MINUTES OF DRAINAGE AND FLOODING COMMITTEE
MEETING HELD SEPTEMBER 9, 2019
The Drainage and Flooding Committee of the City of La Porte met on Monday, September 9, 2019, at the City Hall Council
Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. to consider the following items of business:
Committee Members present: Jay Martin, Chuck Engelken, Steve Gillett
Committee Members absent: Danny Earp
Council-appointed officers present: Jason Weeks, Assistant City Manager (left the meeting at 5:20 p.m.); Lee
Woodward, City Secretary
Call to Order - Chairman Martin called the meeting to order at 5:08 p.m.
2.Statutory Agenda
(a) Approve the minutes of the meeting held on August 12, 2019. \[Jay Martin, Chairman\]
Committee member Gillett moved to approve the minutes; the motion was adopted, 3-0.
(b) Receive report from Harris County Flood Control District regarding current and future plans relating
to flooding in the City of La Porte. \[Lorenzo Wingate, P.E., City Engineer\]
Lorenzo Wingate, City Engineer, said Jeremy Ratcliff of the Harris County Flood Control District (HCFCD) was
not present to provide an update on projects listed or the buyout program. Mr. Wingate said he did not believe
that additional demolition permits had been issued, in response to a question from Member Engelken, who
said he was still interested in the status on this and said he would reach out to Flood Control himself.
(c) Presentation, discussion, and possible action regarding the status of current drainage projects.

Mr. Wingate said he sat in on a webinar on this and that HUD expected to take applications around May 2020
for about $4.3B available to the General Land Office, but program requirements are not expected to be
completed until April 2020. He said about 140 counties that were in three major disasters are eligible for the
funds
appropriate for. Mr. Wingate estimated funding for all five of the previously reclassified projects under the other
programs would be about $11M. Chair Martin asked that the Committee be kept apprised and that applications
be placed timely.
(d) Presentation, discussion, and possible action regarding additional drainage concerns and provide

Mr. Wingate said an update had been received from Pasadena on an allocation of about $8.3M and that they
were intending to relocate detention ponds (originally 200 acre feet around the convention center site to 300
acre feet along Red Bluff). Member Engelken noted the project deadline had passed about three years ago.
3.Set date for next Drainage and Flooding Committee Meeting - The next meeting date was set for October 14
at 5:00 p.m.
