HomeMy WebLinkAbout04-08-19 Drainage and Flooding Committee Meeting JAY MARTIN CHUCK ENGELKEN Chairman Member JOHN ZEMANEK DANNY EARP Alternate Member Vice-Chairman MINUTES OF DRAINAGE AND FLOODING COMMITTEE MEETING HELD FEBRUARY 25, 2019 The Drainage and Flooding Committee of the City of La Porte met on Monday, February 25, 2019, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 4:30 p.m. to consider the following items of business: Committee Members present: Jay Martin, Danny Earp, Chuck Engelken (arrived at 4:34 p.m., following minutes approval), John Zemanek (did not vote following the arrival of Member Engelken) Committee Members absent: None Council-appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary 1. Call to Order - Chairman Martin called the meeting to order at 4:30 p.m. 2. Authorizations (a) Consider approval or other action regarding minutes of the Drainage and Flooding Committee Meeting held on January 14, 2019. \[Lee Woodward, City Secretary\] Committee member Zemanek moved to approve the minutes of the Drainage and Flooding Committee Meeting held on January 14, 2019; the motion was unanimously adopted, 3. Staff Reports (a) Receive report from Harris County Flood Control District regarding current and future plans relating to flooding in the City of La Porte. \[Lorenzo Wingate, City Engineer and Don Pennell, Public Works Director\] Committee members and the City Manager discussed a desire to meet with the new County Judge and/or the Commissioner to be sure La Porte’s needs continued to be properly prioritized. (b) Discussion regarding status of current drainage projects. \[Lorenzo Wingate, City Engineer and Don Pennell, Public Works Director\] At the Committee’s request, Mr. Wingate agreed to provide more status information on reports. Set date for next Drainage and Flooding Committee Meeting The next meeting date was set for March 11, 2019, if Harris County Flood Control representatives were able to attend, but April 8, 2019, if not, expected to be held at 5:00 p.m. 5. To access the funding allocated to the City of La Porte, GLO requires submission of a Non-Housing Project Application detailing -housing projects to repair or mitigate damage that occurred during the Presidentially-declared Federal Emergency Management Agency (FEMA) 4223-DR-TX (2015 Memorial Day) and FEMA 4245-DR-TX (2015 Halloween) disasters. Additionally, to qualify an application activity under the CDBG-DR requirements, the project must principally benefit those of low and moderate income areas, and consist of projects that fail to function during the declaration period. Staff submitted the application to the GLO on August 27, 2018, for drainage improvements in the Northside Neighborhood within the Little Cedar Bayou (F216) Watershed and the City was awarded funding, effective March 9, 2019, with a termination date of August 5, 2021. Staff is currently coordinating within consultants to begin the preliminary engineering phase. ACTION REQUIRED Receive report. Approved for Drainage Committee Agenda Corby D. Projects then will be submitted in an upcoming set of projects to GLO using their application format. Tentative Timeline August 20, 2018- Notice of Intent to participate in MOD due. September 2018Complete local MOD for Court approval (9/25/18) and submission to GLO September-October 2018- MOD cities conduct public meeting Mid-September 2018- Release CDBG-DR Infrastructure Application/RFP Mid-October 2018 CDBG-DR Infrastructure Application Due Date (Staff submitted application) o November 2018- Harris County completes CDBG-DR Infrastructure projects submission packet and releases for 14-day public comment period and 2 public hearings o December 4, 2018 CDBG-DR Infrastructure projects submission packet submitted to Court for approval and resolution to submit o January 2019- GLO executes CDBG-DR Infrastructure contract with Harris County ACTION REQUIRED Discussion regarding Harris County's Method of Distribution (MOD) for the Community Development Block Grant-Disaster Recovery (CDGB-DR) Round 1 funds for Hurricane Harvey. The cost share requirement for the HMGP th Program is 75% federal, 25% local. Proposed generator sites are the 25 Street Water Plant; Lift Station 40; and the Parks and Recreation Building. Proposed drainage improvement projects are: Battleground Estates; Bayside Terrace; Brookglen; F101-06-00; Little Cedar Bayou (F216-00-00) Phase III. TDEM . There are five (5) drainage improvement projects funded within the FY19 budget that staff submitted grant applicants for: Brookglen Drainage Improvements; Bayside Terrace Drainage Improvements; F101 Lomax Drainage Improvements; Battlegound Estates Drainage Improvements; Little Cedar Bayou Phase III. These projects have been temporarily placed on hold until determination of grant award is received from the Texas Department of Emergency Management (TDEM). Staff has submitted all necessary items for the initial grant applications; TDEM has request additional information for all five (5) submittals. Staff responded to the RFI for Brookglen on February 22, 2019 and is preparing responses for the remaining four (4) applications. Remaining responses are anticipated to be submitted by April 12, 2019. If awarded, the cost share for these projects is 75% Federal, 25% Local.
