3. ELECTION MATTERS
(a) Presentation, discussion, and possible action to adopt Ordinance 2020-3808, canvassing
the returns of the 2020 General Election held on November 3, 2020, for the election of
Councilperson-at-Large Position B, Councilperson- District 1, and Councilperson- District 6.

(b) Presentation, discussion, and possible action to adopt Ordinance 2020-3807 calling a
runoff election to be held on December 12, 2020, for the election of a Councilperson-

(c) Presentation, discussion, and possible action to approve an election services contract
between Harris County and the City of La Porte, relating to the City's Councilperson- District
6 runoff election to be held on December 12, 2020. [Mayor Louis R. Rigby]
4. STATUTORY AGENDA The purpose of this meeting is to discuss and formulate City Council and
staff plans, operations, policies, and/or future projects, including the following:
(a) Presentation, discussion, and possible action regarding Quote No. OPP0076381 to
TDlndustries under BuyBoard Contract # 552-17 for the purchase and installation of UV-C
Light Sterilization Systems at City facilities. [Corby Alexander, City Manager]
5. COUNCIL COMMENT - Hear announcements concerning matters appearing on the agenda; items of
community interest; and/or inquiries of staff regarding specific factual information or existing policy from the
Mayor, Councilmembers, and City staff, for which no formal action will be discussed or taken.
6. ADJOURN
If, during the course of the meeting and discussion of any items covered by this notice, City Council
determines that a Closed or Executive Session of the Council is required, then such closed meeting will be
held as authorized by Texas Government Code, Chapter 551, Section 551.071 - consultation with counsel on
legal matters; Section 551.072 - deliberation regarding purchase, exchange, lease or value of real property;
Section 551.073 - deliberation regarding a prospective gift; Section 551.074 - personnel matters regarding the
appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or
employee; Section 551.076 - implementation of security personnel or devices; Section 551.087 - deliberation
regarding economic development negotiation; Section 551.089 - deliberation regarding security devices or
security audits, and/or other matters as authorized under the Texas Government Code. If a Closed or
Executive Session is held in accordance with the Texas Government Code as set out above, the City Council
will reconvene in Open Session in order to take action, if necessary, on the items addressed during
Executive Session.

Pursuant to Texas Government Code Sec. 551.127, on a regular, non -emergency basis, members may attend and participate in the

The May general election was postponed to November 3. The results of the election are
unofficial until canvassed by the City Council in accordance with the Texas Election Code
Ch. 67. Below is the Harris County unofficial tabulation of November 5; completed

Following a successful canvass, the Mayor will provide the newly elected candidates with
their certificates of election (to be delivered "promptly", per EC 67.016(e)). Section 2.06
of the City Charter of the City of La Porte provides that "the newly elected members shall
qualify and assume the duties of office" "on the first Monday next following the canvassing
of an election, or as soon thereafter as practicable", expected at the December 10
meeting.
A runoff election for the Councilperson-District 6 race is scheduled for Saturday,
December 12, 2020, and that race will be canvassed on or before December 23.

Adoption of Ordinance 2020-3808, canvassing the returns of the general election

AN ORDINANCE CANVASSING THE RETURNS OF THE REGULAR MUNICIPAL ELECTION
HELD WITHIN THE CITY OF LA PORTE ON THE 3"' DAY OF NOVEMBER, 2020, FOR THE
PURPOSE OF ELECTING A COUNCILPERSON-AT-LARGE-POSITION B, A COUNCILPERSON-
DISTRICT 1, AND A COUNCILPERSON DISTRICT 6; DECLARING THE RESULTS OF THE
ELECTION; FINDING THAT NOTICE OF THE ELECTION WAS DULY AND PROPERLY GIVEN,
THAT THE ELECTION WAS PROPERLY HELD AND RETURNS THEREOF MADE BY THE
PROPER OFFICIALS IN ACCORDANCE WITH THE LAWS OF THE STATE; CONTAINING A
SEVERABILITY CLAUSE; CONTAINING A REPEALING CLAUSE; CONTAINING AN OPEN
MEETINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, pursuant to Section 2.04(e) of the Charter of the City of LaPorte, the City Council, at a special meeting
held on the day of November 2020, proceeded to canvass the returns of the regular municipal
election held in the City on the 3rd day of November 2020, for the purpose of electing a Councilperson-At-
Large-Position B, a Councilperson-District 1, and a Councilperson-District 6; and
WHEREAS the election was held under and pursuant to the provisions of Ordinances 2020-3771, 2020-3787, and 2020-
3797, calling the election and allowing for postponement and update of polling information, respectively;
and
WHEREAS the election having been duly and regularly held as called and provided in said ordinances and according to
law, and the returns thereof having been made and the election judges having certified the results of the
election, as hereinafter set out, and the City Council having duly and regularly canvassed the returns of the
election and finding that the total votes cast at the election were as follows:

WHEREAS the City Council of the City of La Porte finds that the election returns set out above to be accurate and
correct.
NOW, THEREFORE, BE IT HEREBY ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE,
TEXAS, THAT:
SECTION 1: Brent McCaulley received a majority of the votes cast at the election for the office of Councilperson-At-
Large-Position B, and, accordingly, Brent McCaulley is declared elected to the office of Councilperson-At-Large-Position
B, subject to the taking of his oath and filing bond as provided by the laws of the State of Texas.
SECTION 2: Trey Kendrick received a majority of the votes cast at the election for the office of Councilperson -District
1, and, accordingly, Trey Kendrick is declared elected to the office of Councilperson- District 1, subject to the taking of his
oath and filing bond as provided by the laws of the State of Texas.
SECTION 3: As no candidate received a majority of the votes cast at the election for the office of Councilperson-District
6, and in accordance with Section 2.01(c) of the City Charter, a runoff election shall be called for the two candidates
receiving the highest number of votes cast for the office of Councilperson -District 6, said candidates being Gary Rohr and
Robbie McLarrin.
SECTION 4: The City Council finds that the notice of the election was duly and properly given as required by law and as
provided in the ordinance calling the election, and that the election was duly and regularly held, and the returns thereof duly
and regularly made by the proper officials of the election, and in all things according to the law.
SECTION 5: Each and every provision, paragraph, sentence and clause of this ordinance has been separately considered
and passed by the City Council of the City of La Porte, Texas, and each said provision would have been separately passed
without any other provision, and if any provision hereof shall be ineffective, invalid or unconstitutional, for any cause, it
shall not impair or affect the remaining portion, or any part thereof, but the valid portion shall be in force just as if it had
been passed alone.
SECTION 6: All ordinances or parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict
only.
SECTION 7: The City Council officially finds, determines, recites, and declares that a sufficient written notice of the
date, hour, place, and subject of this meeting of the City Council was posted at a place convenient to the public at the City
Hall of the City for the time required by law preceding this meeting, as required by the Open Meetings Act, Chapter 551,
Texas Government Code; and that this meeting has been open to the public as required by law at all times during which this
ordinance and the subject matter thereof has been discussed, considered, and formally acted upon. The City Council further
ratifies, approves, and confirms such written notice and the contents and posting thereof.
SECTION 8: This ordinance shall be in effect immediately upon its passage and approval.

SUMMARY & RECOMMENDATION
The May general election resulted in a runoff for the Councilperson-District 6 race
between Gary Rohr and Robbie McLarrin This ordinance orders a runoff election for
December 12, 2020, for the purpose of electing a Councilperson-District 6 Position,
provides dates and hours for said runoff election and early voting for same, and
provides for other matters relating to the subject.
A runoff election for the Councilperson-District 6 race is scheduled for Saturday,
December 12, 2020, and that race will be canvassed on or before December 23.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS, ORDERING A
RUNOFF ELECTION FOR THE PURPOSE OF ELECTING A COUNCI LPERSON-DISTRICT 6, TO BE
HELD ON THE 12TH DAY OF DECEMBER, 2020; AND PROVIDING FOR THE POSTING AND
PUBLICATION OF NOTICE; PROVIDING A SAVINGS CLAUSE; PROVIDING AN OPEN MEETINGS
CLAUSE; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, on January 13, 2020, the City Council passed Ordinance 2020-3771, which ordered an election to be
held on May 2, 2020, for the purpose of electing a Councilperson- District 1, a Council person -District 6, and a
Council person -at -large -Position B; and
WHEREAS, on March 13, 2020, Texas Governor Greg Abbott issued a Disaster Declaration for the State of Texas
related to the COVID-19 pandemic, which has been successively extended, including on August 8, 2020; and
WHEREAS, on March 13, 2020, the Mayor of La Porte issued a Disaster Declaration for the City of La Porte, which
declaration was extended until April 3, 2020, by the City Council, on March 20, 2020, and then on March 30, 2020,
to continue in effect until such time as the COVID-19 Disaster Declaration issued by Texas Governor Greg Abbott
on March 13, 2020, expires or is withdrawn, unless sooner terminated by executive order of the Mayor or by the City
Council; and
WHEREAS, on March 30, 2020, the City Council adopted Ordinance 2020-3787, amending Ordinance 2020-3771,
for the purpose of postponing the May 2, 2020, general election to November 3, 2020, for the purpose of electing a
Council person -District 1, a Councilperson-District 6, and a Council person -at -large -Position B; and
WHEREAS, on September 14, 2020, the City Council found that it was in the public interest to enact Ordinance
2020-3797, amending Ordinances 2020-2771 and 2020-3787, for the purpose of providing an update regarding the
extension of early voting and Harris County polling location information; and
WHEREAS, the general election was held on November 3, 2020, but due to the fact that no candidate received a
majority of the votes cast in the Councilperson District 6 position race, a runoff election must be called by the City of
La Porte.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS:
SECTION 1. The findings and recitations contained in the preamble of this ordinance are true and correct and are
hereby incorporated into the body of this ordinance by reference.
SECTION 2. Pursuant to authority extended to political subdivisions in the March 18, 2020, Proclamation of Texas
Government Greg Abbott, City of La Porte Ordinance 2020-3771 was amended by Ordinances 2020-3787 and
2020-3797 to postpone the ordered election for the City of La Porte from May 2, 2020, to November 3, 2020, and
provide additional information. The regular municipal election of the City of La Porte, Texas, for election of members
of the City Council prescribed by Section 2.03 of the City Charter, was held between on the 31d day of November,
2020, in the city, for the purpose of electing a Council person -District 1, a Councilperson-District 6, and a
Councilperson-at-large-Position B. However, no candidate in the race for Council person -District 6 received a
majority of the votes cast, necessitating a runoff election. The runoff election for Councilperson- District 6 is hereby
ordered in accordance with law and will be held December 12, 2020, on that day between seven o'clock (7:00) a.m.
and seven o'clock (7:00) p.m.
SECTION 3. The polling places for the runoff election for Council person -District 6, shall be as determined by a
joint election agreement and election services contract to be arranged with Harris County.
SECTION 4. This election shall be held in accordance with, and shall be governed by, the election laws of the
State of Texas. The City Secretary and Mayor are hereby authorized to perform all duties and take all actions as
required by any election services contract(s) and/or joint election agreement(s) that may be authorized by the City
Council.
SECTION 5. In accordance with the Texas Election Code Section 2.023, the candidates in the runoff election are
the candidates who receive the highest and second highest number of votes in the election or who tie for the highest
number of votes. As required by Texas Election Code Section 52.094(a), the order of the candidates' names on the
ballot of the runoff election shall be the relative order of names on the original election ballot. The voter registration
deadline for the runoff election is November 12, 2020.
SECTION 6. The Councilperson—District 6 shall be elected by majority vote of all the votes cast for the office for
which he is a candidate.
SECTION 7. Each candidate for the office of Council person -District 6 must be a resident qualified voter of the City
for twelve (12) months immediately preceding election day and must also be a resident of District 6 for twelve (12)
months immediately preceding election day, in accordance with Section 2.02(a) of the City Charter.
SECTION 8. Harris County shall appoint the Early Voting Clerk and Deputy Early Voting Clerk for the joint early
voting in person and voting by mail, and designate the Main Early Voting Location for early voting for the election.

who shall promptly provide them per the provisions of the Texas Election Code.
The last day for the early voting clerk to receive applications for a ballot to be voted by mail via mail, fax, common
or contract carrier, or email, per Texas Election Code Sec. 84.007(c) is December 1, 2020. The deadline to hand
deliver an application for a ballot by mail (ABBM) is Tuesday, November 24, 2020, per Texas Election Code Sec.
84.008. If a voter submits an application for ballot by mail via fax or e-mail, the early voting clerk must receive
an original ABBM or a copy with a wet signature via mail within four business days of the submission of the fax
or email ABBM, per Texas Election Code Sec. 84.007(b-1).
All ABBMs submitted based on the applicant being over the ages of 65 or due to disability will remain valid for
the December 12, 2020 runoff election; in accordance Election Code Sec. 86.015(b). ABBMs for voters who
submitted ABBMs based on expected absence from the city regarding the May 2, 2020, election will not be valid
for the December 12, 2020 runoff election
The places at which Early Voting by personal appearance shall be conducted shall be designated by Harris County.

During the lawful early voting period, which will be from Wednesday, November 25, 2020, through December 8,
2020, such Early Voting Clerk shall keep such locations for early voting open for early voting as required by the
Texas Election Code, at a minimum.
The early voting clerk's designated email address must be posted on the Secretary of State's website.
SECTION 9. The places at which Runoff Election Day voting by personal appearance shall be conducted shall be
designated by Harris County.
SECTION 10. Voting at said election, including early voting, shall be by the use of voting machines; and the ballots
of said election shall conform to the Texas Election Code, as amended. Harris County, via the contract for election
services/joint election agreement, is hereby authorized and directed to obtain, or cause to be obtained, the
necessary electronic tabulating equipment, to arrange for the testing thereof as provided by law and to employ a
duly qualified manager and a duly qualified tabulation supervisor to perform the duties respectively imposed on them
by law with respect to the processing and tabulation of ballots at the Central Counting Station.
SECTION 11. The City Secretary of the City of La Porte shall forthwith issue Notice of said election to be published
one time in the Bay Area Observer, which is hereby found and declared to be a newspaper of general circulation in
said City, not less than fifteen days nor more than thirty (30) days prior to the date of the said election; in addition,
Notice of said election shall be posted on the bulletin board in City Hall not later than the twenty-first (21 st) day before
election day and remain posted thorough election day.
SECTION 12. The Mayor and/or the City Secretary of the City of La Porte are hereby authorized to execute and/or
issue, for and on behalf of the City, such orders, documents, and forms as may, from time to time, be promulgated
by the Secretary of State of the State of Texas in conjunction with the election herein ordained.
SECTION 13. Each and every provision, paragraph, sentence and clause of this ordinance has been separately
considered and passed by the City Council of the City of La Porte, Texas, and each said provision would have been
separately passed without any other provision; and if any provision hereof shall be ineffective, invalid or

SUMMARY
The general election for the City of La Porte was held jointly with Harris County on
November 3, 2020, and resulted in a runoff for the Councilperson-District 6 race.
The runoff election will be held on December 12, 2020. The City is currently awaiting
an election services contract from Harris County. Should it not be received soon enough
for review for the canvass meeting, the Mayor or Council will need to hold a special
meeting for that item. Harris County has indicated they understand the urgency and will
provide the document as soon as they are able.
RECOMMENDED MOTION
Approve an agreement with Harris County to provide election services for the
runoff election.

SUMMARY & RECOMMENDATION
At the November 9 City Council meeting the motion for this item was amended by
Councilperson Earp to read approval of Far-UVC lighting. The purchase of the lighting
was approved by unanimous vote. It was learned after the meeting that the quotes
provided were in fact for UV-C lighting and that UV-C lighting is the industry standard
for this type of application and that Far -UVC lighting is less efficient for inactivation of
bacteria and viruses.
The safety factor provided by far UV-C lighting will be achieved by mounting the units
inside the air handler units, thus the lights will be shielded from human contact. Also
the access panels will be equipped with a safety switch to disable the light during
maintenance to prevent human contact with the lighting.
There was some conflicting information in the November 9 packet and staff felt it was
important to make this clarification. The costs for the Far UVC lighting would be
approximately $3600 per fixture. The cost, per fixture for UVC lighting is $800 (as
included in the original quote presented at the November 9 meeting). The project would
call for approximately 90 fixture for an estimated cost difference of $252,000 the FAR
UVC lighting. The availability of the Far UVC lighting would have an estimated lead
time of 4 months to acquire.
The CRF allocation for La Porte is a maximum of $1,948,265.00. On August 24, 2020,
City Council approved an Interlocal Agreement with Harris County for the Small Cities
Assistance Program (SCAP). On October 26, 2020, City Council approved the updated
CRF Funding Plan, which allocated $124,694.00 for the purchase and installation of an
Ultraviolet (UV) Light Sterilization System at City facilities.
In response to COVID-19, City staff have identified opportunities to improve disinfection
efforts at City facilities. Ultraviolet light exposure has proven to be effective in sanitizing
the air indoors, and improving air quality by minimizing pollutants. Studies have shown
UV-C lamps are effective in reducing the spread of bacteria, inactivating certain viruses,
and limiting airborne transmission of pathogens. Installation of UV-C lamps in Air
Handling Units (AHU) will be beneficial to improving the overall environment of City
facilities. UV-C lamps are just one of many efforts to better protect employees and
visitors from the spread of COVID-19 and other airborne diseases. Staff will continue
other best practices for disinfection of public areas and frequently touched surfaces.
Under CRF, expenses for disinfection of public buildings are an eligible expense. Staff
has received preliminary approval from Harris County for this project.
Staff is proposing installation of UV-C lamps in each Air Handling Unit of HVAC systems
at the following locations:

• Charles Walker Community Center
• City Hall
• EMS Station
• Evelyn Kennedy Civic Center
• Fire Stations
• Fire Training Facility
• Golf Course
• Jennie Riley Community Center
• Library
• Lomax Concession

Staff recommends utilizing an approved BuyBoard vendor (Contract #552-17) to
expedite the purchasing process in order to meet CRF program deadlines. Staff will
work with the vendor to initiate the project as soon as possible.
Benefits: Installation of UV-C lamps in Air Handling Units will be beneficial to improving
the overall environment of City facilities. UV-C is very effective in reducing the spread
of bacteria, inactivating certain viruses, and limiting airborne transmission of pathogens.
UV-C lighting of this type is commonly used in hospitals and clinics.
Liabilities: Maintenance costs; The UV-C lamps have an effective life of two (2) years.
Lamps will need to be replaced every two (2) years at a total cost of approximately
$15,000. Every other year, staff will need to include $15,000 in the annual budget for
lamp replacement.
Staff recommends approval of Quote No. OPP0076381 to TDlndustries under
BuyBoard Contract #552-17 for the purchase and installation of a UV-C Light
Sterilization System at City facilities.

If TDlndustries, Inc. furnishes Customer with advice or other assistance which concerns labor, equipment, goods, or material furnished
hereunder, or any systems or equipment in which of such equipment, goods, or material may be installed, and which is not pursuant to this
contract, the furnishing of such advice or assistance will not subject TDlndustries, Inc. to any liability, whether based on contract, warranty, tort
(including negligence) or other grounds.
2 If TDlndustries, Inc. encounters asbestos, polychlorinated Biphenyl (PCB) or other hazardous substances on the site, TDlndustries, Inc. will stop
work and report the condition to the owner or owners' representative. TDlndustries, Inc. will not resume work in the affected area until the
asbestos, PCB's or other hazardous substances have been removed or otherwise controlled so that it does not pose a health or safety threat.
3 Any installation dates given in advance are estimated. Installation will be subject to prior orders with TDlndustries, Inc. TDlndustries, Inc. shall
not be liable for failure to perform or delay in performance hereunder resulting from fire, labor difficulties, delays in usual sources of supply, major
changes in economic conditions, or, without limitation by the foregoing, any cause beyond TDlndustries, Inc. reasonable control.
4 On arrival of any equipment, goods and material at the shipping address specified on the reverse side hereof, Customer shall assume all risk or
loss or damage to such equipment, goods, or material.
5 In the event Customer requires TDlndustries, Inc. to delay shipment or completion of the work under this proposal, payment pursuant to this

7 If the equipment, goods or material furnished hereunder requires the use of water or steam, recirculated or otherwise, TDlndustries, Inc. shall not
be liable for the effect of its physical or chemical properties upon said equipment, goods or material.

If you've looked into UV products, you might have noticed two different options: UV-C
() and far-UVC technology.
Both types of products use wavelengths within the UV spectrum to disinfect air and surfaces,
so what's the difference between them? Can they both be used in the fight against COVID-
19?
The largest difference is most UV-C products use 254 nanometer light and most far-UVC
products use 222 nanometer light. Unless you're a scientist or you've read up on the UV

probably doesn't mean much to you.
We'll explain how UV-C and far-UVC work and the pros and cons of each technology.

Scientists discovered UV-C (also called germicidal UV) more than a century ago. Since then,
it's been studied and used in applications like water treatment and preventing the spread of
pathogens in hospitals.
The UV-C spectrum includes wavelengths from 200 to 280 nanometers. These wavelengths
are known for the ability to eliminate 99.9% of pathogens, such as viruses, bacteria, fungi,
and mold spores.

Most traditional UV-C products (like low pressure mercury lamps) use energy from the 254 nm
wavelength because scientists found it the most effective. UV-C LEDs, which are relatively
new to the market, are generally 260 to 280 nm. Other products use broad spectrum UV

wavelengths found in UV -A, UV-B, and UV-C ranges.
Recently, scientists found UV-C light can kill SARS-CoV-2

COVID-19. More businesses have started to add UV-C products to protect their employees,
tenants, and customers.
Pros of UV-C
Fast disinfection — UV-C products can inactivate pathogens in minutes. Even
a five minute cycle will help eliminate viruses and bacteria. Even though UV-C
products work quickly, you should always take into account several factors
like intensity, distance, and time when you're finding the right UV dose

Proven track record — Study after study for the last century has proven that
UV-C light can disinfect air and surfaces. Hospitals and medical buildings
have used UV light for decades. It's helped reduce transmission and gotten
rid of some of the hardest to kill bacteria. Experts in the lighting industry, like
the Illuminating Engineering Society, agree that UV-C is effective and safe
when used correctly.
Multiple applications -- There are multiple applications for UV-C and they all
work a little differently to disinfect air and surfaces. Products like upper room

units-cost) target surfaces in rooms or areas. There are most likely UV-C
products that will work for your business.
Cons of UV-C
Harmful to skin and eyes — The biggest drawback of UV-C products is you
can only use it in unoccupied rooms or areas. UV-C products can burn the
skin and eyes. There are certain products, like upper -room germicidal UV and
HVAC UV products, that can safely eliminate pathogens in occupied areas.
However, caution is still required for the maintenance of those products.
What is far-UVC?
Researchers started focusing on far-UVC in the last decade. Far-UVC uses a lower range dt*-
wavelengths (between 207 and 222 nm) for disinfection. Most far-UVC products contain 222
nm light.

When you ask experts in the lighting industry about far-UVC, there is mixed reaction. Some
experts believe far-UVC is safe for humans. Others say there is not enough evidence to back
up those claims,
David Brenner, COVID-19 Virtual Symposium: Apr...

Dr. David Brenner, a scientist at Columbia University, started talking about the benefits of far-
UVC several years before the COVID-19 pandemic.
Dr. Brenner gave a TED talk (http://www.columbia.edu/—dib3/Far%20UVC.htmi) about the
benefits of far-UVC against superbugs like coronaviruses and the flu. He believes far-UVC is
a tool that can be used to limit the transmission of SARS-CoV-2 in public places.
Dr. Brenner is continuing his research on far-UVC and just released a study in June
explaining how far-UVC kills coronaviruses

The International Ultraviolet Association is taking the opposite approach and believes far-UVC
is not ready for widespread applications yet (https://iuva.org/Projects-Articles-
Repository/8926263) . Their argument is based on limited testing on humans.
However, scientists are starting to test far-UVC on humans. A study published in August
2020(https:/Ijournals.plos.org/plosone/article?id=10.1371/journal.pone.0235948) tested the
safety of 222 nm light on human skin. Scientists exposed patients at hospital in Japan to
doses as high as 500 mJ/cm .
To put that in perspective, the current threshold limit for far-UVC products is between 22 and
23 mJ/cmz .

Pros of far-UVC A
• Safe for skin and eyes — According to most research, far-UVC products are
safe for skin and eyes. Far-UVC does not penetrate the outer layer of skin or
eyes, so it doesn't cause any tissue damage.

• Constant disinfection — Because far-UVC is safe for skin and eyes, products
can run constantly. They can work at all times to kill pathogens like viruses
and bacteria so you are never starting from ground zero. UV-C products only
target germs during a timed cycle when no one is in the room.
Cons of far-UVC
Limited testing — The biggest concern from industry experts about far-UVC is
limited testing on humans. Although studies on mice show no long term
effects, there are no studies on the long term effects on humans.
Slow disinfection — Right now, there are limits to the amount of UV energy in
a space, which requires far-UVC products to operate at a very low dose over
a long period of time. For example, the Space Downlight by Health& Lighting
delivers a dose of 23 mJ/cm2 over the course of an eight hour day. That dose
