/D. Pennell
City Engineer Lorenzo Wingate presented a summary and informed that staff met with Harris County
Flood Control District to address flooding issues in the Brookglen Subdivision.
Committee Member Engelken commented that a number of residents in the Brookglen Subdivision
have received letters for a voluntary buyouts from Harris County Flood Control District, and there is not
a solid communication plan. City Engineer Lorenzo Wingate reported the City received the last buyout
list in April 2018. City Manager Corby Alexander suggested staff get with Harris County Flood Control
to attend the next meeting to provide information on their plans.

City Engineer Lorenzo Wingate presented a summaryand reported the application has been submitted.
(c) Receive Staff report providing update (s) on various drainage projects L. Wingate/D. Pennell
City Engineer Lorenzo Wingate presented a summary on 14 drainage projects.
Committee Member Martin commented he believes there needs to be a meeting with Crescent
View and requested he be copied on items addressing his district.
(d) Discussion regarding additional drainage concerns and provide Staff with direction L. Wingate/ D.
Pennell
There were no additional drainage concerns discussed.
4. Set date for next Drainage and Flooding Committee Meeting
The next meeting date was set for January 14, 2019, at 5:00 p.m.
5. Committee Comments
There were no comments.
6. ADJOURN
Committee Member Engelken made a motion to adjourn the meeting at 5:21 p.m. Committee Member
Martin seconded the motion. MOTION PASSED UNANIMOUSLY 2/0. Committee Members Earp and
Zemanek were absent.

Hurricane Harvey Community Development Block Grant Disaster Recovery (CDBG-DR) Harris
County Method of Distribution (MOD)
The application has been submitted. Harris County has requested a Phase I ESA in order to receive
environmental clearance.
Tentative Timeline
August 20, 2018- Notice of Intent to participate in MOD due.
September 2018Complete local MOD for Court approval (9/25/18) and submission to GLO
September-October 2018- MOD cities conduct public meeting
Mid-September 2018- Release CDBG-DR Infrastructure Application/RFP
Mid-October 2018 CDBG-DR Infrastructure Application Due Date (Staff submitted application)
o November 2018- Harris County completes CDBG-DR Infrastructure projects submission packet
and releases for 14-day public comment period and 2 public hearings
o December 4, 2018 CDBG-DR Infrastructure projects submission packet submitted to Court for
approval and resolution to submit
o January 2019- GLO executes CDBG-DR Infrastructure contract with Harris County
