MINUTES OFTHEDRAINAGE AND FLOODING COMMITTEEMEETING
SEPTEMBER 12, 2022
The Drainage and Flooding Committeeof the City of La Portemet on Monday,September
12, 2022, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas,
at 5:00p.m. to consider the followingitems of business:
Committee Members present:Chuck Engelken, Jay Martin, Mandi Williams (arrived at 5:04
p.m.)
Committee Members attending remotely: None
Committee Members absent:Bill Bentley (alternate)
Council-appointed officers present: Corby Alexander,City Manager(arrived at 5:04 p.m.);Lee
Woodward, City Secretary; Clark T. Askins, Asst. City

CALL TO ORDERChairman Martincalled the meeting to order at5:00p.m.
2. CITIZENCOMMENT (Generally limited to five minutes per person, in accordance with state
law, the time may be reduced if there is a high number of speakers or other considerations.)
Ryan Mathis had questions about inspection of fill dirt.
3. STATUTORY AGENDA
a.Presentation, discussion, and possible action to approve the minutes of the
Drainage and Flooding Committee regular meeting held on August 8, 2022. \[Jay
Martin, Chair\]
Member Engelkenmoved to approve the minutes;the motion was seconded by Chair
Martin;the motionwas adopted, 2-0.
b.Presentation, discussion, and possible action regarding the status of potential
development of property located at the intersection of State Hwy. 146 and McCabe
Road and owned by Dutko Family Partnership, Ltd. \[Lorenzo Wingate, Assistant
Director of Public Works\]
Lorenzo Wingate, Assistant Director of Public Works, said the City had received a copy of
the drainage report and then shortly received notification from Beazerthat theywere not
proceedingat this time.Tom Hitchcock, a representative for the property owners, was
asked if he had any commentsand said the owners havebeen allowing Beazer to move
through its process with the City.
c.Presentation, discussion, and possible action regarding status of 100 acre-foot
detention pond project near the Pasadena Convention Center and Brookglen
Subdivision, in connection with amended interlocal agreement between the City of
La Porte and the City of Pasadena. \[Lorenzo Wingate, Assistant Director of Public

Mr. Wingate noted the City was waiting for environmental impact feedback from the City
of Pasadena.
d. Presentation, discussion, and possible action regarding the Harris County Flood
related to flooding in the City of La Porte. \[Lorenzo Wingate, Assistant Director of
Public Works\]
Mr. Wingate said he would have a call on all projects with HCFCD this week. He added
that Harris County Precinct 2 had asked if there were any additional projects that were
th
seeking funding and that the City was considering asking for assistance with the 6 Street
Madison to Main improvements.
e. Presentation, discussion, and possible action regarding the status of current
drainage projects. \[Lorenzo Wingate, Assistant Director of Public Works\]
Mr. Wingate said the Coupland Street project would be advertised for bidding this week
and that he expected construction to begin in January.
f. Presentation, discussion, and possible action to provide administrative staff of the
City with direction, if necessary, regarding additional drainage concerns. \[Lorenzo
Wingate, Assistant Director of Public Works\]
Chair Martin requested that any ditches maintained by the state or County be identified
and ask for prompt mowing.
4. SET NEXT MEETING
The next meeting was set for October 10, 2022.
5. COMMITTEE COMMENT Hear announcements concerning matters appearing on the
agenda; items of community interest; and/or inquiries of staff regarding specific factual
information or existing policy from the Committee members and City staff, for which no formal
action will be discussed or taken.
There were no comments.

SUMMARY & RECOMMENDATION
The City of Pasadena is preparing a wetlands delineation report to be submitted to the
USACE as part of an Approved Jurisdictional Determination (AJD) request. The AJD is
expected to be submitted to the USACE by October 1st, and the USACE is expected
to respond within 120 days. Pasadena staff is expected to participate in the meeting to
provide a project status update.
