RECOMMENDATION StaffrecommendsfurtherratificationoftheHighFrequencyTruckUseMapin accordancewithpreviousdiscussions.Thismapwillalsobeusedasacomponentin futurerevisionstotheTruckRouteOrdinancesubsequentlyconsideredbyCityCouncil. DISCUSSION th AttheNovember17PlanningandZoningCommissionmeeting,staffpresentedthis itemforfurtherconsideration.TherequestwastoratifytheattachedHighFrequency TruckUseMapthatwaspreviouslypresentedandconceptuallyapprovedbythe PlanningandZoningCommissionattheSeptember25,2014PlanningandZoning toChapter106(Zoning).Informal Commissionpublichearingdiscussingmodifications presentationsalsooccurredthroughouttheeighteenmonthChapter106review processinwhichnoobjectionwasposedafterthosediscussions.Thesubjectmapisan administrativemapattachmenttoChapter106whichwasapprovedbytheCityCouncil locationregulationsinChapter onNovember10,2014.Themapimplementstrucking 106asafunctionoflanduse,insteadofbytruckroutesreferencedinChapter70.The approvedlanguagereferencestheHFTUMmapwhichisheldintheadministrative officesofthePlanningandDevelopmentDepartmentandpostedonthecitywebsite. Theintendedapprovalsequence,afterapprovalofthe106Chapterwastosubsequently approvetherevisionstotheTruckRouteOrdinance(Chapter70)thatwere recommended.HoweverChapter70isaseparatechapterthatisdirectlyapprovable throughCityCouncil.FormalratificationbythePlanningandZoningCommission reaffirmsthelanduse/truckingelementsimplementationinChapter106untilsuchtime astheTruckRouteOrdinance(Chapter70)canbeamendedbyCityCouncilinthenear future.Whilenotnecessarytomaintaineffectivenessofthemap,isanextrastepthat staffbelievescouldhelpthecityfurtherwithstandanychallengethatmayormaynot besoughtbythedevelopmentcommunityintheinterim.Itwasthereforeadditionally th scheduledforconsiderationattheNovember17meeting.TheCommissiondiscussed 1 PlanningandZoningCommissionRegularMeeting December4,2014 HighFrequencyTruckUseMap theitemandrequestedsomeadditionalinformationfromstaff.Thefollowingisa summaryofthatinformationprovided: 1.HighFrequencyTruckUseMap.TheattachedExhibitAistheversionoftheHigh FrequencyTruckUseMapdevelopedandrecommendedbythe106 Subcommittee.TheHighFrequencyTruckUseMapisintendedtobealanduse toolthatidentifieswherecertainHeavyTruckUsesmaylocate.ThoseHeavy TruckUses,generatedfromNAICSuses484110,484121,484220,484230,and 493,areonlypermittedonpropertiesdirectlyadjacenttothoserightsofway designatedasHighFrequencyTruckRoads,providedthoseusescomplywiththe underlyingzoning.TheattachedExhibitDisanexcerptoftheNAICSmanualof purposes.ThoseNAICSusesidentifiedarethosethat thoseusesforreference wouldgeneratemoresignificanttrucktraffic. ThisisthemapthatwaspreviouslydiscussedbytheCommissionatthe th September25meetingandpublichearingforthemodificationstoChapter106 (Zoning).Atthatreview,theCommissiondidnotexpressanyconcernswiththe mapasdrafted.Therewerenochangesmadetothedocumentsincethe th September25discussion.
