Two Remarkable People Honored at 2012 Quasar Award Banquet
Only twice in the 35-year history of the Bay Area Houston Economic Partnership
have two prestigious awards been given on the night of the organization’s highly
anticipated annual banquet. This year marked the third such occasion, and it made
the evening a very memorable one for the 650 attendees.
BAHEP presented its 2012 Quasar Award for exceptional leadership in economic
U.S. Sen. John Cornyn
development to . The Quasar Award is presented each
year to an outstanding individual who has contributed greatly to the economic
wealth and diversity of the Bay Area Houston region.BAHEP President Bob
Mitchell said, “Sen. Cornyn has always worked hard for the people of Texas.
Most importantly, he understands what drives our economy and fights for our best
interests. That is often a hard road to travel on Capitol Hill, and we in Bay Area
Houston are fortunate to have him in our corner.”
The second award of the evening, BAHEP’s Presidential Award, was presented to
Mary Alys Cherry, editor emeritus of TheBay Area Citizen. In his surprise
introduction of Cherry, Mitchell said, “After a lengthy career with newspapers all
over the country, including the Houston Post, this individual arrived at The Bay
Area Citizen in the early ‘80s and decided to stay. Although the name of The
Citizen has changed several times over the years, this person’s passion for the
communities that make up the Bay Area and compassion for the people who live
here have never wavered.”He concluded by saying, “The Presidential Award
recognizes those individuals who may not be well-known outside of the region,
but whose contributions make a big difference in our lives.” Previous recipients
of the Presidential Award were BAHEP board members Frans Gillebaard,
president, Amstel Holdings Inc., and the late Dr. Ned Dudney.

SUMMARY & RECOMMENDATION
Pursuant to the Settlement Agreement between the City and the Economic Alliance Houston Port
Region, the City agreed to pay the Alliance $65,000 in full and final consideration of all credits
owed under the previous lease agreement and enter into a 6-year membership agreement at
$20,000 per year, subject to annual appropriation and approval by the Council.
The payment for credits owed was funded in the General Fund and the payment for the 2012-13
membership should have also been funded through the General Fund. However, after the
discussion on this matter at the July 16 Development Corporation Board meeting, staff verified
that the $20,000 payment to the Alliance for the 2012-13 membership on July 6 was funded in
the Economic Development Corporation Fund (Fund 038) in error. This payment should have
been paid through the General Fund, similar to what was done for the lump sum $65,000
payment for the credits owed.
from Fund 038 to
The budget has been corrected to include the$20,000 payment to the Alliance
Fund 001
in the quarterly budget amendment that was approved at the July 23 Council meeting.
The Economic Development fund will not be affected forFY 2012-13 for this item.

Advertising Expenditures - Explanation
FY 2012-13
Fund 038
The advertising budget for the 038 account is primarily focused on La Porte’s viability as a business destination for both
potential business owners and people who will patronize businesses that are already in our City. We also included some
tourism advertising, because tourism was one of the industries specifically listed as a target in the 2009 Economic
Development Strategic Plan.
In 2011-12 we advertised in the following publications and/or websites. The 2012-13 proposed budget includes some of
the same print, web, and general listings as last year, as well as cooperative advertising opportunities that we can extend
to brokers in the area who are targeting specific industries.
The publication list for FY 2011-12 included the following:
GHP ED Guide (produced by Texas Monthly)
Trade & Industry Development (listing in November/December issue)
Trade & Industry Development (web)
Ultimate Pasadena (Oct/Nov/Dec/April/May)
Texas Real Estate Guide (March 2012 Advertorial and ads in October/May editions)
See Texas First - Spring Advertisement (co-op ad offered by the BAHCVB)
Texas Wide Open for Business (produced by Journal Communications)
Bay Area Houston Magazine (four ads)
Tour Texas (co-op ad offered by the BAHCVB)
RED News (co-op ad that we offered to a local broker trying to sell a medical office space)
