CITIZENCOMMENT (Generally limited to five minutes per person, in accordance with state law, the time may be reduced if there is a high number of speakers or other considerations.) Dewey Wallsand John Sheffield spoke of theirconcernsabout drainage at Shady River due to area development. 3. STATUTORY AGENDA a.Presentation, discussion, and possible action to approve the minutes of the Drainage and Flooding Committee regular meeting held on May 9, 2022. \[Jay Martin, Chair\] Member Engelken moved to approve the minutes;the motion was seconded by Member Williams; the motionwas adopted, 3-0. b.Presentation, discussion, and possible action regarding the status of potential development of property located at the intersection of State Hwy. 146 and McCabe Road and owned by Dutko Family Partnership, Ltd. \[Lorenzo Wingate, Assistant Director of Public Works\] Mr. Wingatesaid the City has receivedan application for a Special Conditional Use Permit (SCUP).He noted the property is entirely located in a floodplain and has part of a low-to moderate-wave action zone.He said the project is moving forward for the Planning and Zoning Commission to consider a zone change request, a change to the Future Land Use Map, and the SCUP application. Chair Martin said the City had metwith Beazer Homes, the developer, just before this meeting, over Beameasure they have developed with their engineer, CobbFindley, and that Beazer will also be employing LJA Engineering.Jeff Anderson of Beazer was permitted to address the Committee. c.Presentation, discussion, and possible action regarding status of 100 acre-foot detention pond project near the Pasadena Convention Center and Brookglen Subdivision, in connection with amended interlocal agreement between the City of La Porte and the City of Pasadena. \[Lorenzo Wingate, Assistant Director of Public Works\] June 13, 2022-Drainage and Flooding Committee Minutes Mr. Wingate said some preliminary environmental analysis was being done and that he expected a draft of the impact analysis by the end of June. Councilperson Engelken spoke strongly of his concerns about the project and the seemingly threatening comments made by HCFCD regarding the capacity for retention/detention in the area. \[This is in regards to proposed detention ponds on the Brookglen buyout lots, not the 100 acre-foot pond project.\] d. Presentation, discussion, and possible action regarding the Harris County Flood related to flooding in the City of La Porte. \[Lorenzo Wingate, Assistant Director of Public Works\] Mr. Wingate said the City was still coordinating with the County through Brookglen Park and of mowing in the Bay Area median. Chair Martin asked that clearing of Taylor Bayou at Oak Leaf has not been completed and that it be addressed. e. Presentation, discussion, and possible action regarding the status of current drainage projects. \[Lorenzo Wingate, Assistant Director of Public Works\] Mr. Wingate said the City is reviewing 100% plans and the opinion of cost on the Bayside Terrace project. f. Presentation, discussion, and possible action to provide administrative staff of the City with direction, if necessary, regarding additional drainage concerns. \[Lorenzo Wingate, Assistant Director of Public Works\] Chair Martin said a resident on Bay Harbor Drive/Oakhurst had requested mowing at the ditch and culvert there. Mr. Mayo said they had contacted TxDOT, who had begun on the other side of town, so he had instructed the City staff to perform the service. Councilperson Engelken inquired about permits for a home on stilts corner of Fernrock and Collingsdale. 4. SET NEXT MEETING - The next meeting was set for July 11, 2022. Chair Martin noted he may not be able to attend. 5. COMMITTEE COMMENT Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Committee members and City staff, for which no formal action will be discussed or taken. Chair Martin expressed his appreciation for all who attended the meeting. Documentation related to utilities, drainage, and traffic are currently pending engineering review. The documents for a Future Land Use Plan amendment request, SCUP application request, and Zone Change request, related to the site, werepresented to the Planning and Zoning (P&Z) Commission for consideration at the June16, 2022P&Z Meeting.At the th June 16P&Z meeting, P&Z voted to recommend approval of Zone Change request. P&Z tabled consideration of the SCUP application, siting the desire for the applicant to provide additional information related to environmental and infrastructure impacts. Preliminary engineering phase has been initiated. Consultant finalized H&H models and submitted to Pasadena in late May.Draft impact analysis is expected to be submitted by the end of June. Environmental issues have impacted the ability to access the site to perform geotechnical investigations. The consultant is coordinating with the City of Pasadena to determine approach to limit environmental impacts. Assistant Director of Public Works FROM: Jeremy Ratcliff Precinct Coordinator th RE: City of La Porte Drainage Committee Meeting (July 11) _______________________________________________________ 1. B512-00-00-00-E001 Tributary and Conveyance Improvements on Brookglen area We have completed 50% design submittal for this project. The project has subdivided into two bid package for bid ready submittal, North Detention Basin and South Detention Basin. We are expecting to receive bid ready submittal of North Detention Basin within this month, June. For South Detention Basin, we are waiting for LONO (Letter of No Objection) from utilities company to submit the Street and Alley Closure (SAC) application form to the City of LaPorte. Then we will prepare bid ready submittal for South Detention Basin based on approval or rejection of street abandonment process. For the NORTH basin we will be submitting SAC application to city council very soon͵ All eight houses at South compartment have been demolished 2. B112-00-00-G001 Brookglen Subdivision Drainage Improvements Project lead is City of La Porte HCFCD Contribution ($2.9M) received by the City on 05/12/22 Per the City, a consultant was engaged to prepare a proposal HCFCD awaits invitations to project progress meetings 3. F101-06-00-E002 Partnership Project with La Porte to reduce flooding Project is being evaluated internally to see what the next steps should be 4. F212-00-00-C001 Channel Conveyance Improvements -This project stems from the Galveston Bay Watershed Planning study and consists of three components. Channel Deepening &/or widening from N. Broadway Street to N. Utah Street, Conversion of an open channel segment to a closed conduit using dual 8ft by 5ft concrete boxes between N. Utah Street and Main Street, T box culvert toward the outfall into the open channel section of F212. The project is currently in the Design Phase and scheduled to begin construction in the early 2023. The open channel segment of the project has been deemed jurisdictional because of the cost and schedule impacts design alternatives are being developed for consideration The Conceptual design report discussing the alternatives is due in August of 2022 5. A104-12-01 Bayside Terrace Partnership Project Project lead is City of La Porte ILA with the City was approved by HCCC on 10/26/21 HCFCD Contribution ($2.87M) received by the City on 12/21/21 Per the City, the consultant is finalizing 100% sealed plans, specifications, and OPCC. 6. F216-00-00-E001 Workshop 1 (last Friday) we discussed existing condition ,flooding issues and potential solution along F216. Phase I &II ( inline detention along mid reach of F216 ) were already designed and constructed in the past .For this study we will focus on a solution in Phase III area (upper reach of F216 ) to provide flood reduction benefits. Maybe do something similar (in line detention) in the Phase III area . Consultant will evaluate some project options.
