Askins, Asst. City Attorney CALL TO ORDERChairman Martincalled the meeting to order at5:00p.m. 2. CITIZENCOMMENT (Generally limited to five minutes per person, in accordance with state law, the time may be reduced if there is a high number of speakers or other considerations.) There were no comments. 3. STATUTORY AGENDA a.Presentation, discussion, and possible action to approve the minutes of the Drainage and Flooding Committee regular meeting held on September 12, 2022. \[Jay Martin, Chair\] Member Engelkenmoved to approve the minutes;the motion was seconded by Member Williams;the motionwas adopted, 3-0. b.Presentation, discussion, and possible action regarding the status 100-acre-foot detention pond project near the Pasadnea Convention Center and Brookglen Subdivision, in connection with amended interlocal agreement between the City of La Porte and the City of Pasadnea. \[Lorenzo Wingate, Assistant Director of Public Works\] Rick Masters, Stormwater Consultant for the City of Pasadena, provided an update. c.Presentation, discussion, and possible action regarding the Harris County Flood related to flooding in the City of La Porte. \[Lorenzo Wingate, Assistant Director of Public Works\] Jonathan St. Romain, P.E., HCFCD Capital Projects South, and Jeremy Ratliff of Harris County Flood Control District, offered a presentation on the proposed detention basins at Brookglen Subdivision, noting it would be before the Planning and Zoning Commission this week. Mr. St. Romain noted the project was continuing to pursue an option that would October 10, 2022-Drainage and Flooding Committee Minutes keep Gladwyne Court open and crossing the detention areas. He also reviewed the status of several additional projects. d. Presentation, discussion, and possible action regarding the status of current drainage projects. \[Lorenzo Wingate, Assistant Director of Public Works\] Lorenzo Wingate, Assistant Director of Public Works, said rookglen project kickoff meeting was hoped for next week; that the Bayside Terrace materials have gone to Purchasing and hope to skip the holiday season and begin work in the new year; that the County is being held to the original scope for the Lomax/F101 project; preliminary th modeling has been completed for the Little Cedar Bayou/F216 project; 6 Street from Madison to Main has entered Phase II due to wetlands issues with the USACE but still th has a favorable timeline; the 8 and D Conveyance project is completed and paving and sidewalks are being done; Battleground Estates will be resumed when ARPA funds are received; and that the pre-bid meeting for the Copeland Drive project will occur this week. He reiterated that the Planning and Zoning Commission will consider the Brookglen detention this week and Member Engelken noted he would like the Committee to review it again before it goes to the Council. e. Presentation, discussion, and possible action to provide administrative staff of the City with direction, if necessary, regarding additional drainage concerns. \[Lorenzo Wingate, Assistant Director of Public Works\] There were no further concerns. 4. SET NEXT MEETING The next meeting was set for November 14, 2022. 5. COMMITTEE COMMENT Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Committee members and City staff, for which no formal action will be discussed or taken. The Committee thanked the representatives of HCFCD for attending the meeting. The drainage impact analysis was submitted to HCFCD in mid- October.Further project efforts are on-hold, pending the USACE determination and HCFCD review of the drainage impact analysis.
