CommissionerBarreraexpressedconcernthatanapparentindustrialusewouldtryto developinacommercialarea.Mr.Barrerawasalsoconcernedabouttheriskofchemical exposurewiththecompressorsandhowthatwouldbehandled.Heinquiredaboutthe weightcapacityofthecranesbecauseoftheroadwaydamagethatcouldoccurwith transportingthecompressors. Theuseofthesiteisintendedtoprovideadditionalparkingofvehiclesandflatbed trailers(wheeledstock)forMeddersConstruction,whichownsthebuildingacrossthe th streetat311S.16Street.Inordertopreventfutureuseofthissiteasastorageyard, staffisrecommendingaconditionprohibitingtheuseofthesiteforoutdoorstorageof materials.Additionally,staffisrecommendingthatthisSCUPbeusedonlybyMedders th Constructionorsubsequentownersandlesseesof311S.16Street. SiteDevelopmentPlan. ShouldtheSCUPbeapproved,theapplicantwillneedtosubmitapplicationforasite developmentplantobereviewedadministratively.Allproposedimprovementswill needtocomplywiththevariouscoderequirementsoutlinedintheĭźƷǤ͸ƭZoning Ordinance(Chapter106),includingbutnotlimitedtolandscaping,setbacks,and screening,alongwithanyconditionsimposedbytheSCUP. 2 PlanningandZoningCommissionSpecialCalledMeeting January29,2015 SCUP,MeddersConstruction DrivewayAccess. ProximitytoResidential: TheproposedsiteislocatedincloseproximitytoR2,MediumDensityResidential, zonedproperty.Althoughnotadjacent,thesiteislocatedacrossa16footalleyfroman th existingsinglefamilyhouseat402S.15Street.TheĭźƷǤ͸ƭCodeofOrdinancesrequires thatdevelopmentofcommerciallyzonedpropertiesadjacenttoresidentialmust provideascreeningbuffer.Section106444(a)(1)outlinestheĭźƷǤ͸ƭscreening requirements.ShouldthisSCUPbeapproved,staffrecommendsthatconsiderationbe giventoaconditionthatwouldrequirescreeninginaccordancewiththeprovisionsof theĭźƷǤ͸ƭscreeningrequirements,whichincludesasolidwood,masonryorvinylfence withtreeplantingsatЋЉ͸oncenter. CoveredParkingAwning. Theproposedcoveredawningwillneedtobelocatedonthepropertysoastocomply withallapplicablesetbacksandheightlimitationsasoutlinedinSection106741(b).The codeallowsforamaximumheightof15feetforaccessorystructures.Additionallyall accessorystructuresarerequiredtobeatleast3feetfromanypropertyline. The City Council officially finds, determines, recites and declares that a sufficient written notice of the date, hour, place and subject of this meeting of the City Council is posted at a place convenient to the public at the City Hall of the city for the time required by law preceding this meeting, as required by Chapter 551, Tx. Gov’t Code; and that this meeting has been open to the public as required by law at all times during which this ordinance and the subject matter thereof has been discussed, considered and formally acted upon. The City Council further ratifies, approves and confirms such written notice and the contents and posting thereof. Section 5. Project Outline To offset the impact of developing 6.4 acres of wooded lot due to possible increase in parking activity, impervious land cover and potential increase in storm water runoff we plan to do as follows: • Tree preservation plan: maintain 30 feet at the West and 20 feet at South perimeter.
