The Drainage and Flooding Committeeof the City of La Portemet on Monday,January 9,
2023, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at
5:00p.m. to consider the followingitems of business:

CALL TO ORDERChairman Martincalled the meeting to order at5:00p.m.

3. STATUTORY AGENDA
a.Presentation, discussion, and possible action to approve the minutes of the
Drainage and Flooding Committee regular meeting held on November 14, 2022. \[Jay

Member Engelkenmoved to approve the minutes;the motion was seconded by Member
Williams;the motionwas adopted, 3-0.
b.Presentation, discussion, and possible action regarding the status 100-acre-foot
detention pond project near the PasadenaConvention Center and Brookglen
Subdivisionas established in amended interlocal agreement between the City of La

Ray Mayo, Director of Public Works,said the consultant was reviewing comments from
HarrisCounty and hoped to respond to them by January 27. Regarding the jurisdictional
determination, there has been no potential wetlands impact determination by the U.S.
Army Corps of Engineers as of yet and a response is due by early February.Mr. Mayo
and Mr. Alexander confirmed they were not aware of Harris County filing a street closure
at Brookglen.

Mr. Mayo shared updates on current projects with HCFCD.

Member Engelken thanked staff and the City Manager for proactively removing dangerous
trees in the HCFCD right-of-way.

There were no further concerns.
4. SET NEXT MEETING
The next meeting was set for February 13, 2023.
5. COMMITTEE COMMENT Hear announcements concerning matters appearing on the

information or existing policy from the Committee members and City staff, for which no formal
action will be discussed or taken.

SUMMARY & RECOMMENDATION
The City of Pasadena is preparing a wetlands delineation report to be submitted to the
USACE as part of an Approved Jurisdictional Determination (AJD) request. The AJD
th
wassubmitted to the USACE onOctober 5, and the USACE is expected to respond
within 120 days. The City of Pasadena has coordinated with the USACE and conducted
an on-site wetlands inspection in late December. The City of Pasadena staff received
comments from the USACE related to the observed condition of the site. The City of

been invited to participate in the upcoming Drainage Committee meeting, scheduled
for February 13th.The drainage impact analysis was submitted to HCFCD in mid-
Octoberand HCFCD comments were received on January 6, 2023. The project
consultant is revising the drainage impact analysis to address HCFCD comments.
Further project efforts are on-hold, pending the USACE determination and HCFCD
approvalof the drainage impact analysis.A City of Pasadena representative is
expected to participate in the meeting to provide more details.

The referenced report has been reviewed pursuant to the HCFCD Policy, Criteria, andProcedure
Manualand Section 3.02 of the
Acceptance of The goals of the review are to provide technical support to the
Harris County Floodplain Administrator and to apply HCFCD policy and criteria where appropriate.
This review addresses issues regarding hydraulic and hydrologic drainage design criteria only.
Design criteria regarding the site layout of the proposed development and drainage facilities will
be reviewed upon submittal of site plans.
Our understanding of the report is described below. Please see the response contained within
the section.
HCFCD Jurisdiction
HCFCD criteria applies because the project meets at least one of the following conditions:
The project directly affects HCFCD Infrastructure.
The project proposes infrastructure to be maintained by HCFCD.
The project is located within a watershed where HCFCD has a regional project adopted
by Harris County Commissioners Court.
A technical review has been requested by Harris County.

Project Summary
The City of Pasadena is proposing to develop a detention pond in order to satisfy an interlocal
agreement between the City of Pasadena and the City of La Porte. The agreement between the
cities involved the City of La Porte receiving a 99-acre tract from the City of Pasadena in exchange
for a 73-acre tract. The City of Pasadena proposed drainage improvements within the 99-acre
tract as a part of a planned redevelopment of the Pasadena Convention Center and Fairgrounds
site, including the construction of a detention pond with a minimum of 100-acre feet of volume, as
well as relocation of several driveways.
capacity provisions. The tract is mostly undeveloped and consists of grassy terrain. The
proposed project, consisting of a single pond located along the southern portion of the tract,
overlaps approximately 6.9 acres of potentially jurisdictional forested wetlands. The goal of the
hydrologic and hydraulic analysis was to show no adverse impact on the existing floodplain as a
result of the proposed detention pond.
Detention Summary
The following table identifies the detention summary provided within the report:
Floodplain Related Information
According to FEMA FIRM Panel No. 48201C0940M, effective June 9, 2014, majority of the 100-
year floodplain (Zone AE) to be contained within the channel except for small portions that extend
over the west and east overbanks near the downstream side of the project area. The 500-year
floodplain (Shaded Zone X) covers approximately half of the project area and generally coincides
with the potentially jurisdictional wetlands submitted under an AJD to the USACE for evaluation.
Work in the effective FEMA floodway is not proposed in this project.
Please also note that the City of Pasadena is the Floodplain Administrator for the receiving
waterways. All issues regarding local floodplain regulations must be coordinated through
the City of Pasadena.

Report Findings
The proposed project will cause no adverse impact within the study limit for
storm events up to and including the FEMA effective 0.2% chance exceedance event.
Hydrologic & Hydraulic Technical Review
HCFCD offers the following:
1. The weir side slope shown in the detention summary table is 4:1. Side slopes of overflow
weir shall be 5:1 or flatter per Section 13.2 (Exhibit 13-1) of the HCFCD PCPM.
2. Please include 10- and 50-year events in the WSEL comparison in Table 7 or provide a
WSEL comparison table for all storm events analyzed in the hydraulic modeling results in
Appendix E to demonstrate no adverse impact.
3. Although the report included the future improvement plans proposed by the City of La
Porte, the report should clearly state in the executive summary that more detailed analysis
with supporting data for the future roadway, bridges and other drainage improvements will
be required to submit to HCFCD for review and approval.
4. -3 do not appear correct.
5. Explicitly state who will maintain the proposed detention pond.
Additional HCFCD Criteria
An additional 40 feet of drainage right-of-way is needed along B112-00-00 for future widening of
the channel. Platting is the usual occasion for easement dedication. Easements can also be
conveyed to HCFCD by a separate instrument recorded in the Harris County Deed Records.
Site plans must be submitted to HCFCD for review and signature.
All work proposed within existing and future HCFCD right-of-way must be designed and
constructed in accordance with the HCFCD Policy, Criteria, and Procedure Manual.
Environmental Review & Permitting
proposed projects impacting regulated waters of the U.S. obtain and document the required U.S.
Army Corps of Engineers permit(s) for any portions of the project located within any existing or
proposed HCFCD right-of-way. The type of permit required (if any) must be stated on the site
plans even if written permit authorization from the Corps of Engineers is not required. If written
permit authorization is required, copies of approved Corps of Engineers permits must be
submitted with the HCFCD Notification of Construction in Right-of-Way and submitted to the
HCFCD Development Coordination and Inspection Department at least 48 hours prior to
construction along with the 48-hour Pre-Construction Notification.
