Hal Lawler Chairman Planning and Zoning Commission Major Development Site Plan Port Modal Centre 1400 State Highway 146 North Exhibits A. Staff Report B. Site Plan Staff Report Major Development Site Plan June 21, 2011 Port Modal Centre Requested By : Christopher P. Brissette, P.E. c/o Clay Development & Construction, Inc. Requested For 14.8252 acres being TR 27 of Block 27, TR 28 of Block 28, Nebraska Syndicate and TR 3, being situated in the Enoch Brinson Survey, Abstract 5 Volume 65, Page 175, H.C.D.R., LaPorte, Harris County, Texas. Location 1400 State Highway 146 North Land Use Map: Commercial Industrial Uses Requested Use Office Warehouse -rail served Present Zoning Planned Unit Development (PUD) Background: Applicant is proposing a 292,500 sq.ft. office /warehouse & distribution center along feeder road of State Highway 146 North. The subject property is located to the east of State Highway 146 frontage road (formerly 10 Street), west of 8 th Street (unimproved right -of -way) north of `L' Street (now Harris County Flood Control drainage channel), and south of Union Pacific Railroad (formerly Southern Pacific). Analysis: Proposed site is located closely to the Barbour's Cut Terminal and Bayport Expansion Terminal, two primary container terminals for the Port of Houston Authority (DOHA) in the southeast Harris County. In addition, the property is within the vicinity of commercial and industrial facilities in the area near upper Galveston Bay. Under the terms of Development Ordinance 1444, the proposed development will require a major development site plan. This is based on the size of the development being in excess of 10 acres. Land Use - The City's Land Use Plan indicates this area developing with commercial industrial uses. Previous use of the property as RV /Trailer Park was considered to be pre - existing and nonconforming. Trailer park is now abandoned and land has been cleared of all structures. Current owner is proposing a rail- served office warehouse facility at this site. Port Modal Centre Site Plan Page 2 of 3 Transportation - The property in question has approximately 1000 feet of frontage along the State Highway 146 North feeder road, which should accommodate traffic generated by future development. Two pints of access along frontage road should help prevent traffic delays and disperse the impact of additional traffic on the roadways. In addition, railroad transportation will be available to this facility to the north. Highway Corridor Standards — One of the goals of the Comprehensive Plan is to include consideration of landscaping, additional setbacks, visual attractiveness and the preservation of green spaces along the major highway corridors. The subj ect property is located near the entrance gateway to La Porte. Future development in this area should enhance the entrance corridor to the City to establish a regional identity. Special Use Performance Standards — Exterior building design standards of 100% masonry /glass products shall be applicable to proposed project along major thoroughfare. With a Planned Unit Development district, building setbacks, lot coverage, and facade requirements will have positive aesthetic impacts at the entrance corridor to La Porte. Having said parameters in place, proposed development will not negatively impact the corridor enhancement plans for State Highway 225 and State Highway 146. Utilities and Drainage — Currently, the site has sufficient water and sewer facilities to serve this development. It will be the applicant's responsibility to provide any structures or improvements necessary to accommodate increased demand of water and sanitary sewer for proposed development. Abandonment of underlying utilities was an issue which has been resolved. A 12" water line and 6" sanitary sewer force main relocation work is completed at site. Stormwater management and drainage issues have been reviewed with the site development plan. The subject site abuts F101 channel to the east and south. Harris County Express Review and TxDOT approval are granted for the driveways along State Highway 146. North 8 I Street Closing /Abandonment — Application for the closing and abandonment of North 8 th Street is being processed and appraisal is underway. Once administratively complete, it will be submitted for City Council's final action and will be incorporated into the plat. Economic Development — The proposed project represents a significant positive impact to economic development within the City of LaPorte. The site will be developed as office /warehousing and distribution center. Ultimately, the development is estimated to have a very positive impact on both the City and school district in terms of property tax revenues. Port Modal Centre Site Plan Page 3 of 3 Conclusion/ Recommendation: Staff has reviewed the major development site plan for the Port Modal Center and found it complies with the Development Ordinance. The site plan is recommended for approval with the condition: • Stormwater permit with permanent control features shall be required prior to the issuance of building permit. Options available to the Commission are as follows: • Approve the Major Development Site Plan as filed; • Conditionally approve the Major Development Site Plan as filed, provided, the reasons for such conditional approval are stated in writing and a copy of the statement is signed by the Chairman of the Planning and Zoning Commission. • Disapprove the Major Development Site Plan as filed, provided, the reasons for such disapproval are stated in writing and a copy of the statement is signed by the Chairman of the Planning and zoning Commission. o•ta AN uvaa aiiS „9 iNalkaoaaAaa xorvzx L sa33NiN3 I9 dO AV o9 svx31 AA-4 wdgi SSLE-Z9L(E LL) XVd 6ZSZ TL) 3NOHd 9SOLL SVX31'NoAAsn0H Obtl 311AS '3dll3d NVS 6695 H3dO13A30MANN10 is eti`'s_:: aON, ONINNIO -111 sanoH Ni /Hoe n ANAN n NOiSn ebsrsoz-aoa, 311 ON ON- uru ONA OH 3H10NIL o NOj A9 S3 Vd ONn0 -NO 3 N011b']Ol A31a3n llHHS aO1JtlaLNOJ - 310N ALnun ONnOH0H30Nn 1 'a I dNn, AV-Olu 8 n O n- d0_ AdN S 3 301518 0 39 01 03 " tl9 IAo S3111031.dd IO_nS 3H1'AINO ONI11Old Oil— As NOIIVWHOdNI NIVld0007d Cl='n3A3'311S-1 -3H1iO a3NIOLa d-O.N OaAI'Va 3 Hi 30 H1 nos A ,,NV H 13aJNOJ 30 30151S3n, 3H1 NO LnJ 3ab'nOS H -..H.. `I91 (SA01) S.HHVINHON39 AHVHOdIN31 1N3ur1 ° H` z ae 0 103road Ad-dd NOS1 -AN-V Av31— )17]VWHON38 10 11 -11 -li -01 1111VH rv°srvaar 3HL rvl 13L n°A ° NOIldl HosAu IV03A A01 31- 0 t Too HNV 3LVa ins 1000 VON 'H'v'J'H .L 4d V tk A3>1 dvW i,LINEMA N 3 .tlV #OCT ' NOILV3OI J3 odd 50000016 gdllJS I LSLL Y1 iLNOd F 1 RIAM 9H IYAWI TH RMS 00M 32IL\301NQOIN 1HOd M/9 All DAI A, (SHMVA H,LQIM) 'N Nal1*.o0/ n'du) HHQHHA 9PT ARK UV,LS AN. The Commission directed staff to prepare cost estimates and furnish a cost benefit analysis for the reconstruction of those streets both concrete & asphalt. Staff has calculated projected value of developed and undeveloped properties along these rights -of -way, which is as follows: Developed: Total Property HCAD Value Average Assessed value Undeveloped: Total Property HCAD Value Average Assessed Value 1,405,600 S.F. or 32 acres $8,966,650.00 $637 per s.f. 844,700 S.F. or 20 acres $497,054.00 $1.70 per s.f. The Engineering Division has prepared cost estimates for those streets (Exhibit A). Staff has calculated projected revenues of $34,586 per year based on the HCAD appraised value of developed and undeveloped properties along these rights -of -way (Exhibit B). The schedule of costs and benefits for the project is as follows: Construction Cost for Concrete Pavement (50 -year life time) Construction Cost for Asphalt Pavement (1 time construction cost + resurface every 7 years) $694,672.44 $694,672 - 34,586 = 20 years to payoff w/o interest $1,063,764.12 $1,063,764- 34,586 = 30 years to payoff w/o interest Plannin & Zoning Commission June 21, 2011 Page 2 of 2 Cost Benefit Analysis: Based on the current and projected revenues, value of developed and undeveloped properties as of now is $4,871,581. The City of La Porte's taxes equal $34,586. Future values and taxes, assuming full developed properties, equal $9,423,701 and $66,906 respectively. Assuming lifespan of concrete improvements over 50- years, the annualized cost benefit ratio for concrete at full development is 13,893/66,906 = 0.207 Assuming lifespan of asphalt over 49 years, the annualized cost benefit ratio for asphalt at full development is 21,709/66,906 = 0324 Preliminary Construction Cost Estimate Proposed Truck Routes April 3, 2011 Aspahlt Pavement: Qty Unit Unit Cost
