HomeMy WebLinkAbout01-13-20 Drainage and Flooding Committee Meeting JAY MARTIN CHUCK ENGELKEN Chairman Member STEVE GILLETT DANNY EARP Alternate Member Vice-Chairman MINUTES OF DRAINAGE AND FLOODING COMMITTEE MEETING DECEMBER 9, 2019 The Drainage and Flooding Committee of the City of La Porte met on Monday December 9, 2019, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. to consider the following items of business: Committee Members present: Jay Martin, Chuck Engelken, Danny Earp, (Alternate Gillett available if needed) Committee Members absent: None Council-appointed officers present: Corby Alexander, City Manager, Lee Woodward, City Secretary CALL TO ORDER - Chairman Martin called the meeting to order at 5:00 p.m. 1. STATUTORY AGENDA (a) Presentation, discussion, and possible action to approve the minutes of the November 11, 2019 meeting. \[Chairman Martin\] Committee member Engelken moved to approve the minutes; the motion was adopted, 3-0. (b) Presentation, discussion, and possible action to receive report regarding Harris County Flood Control current and future plans relating to flooding in the City of La Porte. \[Lorenzo Wingate, City Engineer\] Mr. Wingate announced he and Councilmember Engelken met with HCFCD on December 6 and found that the Brookglen projects might be possibly moved forward, noting that the City would be eligible for bond funds. Councilmember Engelken said he felt the HCFCD plans were to buy out pieces of Brookglen and turn them into detention ponds and expressed concern about the residents having to live with additional potential flooding occurrences. He conveyed that there was nothing received in writing and he believed the City should move forward as planned with funding and doing the projects in house. (c) Presentation, discussion, and possible action regarding the statue of current projects. \[Lorenzo Wingate, City Engineer\] The Committee made clear that grant applications were not forfeited until the City began to procure services for the projects. Due to the experience of the last twenty years, the Committee concluded, it was appropriate to move fund the top three priority projects but also entertained waiting up to the second quarter of 2020 to see if grant funds became available. Ultimately, they recommended moving forward with engineering and design for Bayside Terrace and Little Cedar Bayou, and put a hard deadline of the end of March for Brookglen and F10106-00. (d) Presentation, discussion, and possible action regarding additional drainage concerns and providing staff with direction. \[Lorenzo Wingate, City Engineer\] Covered primarily in the items above. Mr. Wingate added that HCFCD has said they may only be able to attend once a quarter. 2.Set date for next Drainage and Flooding Committee Meeting - The next meeting date was set for January 13, 2020. Department: Public Works Account Number: Amount Budgeted: Report Resolution Ordinance Amount Requested: Exhibits: Budgeted Item: Yes No SUMMARY During the December 9, 2019 City Council Meeting, Council voted to follow the recommendation of the Drainage Committee of proceeding with the Bayside Terrace Drainage Improvements Project and the Little Cedar Bayou (F216) Phase III Project in lieu of waiting for grant funding award determinations. Staff will begin the procurement process for engineering services for these projects in early January, after the holiday season. Additional updates will be provided for the Brookglen Drainage Improvements Project and the F101- 00-00 (Pipeline Corridor) Improvement Project at subsequent Drainage Committee Meetings and after following-up with Harris County Flood Control District. Department: Public Works Account Number: Amount Budgeted: Report Resolution Ordinance Amount Requested: Exhibits: HMGP-4466 Notice of Availability Package Budgeted Item: Yes No SUMMARY Governor Abbott and the Texas Division of Emergency Management (TDEM) announced the open application period for the Hazard Mitigation Grant Program (HMGP) related to FEMA-DR-4466 (Tropical Storm Imelda). The initial estimate provided by the Federal Emergency Management Agency (FEMA) is for $11,069,832 available in HMGP funding under this declaration. This figure may change between now and when TDEM receives the final lock amount one year after the declaration date of October 4, 2019. All applications must be received by TDEM no later than July 31, 2020 in order to be considered for funding under this opportunity. Pre-award costs incurred after October 4, 2019 may be considered for those projects selected for funding. Staff is planning to submit grant applications to fund drainage projects previously identified by the Drainage Committee. RECOMMENDED MOTION Approved for Drainage Committee Agenda Corby D. Alexander, City Manager Date Hazard Mitigation Grant Program (HMGP) Notice of Availability and Application Period DR-4466 Tropical Storm Imelda (9/17/2019 -9/23/2019) December 13, 2019 Dear Partners: Governor Abbott and the Texas Division of Emergency Management (TDEM) announce the open application period for the Hazard Mitigation Grant Program (HMGP) related to FEMA-DR-4466 (Tropical Storm Imelda). The initial estimate provided by the Federal Emergency Management Agency (FEMA) is for $11,069,832 available in HMGP funding under this declaration. This figure may change between now and when TDEM receives the final lock amount one year after the declaration date of October 4, 2019. Eligible subapplicants include state agencies, local governments, tribal governments, and certain private nonprofit organizations. All entities seeking funding under this opportunity must have a FEMA approved Hazard Mitigation Plan at the time the project is submitted to FEMA for consideration and at the time an award is made with the exception of projects to develop or update mitigation plans. An exception to this requirement may be requested on a case-by-case basis in accordance with FEMA’s 2015 Hazard Mitigation Assistance Guidance https://www.fema.gov/hazard-mitigation- assistance-program-guidance All applications must be received by TDEM no later than July 31, 2020 in order to be considered for funding under this opportunity. Pre-award costs incurred after October 4, 2019 may be considered for those projects selected for funding. Priority selection for these funds will be provided to jurisdictions from the counties designated in this disaster declaration (attached map). Jurisdictions from outside the declared area may submit projects for consideration, however TDEM anticipates the limited funds available under this award will be allocated to projects in the declared counties. DR-4466 HMGP Notice of Availability Page 2 Applications from jurisdictions outside of the declared area will be reviewed. These projects may be designated as alternate projects and may be considered after those applications submitted from eligible jurisdictions in the declared counties. Any jurisdiction seeking funding under this opportunity must submit the attached Notice of Intent (NOI) form for each project they wish to be considered. TDEM will provide the HMGP application form to jurisdictions after reviewing the NOI for eligibility and funding amount requested. A completed HMGP application form must be received by TDEM no later than July 31, 2020 to be considered for funding. HMGP applications will be reviewed and evaluated as they are received. Note that all applications must be submitted on the new HMGP application form dated February 2018. Applications submitted using older forms will be returned with instructions to resubmit using the proper form. State priorities for distribution of HMGP funds associated with this disaster are: 1. HMGP eligible jurisdictions within the declared counties for the disaster declaration; 2. Projects that address the principal hazards associated with the disaster declaration; 3. Projects that demonstrate greatest community benefit; a. Highest Benefit Cost Ratio (BCR) b. Verifiable population directly served or benefitting from the project 4. Projects in jurisdictions that received the most damage for the disaster event based on Public Assistance (PA) & Individual Assistance (IA) award amounts. 5. Eligible jurisdictions outside the counties declared in the disaster declaration. Important HMGP deadlines: January / February 2020: HMGP Applicant Webinars and Workshops. TDEM Hazard Mitigation Grant Coordinators will be working to set up regional applicant briefings. July 31, 2020: Subapplicant deadline for submitting complete HMGP applications to TDEM for consideration of funding. TDEM expects to announce selections in October of 2020.
