Davidson Deputy Building Official R. J. Davidson presented a summary and advised problems have been reported to management of the apartment complex for months, and nothing has been resolved; he requested a public hearing date of October 26, 2015. Councilmember Martin commented the complex is a health hazard, and he does not see a need to postpone the public hearing. Councilmember Clausen asked how many units are occupied. Deputy Building Official R. J. Davidson responded that his best guess is 5-6 units. Mr. Davidson also advised water has been turned off since September 22, 2015. Councilmember J. DISCUSSION AND POSSIBLE ACTION (a) Discussion and possible action regarding appointments to various City of La Porte boards, committees and commissions P. Fogarty City Secretary Patrice Fogarty presented a summary. Councilmember Kristin Martin advised that she spoke with Nettie Warren regarding the Zoning Board of Adjustment, and she is interested in moving up to Position 5. Mayor Rigby mentioned there is a vacancy on the La Porte Area Water Authority with Dennis Steger declining reappointment, and the Building Codes Appeals Board with Lin Pfeiffer declining reappointment. An item to address these vacancies can be brought to the next Council meeting, along with the vacancy in the Alternate 2 position on the Zoning Board of Adjustment if Nettie Warren moves to Position 5 and Doug Martin moves to Alternate 1. Councilmember Kristin Martin moved to reappoint all citizens listed as desiring an additional term on various City of La Porte boards, committees and commissions and to move from Nettie Warren from Alternate 1 to Position 5 on the Zoning Board of Adjustment and Doug Martin from Alternate 2 to MOTION Alternate 1 on the Zoning Board of Adjustment. Martin congratulated Melissa Prentice and the Bay Area Turning Point for receiving the proclamation and advised Ms. Campise she would like to see the City help with her concerns on Main Street; Councilmember Zemanek requested a status on replacing the dead tree at Five Points, requested a tax report on the property on Spencer and Sens which was removed from AG status; Councilmember Engelken wished everyone a safe trip home; and Mayor Rigby requested City Manager Corby Alexander visit with Staff on the suggestions made by Ms. Campise regarding Main Street. 12. A total of $20,000 was budgeted with a maximum City contribution per project of $5,000. All projects would be considered on a first come, first served basis. At this time, Bayside Terrace Civic Club is the first group to submit a project for consideration. The current request is the second phase of project that the Council awarded in the previous fiscal year. The previous Agreement for Phase I, as amended, included the construction of the concrete footer and the stone monument. A quote has been obtained for lettering for the neighborhood entryway sign and some accessories for the sign (solar lights, decorative arm that holds notices for the neighborhood such as heavy trash, etc). The total project cost is estimated to be $3,874.82. The HOA will contribute $1,400 towards the cost of the project and the City’s share would be an amount not to exceed $2,474.82. The HOA would handle all logistics, scheduling, and oversight of installation of the new sign lettering and accessories. As this would not be an addition to a City-owned and maintained facility, the on-going maintenance responsibility would lie with the Bayside terrace Civic Club.
