FEBRUARY 14, 2022
The Drainage and Flooding Committeeof the City of La Portemet on Monday,February 14,
2022, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at
5:30p.m. to consider the followingitems of business:

Committee Members attending remotely: None
Committee Members absent:Mandi Williams, Bill Bentley (alternate)
Council-appointed officers present: Corby Alexander,City Manager;Lee Woodward, City
Secretary; Clark T. Askins, Assistant City Attorney
CALL TO ORDERChairman Martincalled the meeting to order at5:30p.m.
2. CITIZENCOMMENT (Generally limited to five minutes per person, in accordance with state
law, the time may be reduced if there is a high number of speakers or other considerations.)
There were no citizen comments.
3. STATUTORY AGENDA
a.Presentation, discussion, and possible action to approve the minutes of the
January 10, 2022, meeting. \[Councilperson Martin, Chairman\]
Member Engelken moved to approve the minutes;the motion was seconded by Chair
Martin; the motionwas adopted, 2-0.
b.Presentation, discussion, and possible action regarding status of 100 acre-foot
detention pond project near the Pasadena Convention Center and Brookglen
Subdivision, in connection with amended interlocal agreement between the City of
La Porte and the City of Pasadena. \[Lorenzo Wingate, Assistant Director of Public

Mr. Wingatesaid engineering work has begun.
c.Presentation, discussion, and possible action regarding the Harris County Flood
related to flooding in the City of La Porte. \[Lorenzo Wingate, Assistant Director of

Mr. Wingatesaid HCFCD was expected for the March meetingand will provide project
updates.
d.Presentation, discussion, and possible action regarding the status of current
drainage projects. \[Lorenzo Wingate, Assistant Director of Public Works\]
There was no discussion for this item.

e. Presentation, discussion, and possible action to provide administrative staff of the
City with direction, if necessary, regarding additional drainage concerns. \[Lorenzo
Wingate\]
Mr. Wingate said the City met with the developer on rough conceptual plans for the Dutko
property. He explained that the developer does have the option to submit plans
concurrently to the City and Harris County. The City Manager confirmed that the City is
the final approval authority.
Chair Martin requested that Taylor Bayou be placed on the HCFCD schedule for clearing
out, especially along the west branch near Shady River. Mr. Wingate noted that he would
confirm the existence of an HCFCD easement on the west branch of Taylor Bayou, and
coordinate with HCFCD to facilitate the request.
4. SET NEXT MEETING - The next meeting date was set for March 14, 2022, at 5 p.m.
5. COMMITTEE COMMENT Hear announcements concerning matters appearing on the
agenda; items of community interest; and/or inquiries of staff regarding specific factual
information or existing policy from the Committee members and City staff, for which no formal
action will be discussed or taken.
Members had no comments.

SUMMARY & RECOMMENDATION
Kickoff meeting with staff from Pasadena, La Porte and the design consultant was held
on January 6th. Preliminary engineering phase has been initiated. Preliminary
engineering, design and bidding is expected to be completed by latethirdquarter 2022,
with construction expected to begin in fourth quarter 2022.

1. B512-00-00-00-E001 Tributary and Conveyance Improvements on Brookglen area
Detention Basin Update
Expecting 50% design submittal at the end of March.
Working to submit street closure permit to City of La Porte this month.
Demo Update
Four properties are scheduled for demolition. Funding request has been submitted
so I would expect a time frame of 2-ith our staff to get this
date pushed up. Once I have an exact date, I will share it with you and the HOA
Board. I plan on being out at the site myself when the homes are demolished.
We plan to board up the Brookglen homes next week to prevent vandalism
2. B112-00-00-G001 Brookglen Subdivision Drainage Improvements
Project cost $11M (HCFCD partnering at 50%)

ILA was approved on Jan 25 CC
Next Step: Schedule Monthly Progress meeting and request contribution.
3. F101-06-00-E002 Partnership Project with La Porte to reduce flooding
Updated PER is underway ,30% Design drawings have been completed
Non- Intrusive survey letters sent to adjacent property owners
Next step: Final PER is in comment review, SUE effort underway to address
pipeline issues
4.F212-00-00-C001 Channel Conveyance Improvements -This project stems from the
Galveston Bay Watershed Planning study and consists of three components.
Channel Deepening &/or widening from N. Broadway Street to N. Utah Street,
Conversion of an open channel segment to a closed conduit using dual 8ft by 5ft
concrete boxes between N. Utah Street and Main Street,

box culvert toward the outfall into the open channel section of F212.
The project is currently in the Design Phase and scheduled to begin
construction in the early 2023.
5. A104-12-01 Bayside Terrace Partnership Project

PER is complete and project is in design
6. City of La Porte Maintenance Request for Little Cedar Bayou F216
-00-00 in the area of interest consists of the
following work and limits.
This channel clearing was completed in December 2021.
We completed this with UFL under V214 before the end of the year. Spent
$13,033.29. Work limits from LR 3280 to LR 5325. So basically, from an
obviously tidal section of the channel (footbridge just d/s of wave pool) up to
th
almost S. 8 St. where we pick up mowing again.
