MINUTES OF DRAINAGE AND FLOODING COMMITTEE
MEETING HELD JANUARY 14, 2019
The Drainage and Flooding Committee of the City of La Porte met on Monday, January 14, 2019, at the City
Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 4:30 p.m. to consider the following
items of business:
1. Call to Order
Chairman Jay Martin called the meeting to order at 4:30 p.m. The following member of the Drainage
and Flooding Committee was present: Committee Members Chuck Engelken, Danny Earp and John
Zemanek. Staff Present: Corby Alexander, Jason Weeks, Don Pennell, Lorenzo Wingate, and Patrice
Fogarty.
2. Authorizations
(a) Consider approval or other action regarding minutes of the Drainage and Flooding Committee
Meeting held on November 12, 2018 P. Fogarty
Committee Member Engelken moved to approve the minutes of the Drainage and Flooding Committee
Meeting held on November 12, 2018, as presented. Committee Member Earp seconded. MOTION
PASSED 4/0.
3. Staff Reports
(a) Receive report from Harris County Flood Control District regarding current and future plans relating
to flooding in the City of La Porte L. Wingate/D. Pennell
Jeremy Ratcliff with Harris County Flood Control District provided a report on the Brookglen subdivision
and volunteer buyouts. Mr. Ratcliff informed that Buyout Manager James Wade can be contacted at
713-684-4000 for status of buyouts and he will have the lifecycle of a buyout before the next meeting.

Mr. Ratliff informed he is meeting on January 23, 2019 with City Engineer on the F216 Desilting project
Committee Member Martin requested maps on the two projects be included in the next meeting packet.

(b)Discussion
Development Block Grant-Disaster Recovery (CDGB-DR) Round 1 Funds for Hurricane Harvey L.
Wingate/D. Pennell
City Engineer Lorenzo Wingate presented a summary and there were no questions.
(c) Discussion regarding status of current drainage projects L. Wingate/D. Pennell
City Engineer Lorenzo Wingate presented a summary on 14 drainage projects.
Director of Public Works Don Pennell provided a report on the airport drainage.
(d) Discussion regarding additional drainage concerns and provide Staff with direction L. Wingate/ D.
Pennell
There were no additional drainage concerns discussed.
4. Set date for next Drainage and Flooding Committee Meeting
The next meeting date was set for February 25, 2019, at 5:00 p.m.
5. Committee Comments
Committee Member Engelken thanked Harris County Flood Control District for providing an update.
6. ADJOURN
Committee Member Engelken made a motion to adjourn the meeting at 5:32 p.m. Committee Member
Earp seconded the motion. MOTION PASSED UNANIMOUSLY 4/0.

Texas Department of Emergency Management (TDEM) Hurricane Harvey DR-4332 Section 404
Hazard Mitigation Grant Program (HMGP) funding
As of December 30, 2018, Staff submitted eight (8) applications to TDEM for grant funding for three
generator projects and five (5) drainage improvement projects. The cost share requirement for the HMGP
th
Program is 75% federal, 25% local. Proposed generator sites are the 25 Street Water Plant; Lift Station
40; and the Parks & Rec Building. Proposed drainage improvement projects are: Battleground Estates;
Bayside Terrace; Brookglen; F101-06-00; Little Cedar Bayou (F216-00-00) Phase III. All applications are
currently pending TDEM review.
