Board members directed staff to add an agenda item to the nextmeeting to ratify the $20,000.00 already spent for the payout of the 908 West Main Street building. Board member Woodard asked Assistant City Manager Traci Leach to provide him with the last two years of bus ridership information from Harris County. Board member Woodard asked Economic Development Coordinator Stacey Osborne to provide him with the retail study done in 2006, questioning costof studyand what the studylooks for. Board member Woodard informed Finance Director Michael Dolby that he will get in touchwith him eitherby phone or email to discuss what the La Porte Economic Development CorporationBoardowns and its finances. Board member Cooksley questioned staff about themeaning of 015in reference to the Main Street Parking Lot. Finance Director Michael Dolby explained that 015 is the City improvement fund. Economic Development Coordinator Stacey Osborne explained that whentheLa Porte Economic DevelopmentCorporation Boardhasvoted on aproject, they will transfer funds fromtheLa Porte Economic DevelopmentCorporationintothe City 015improvement fund. Board memberWoodard questionedwhen the City Council would likeforthe La Porte Economic DevelopmentCorporation to complete their review of the budget. City Manager Alexander stated on or before August 13, 2012, as that is the date City Council will start Council’s budget review. Board member Woodard asked Economic Development Coordinator Stacey Osborne to send Board member Chuck Engelken an email addressing the details of the July 16, 2012, La Porte Economic Development CorporationBoardmeeting to keep him in the loop. Board member Zemanek requested Economic Development Coordinator Stacey Osborne to provide the Bay Area Houston Economic Partnership reportat the July 24, 2012, meeting which providesprojects that Bay Area Houston Economic Partnership has assisted the City of La Porte with. Ms. Osborne reported that is a quarterly report that is given to all of Council. Board member Zemanek asked staff to provide a report stating where the La Porte Development Corporation is on the Lomax Arena project. President Warren requested Economic Development Coordinator Stacey Osborne to provide an update regarding approval by TXDOT for the Directional Signage. Ms. Osborne reported that TXDOT approved the locations for the last two signs,and they will be installed as soon as the rain lets up and the ground is stable for installation. Ms. Osbornealsoreported that there was no price change. 9. Executive Session -The La Porte Development Corporation reserves the right to meet in executive session on any agenda item should the need arise and if authorized by the Texas Open Meetings Act,Title 5, Chapter 551, of the Texas Government Code. This year marked the third such occasion, and it made the evening a very memorable one for the 650 attendees. BAHEP presented its 2012 Quasar Award for exceptional leadership in economic U.S. Sen. John Cornyn development to . The Quasar Award is presented each year to an outstanding individual who has contributed greatly to the economic wealth and diversity of the Bay Area Houston region.BAHEP President Bob Mitchell said, “Sen. Cornyn has always worked hard for the people of Texas. Most importantly, he understands what drives our economy and fights for our best interests. That is often a hard road to travel on Capitol Hill, and we in Bay Area Houston are fortunate to have him in our corner.” The second award of the evening, BAHEP’s Presidential Award, was presented to Mary Alys Cherry, editor emeritus of TheBay Area Citizen.In his surprise introduction of Cherry, Mitchell said, “After a lengthy career with newspapers all over the country, including the Houston Post, this individual arrived at The Bay Area Citizen in the early ‘80s and decided to stay. Although the name of The Citizen has changed several times over the years, this person’s passion for the communities that make up the Bay Area and compassion for the people who live here have never wavered.”He concluded by saying, “The Presidential Award recognizes those individuals who may not be well-known outside of the region, but whose contributions make a big difference in our lives.” Previous recipients of the Presidential Award were BAHEP board members Frans Gillebaard, president, Amstel Holdings Inc., and the late Dr. Ned Dudney. Business Assistance Programs Prospect Review Meeting BAHEP staff members reviewed their projects with city, county and member representatives to discuss upcoming marketing opportunities and trends during two meetings in this reporting period.Reports on economic development activities, including infrastructure projects, commercial and residential construction, transportation projects, and community services were provided by each city and county representative. Veronica Reyes of the AerospaceTransition Center gave an update onjob placement for the NASA contractor employees impacted by the retirement of the space shuttle. Approximately 1,000 ofthe 3,500 displaced employees have been placed in new jobs; some out of state and some globally. The main focus of the Aerospace Transition Center is to retain the skilled employees, but these valuable employees are being snapped up as far away as Singapore and Canada for the oil and gas industries. Reyes said there are still manychemical, electricaland mechanical engineers,information technology 5 specialists, technical writers, Safety, Reliability, and Quality Assurance specialists and biomedical technologists seeking employment. Storm Surge Suppression Systems Examined BAHEP’s Dan Seal recently accompanied Texas A&M University-Galveston to investigate firsthand the Greater New Orleans Hurricane and Storm Risk Reduction System to see the broad array of storm surge solutions inplace. Many of these solutions may be appropriate for storm surge suppression in the region surrounding Galveston Bay, including Bay Area Houston. Seal and BAHEP’s C.A. Shields followed up by meeting with Dr. William Merrell, Texas A&M University at Galveston, and retired Rear Adm. Robert Smith III, Texas A&M University at Galveston president and CEO, to discuss coastal storm surge protection projects along the upper Texas coast. BAHEP Initiatives in Maritime Education Curriculum Development Collaborations with the Port of Houston Authority, University of Houston –Clear Lake, Texas A&M University –Galveston, San Jacinto College Districtandlocal independent school districts haveresulted in maritime education curricula implementation at the high school and college levels to meet the growing workforce demand in the maritime industry. BAHEP initiatives during this report period are summarized as follows: Port of Houston Authority Maritime Education Initiative - BAHEP’s Dan Seal attended the Port of Houston Authority (PHA) Maritime Education Committee meeting to provide guidance on PHA’s initiative to implement maritime education curricula into high school and college level programs. The PHA initiative is addressing the maritime workforce skill shortage in the region. At a subsequent meeting, Seal and C.A Shields of BAHEP attended another PHA maritime education curriculum development meetingat Stephen F. Austin High Schoolin the City of Houston. Following the work session, attendees were given a tour of the school’s new maritime education class rooms. Industry Support for Maritime Education Programs - BAHEPattended the Port of Houston Authority maritime meeting at the Houston Pilots Facilityto provide advice and guidance on maritime curriculum development and industry support for maritime education programs. Yacht Brokers Association Hears Economic Forecast from BAHEP Dan Seal of BAHEP presented an annual economic forecast to the members ofthe Gulf Coast Yacht Brokers Association at the Lakewood Yacht Club in Seabrook. 6 This association is gathering Texas boat sales transaction data in preparation for the 2013 Texas legislative session. Texas Governor’s Business Forum: Aerospace Collaboration Opportunities The Texas Governor’s Business Forum was held on Feb. 17, 2012, at NASA Johnson Space Center’s Gilruth Center. Sponsored by the Office of the Governor’s Economic Development and Tourism division, the Texas Workforce Commission(TWC), SanJacinto College, NASA Johnson Space Center, and the Bay Area Houston Economic Partnership, the day-long event provided helpful information for small business development as well as those transitioning between jobs. Of note, chief executive officers from across the nation were invited to participate in facilitated tours of Johnson Space Center, which focused on resources and assets available and opportunities to develop new and evolving partnerships. Following a presentation by the Texas Workforce Commission, TWC Commissioner Andres Alcantar, Texas Sen. Mike Jackson, Texas Rep. John Davis, NASA JSC Director Mike Coats, and Bob Mitchell, president of BAHEP, participated in a panel discussion that addressed economic challenges and current initiatives designed to meet those challenges. Mark Sirangelo, chairman emeritus, Commercial Spaceflight Federation, spoke briefly during the lunch break, preceding the keynote speaker, The Honorable Hope Andrade, Texas Secretary of State. Afternoon breakout sessions provided a wide range of assistance, including a BayTech workshop presented by Kim Morris, BayTech director, and Dan Seal of BAHEP. BAHEP Business Assistance Activities Staff members made presentations and participated in conferences, seminars, and industry meetings to assist BAHEP members. AssistsReturning Military Veterans BAHEP has createda new assistance program for returning military veterans. The program called “BAHEP Cares!”,is a military transition mentoring program, designed to help returning veterans find new careers and employment. The BAHEP Cares! had15 BAHEP members in attendanceat its first meeting in March and volunteer mentors are now working with five returning veterans. 7 Armand Bayou Watershed Partnership Formed The Armand Bayou Watershed Partnership (ABWP) recently held its kickoff meeting. The watershed encompasses 60 square miles in southeast Harris County from Beltway 8 to State Highway225to Interstate 45 feeding into Galveston Bay. The meeting incorporated the Armand Bayou Watershed Partnership as a 501(c)(3) under the leadership of the Board of DirectorsChairTim Tietjens,City of La Porte Planning director;Vice Chair Diane Hume; Secretary/Treasurer Tom Kartrude; and Watershed Coordinator Linda Shead.The vision of the partnership is to “take care of the bayou and watershed to make it a great place to live, work, and play” through cooperation, collaboration, and consensus. BAHEP, a member of ABWP, will work with its members to promote the vision and goals of this very worthwhile endeavor. STEM Education Conference –STEM Workforce Panel Bob Mitchell, along with Lee Rector, director of the Texas Workforce Investment Council, and five other prominent individuals involved in science, technology, engineering and mathematics (STEM)and workforce development, sat on the STEM Workforce Panel as part of the 2012 STEM Education Conference on Jan. 12, 2012. The conference, held in Galveston at the Moody Gardens, focused on skills development for educators. EllingtonGrowth Continues Through BAHEP Initiatives BAHEP’s initiatives during this report period to assist the Houston Airport System and the military organizations at Ellington Field are summarized below: Orientation for Gen. Peter Lennon at Ellington Airport - Dan Seal of BAHEP and John Martinec, chairman of BAHEP’s Ellington Field Taskforce committee, participated in an orientation meeting with Brig.Gen. Peter Lennon at the Houston Airport System’s administration building at Ellington Airport.Gen. Lennon assumed command of the 1st Mission Command Training Brigade, 75th Mission Command Training Division headquartered at Joint Reserve Base Ellington Fieldon November 6, 2011. Military Priorities at Ellington Airport - Dan Seal facilitated a meeting between Texas Military Preparedness Commissioner Tom Duncavage and John Martinec, chairman of BAHEP’s Ellington Field Taskforce committee to discuss military priorities at Ellington Field. Retired U.S. Coast Guard Cmdr.Gene Tulich, chairman of the Houston Military Affairs Committee also participated in the meeting. Coast Guard Hosts Groundbreaking at Ellington Airport - BAHEP’s Dan Seal attended the groundbreakingfor the new Coast Guard Sector Houston headquarters facility at Ellington Field on Jan. 31, 2012.This building will be a new,four-story, $43 million complex which will house 300 Coast Guard personnel.The facility is expected to be complete in June 2013. Capt.James Whitehead, Coast Guard Sector commander and captain of the Port of Houston-Galveston, mentioned contributions by BAHEP’s Ellington Field Task Force in his remarks. Tour for Congressman Pete Olson’s Legislative Assistant - Dan Seal participated in an Ellington Airport tour for Congressman Pete Olsen’s legislative assistant, Tom Divine. The tour included an orientation of the general aviation and military operations at Ellington. BAHEP Receives Update on Ellington Field Military Activities - 8 th BAHEP’s Bob Mitchell met with Col. Jack Daniel, commander, 147 Reconnaissance Wing, Texas Air National Guard, Ellington Field, for a quarterly meeting to discuss the current status and activities associated with the military at Ellington Field and their future needs. ACIT First Annual Houston Ship Reverse Trade Show BAHEP co-hosted the Association of Chemical Industry of Texas First Annual Reverse Trade Show along with the East Harris County Manufacturers Associationand the Economic Alliance Houston PortRegion.Purchasing agents from large chemical and industrial companies met with local business in one-on- one sessions. CSE, a multi-state grassroots space advocacy group, is organizing its 21st annual trip to Washington.BAHEP members areinvitedto join this group of concerned citizens tomeet with members of Congress to inform and educate them about the importance of a robust human space exploration program and a fully-funded NASA budget.For the past 20 years, representatives from CSE have traveled to Washington, to meet with members of Congress to discuss the benefits of space exploration and to ask for their support of an adequately funded U.S. human space exploration program. Fund038 is funded by the ½ cent Type B Sales Tax that this Board oversees. The current budget is attached for reference, as well as an advertising summary that explains the advertising portion of the fund. Staff will discuss key points of the budget at tonight’s workshop. After this workshop, staff recommends thatthe Board to consider action adopting the 2012/2013 budget for the La Porte Development Corporation Board prior to the City submitting the Budget for a public hearing and Council’s ratification. Advertising Expenditures - Explanation FY 2012-13 Fund 038 The advertising budget for the 038 account is primarily focused on La Porte’s viability as a business destination for both potential business owners and people who will patronize businesses that are already in our City. We also included some tourism advertising, because tourism was one of the industries specifically listed as a target in the 2009 Economic Development Strategic Plan. In 2011-12 we advertised in the following publications and/or websites. The 2012-13 proposed budget includes some of the same print, web, and general listings as last year, as well as cooperative advertising opportunities that we can extend to brokers in the area who are targeting specific industries.
