Alfonso Acosta called the meeting to order at 10:00 a.m.

S. DISCUSS, AND CONSIDER 2018 CODE ADOPTION MEETING SCHEDULE AND REVIEW PROCESS.
Ken Schlaither moved to approve the evening meeting schedule; the motion was adopted unanimously.
Paul Larson requested that City Staff review the City's ordinances to determine if the Buflfflng Code
Appeals Board would be able to adopt the updated Fire Code. The Board agreed to consider the code
updates in the order that has been presented by City Staff.
Bryan Moore moved to adjourn; the motion was adopted and the meeting was adjourned at 1037 a.m,
R402.4.1.2 — Testing (Air Leakage) — Change Summary: Envelope testing is mandatory, no longer
an option
R403.3.3 — (Duct) Sealing (Mandatory) — Change Summary: (Duct testing required except when
ducts and air handler are located within thermal envelope

o Where two or more layers of continuous insulation board are used in a construction

installation of two or more layers, the edge joints between each layer of continuous
insulation boards shall be staggered.

- C405.2 Lighting controls — Daylighiting controls, Change Summary: Lighting systems shall be
provided with controls that comply with Sections C405.2.1 through C4052,6 with exceptions
R403.3.6 — Buried Ductwork in Attic — Change Summary:: Where supply and return air ducts are
partially or completely buried in ceiling insulation, such ducts shall comply with all of the
following:
* Supply and return ducts shall have an insulation R-value not less than, R-8,
* At all points along each duct, SLIM Of Ceiling insulation R-value against and above the top
of duct, and against and below the bottom of duct, shall be not less than R-19, excluding
the R-value of the duct insulation
* In Climote Zones 1A, 2A and 3A, the supply duicts shall be completely buried within

Change Summary: Requirements from the NFPA 72 standard addressing the installation of
smoke, alarms near cooking appliances and bathrooms have been introduced to the IBC in order
to provide direct guidance on the placement of smoke alarms
101019 — Door Operations -Locking Systems — Change Summary: Numerous revisions
throughout the locking provisions now help clarify requirements and their applications through
the use of consistent terminology.
1011,16— Ladders — Change Summary: Locations where ladders can be used for access have
now been identified and permanent ladders must follow the construction requirements from
the International Mechanical Code (I MC).
311.1.1 — Classification of Accessory Storage Spaces — Change Summary: Regardless of size,
storage rooms and storage spaces that are accessory to other uses are to be classified as part of
the occupancy to which they are accessory,
- 1607,1 — Deck Live Load — Change SUrnmary: Table 1607.1 is now consistent with provisions in
the 2010 and 2016 editions of ASCE 7 for minimum uniformly distributed live loads on decks and
balconies by increasing the deck live load to one aind one-half times the live load of the area
served,
1609 —Wind Loads .-- Change Summary: Section 1609 now has updated wind speed maps,
including maps for the state of Hawaii. Terminology for describing wind speeds, has been
changed again, with the ultimate design wind speeds now called basic design wind speed.

- 302.1 — Exterior Walls —Change Summary: Unprotected roof overhangs are now permitted to
project to within 2 feet of the property line when fireWocking is installed between the top of the
wall and the roof sheathing. M most cases, projections are not permitted less than 2 feet from
the property line. For dwellings with or without fire sprinkler protection, penetrations of
exterior walls do not require fire-resistant protection unless they are located less than 3 feet
from the property line.
- 304.1 — Minimum HabitabIle Room Area — Change Summary: The requirement for one habitable
room with a minimum floor area of 120 sq, feet has been removed from the code.
- 305.1 — Ceiling Height — Change Summary: The minimum ceiling height for bathrooms, toilet
rooms and laundry rooms has been reduced to 6 feet 8 inches. The exception for allowing
beams, girders, ducts, or other obstructions to project to within 6 feet, 4 inches of the finished
floor has been expanded to include basements with habitable space.
- 311.1 — Means of Egress — Change Summary: The required egress door of a dwelling unit must
open directly into a public way or to a yarcl or court that opens to a public way.
- 31I.B — Ramps — Change Summary: Ramps that do not serve the required egress door are now
permitted to have a slope not greater than I unit vertical in 8 units hoOzontal.
- 314 — Smoke Alarms — Location: Battery. -operated smoke alarms are permitted for satisfying the
smoke alarm power requirements when alterations, repairs, and additions occur. Household fire
alarm systems no longer require monitoring by an aippiroved suipervising station. New provisions
address smoke alarms installed near bathrooms and cooking appliances.
o 314.3 — Location — Smoke alarms shall be installed in the following locations:

from, the door or opening of a bathroorn that contains a bathtub or shower
unless this would prevent placement of a smoke ailarm required by Section

- 507.8 Deck Posts — Change Summary: New Section 507.8 establishes minimum sizes of wood
posts supporting wood decks and describes the requirements for connection of deck posts to
the footing

now permitted as an alternative to a self -closing device for the door between the garage and
dwelling.
- 324,6.2.2 — Solar Panels near Emergency Escape and Rescue Openings — Change Summary:
Requirements for roof access and pathways for firefighters have been introduced into the lRC
provisions for rooftop -mounted photovoltaic solar energy systems.
- 1005.8 — Chimney Insulation Shield — Change Summary: Factory -built chimneys, whichhave
been required to maintain a minimum clearance to insulation, are now required to have an
insulation shield to provide the clearance.

Current City of La Porte Definition: Private residential swimming pool means any swimming pool
located on private property under the control of a single home owner, the use of which is limited to
members of his family or their invited guests,

Residential Pool). A pool intended for use that is accessory to a residential setting and available oniy
to the household and its guests. Other pools shall be considered to be public pools for purposes of
this code.
o Types I-V. Residential pools suitable for the installation of diving equipment by type.
o Type O. A nondiving residential pool.
Current Citv of La Porte Definition- Public swimming pool means any swimming pool, other than a
private residential swimming pool, intended to be used collectively by numbers of persons for
swimming or bathing, however owned or operated, and regardless of whether a fee is charged for
such use. Such term includes, but is not limited to, swimming pools owned or operated incident to a
multifamily dwelling project.

pool, other than a residential pool, that is intended to be used for swimming or bathing and is
operated by an owner, lessee, operator, license or concessionaire, regardless of whether a fee is
charged for use. Public pools shall be further classified and defined as foilows:
• Class A completion pool.
• Class B public pool
• Class C semi-public pool
• Class D-1 wave action pool
• Class D-2 activity pool
• Class D-3 catch pool
• Class D-4 leisure river
• Class D-5 vortex pool
• Class D-6 interactive play attraction
• Class E Pools used for instruction, play or therapy...
• Class F -...wacling pools...
• Types VI -IX. Public pools suitable for installation, of diving equipment by type.
• Type O. A nondiving public pool!.
RESIDENTIAL SWIMMIING POOL — A pool intended for use that is accessory to a residential setting and
available only to the househoid and its guests. Other pools shall be considered to be public pools for
purposes of this code
Current City of La Porte Definition: Swimming pool means any structure, basin, chamber, tank or
other receptacle capable of containing an artificial body of water for swimming, diving or recreational
bathing and having a depth at any point of three feet or more,,

Current City La Porte Ordinance, Sec. 82-635. - Pools to be fenced and equipped with self -latching gates.
(a)Every person in possession of land within the corporate limits of the city, either as owner, purchaser under
contract, lessee, tenant or licensee, upon which is, situated a swimming pool, shall at all times maintain upon
the lot or premises on which the swimming pool is located and completely Surrounding the swimming pool, a
fence, wall or other solid structure no less than,44 inches high; provided, however, that the building official

may waive such fence, wall or other solid structure surrounding such pool on one or more sides if, in his
opinion, natural obstructions or barriers such: as bays, rivers, seawalls and bulkheads miake such unnecessary.
lEvery opening in such fence or wall shall be equipped with a self -closing and self -latching device designed to
keep and capable of keeping such doors or gates securely closed at all times when not in actual use. The term
"swimming pool" is defined as any structure, basin, chamber, tank or other receptacle capable of containing an
artificial body of water for swimming, diving or recreational bathing and having a depth of three feet or more.
(b)All plans hereafter submitted to the city for swimming pools to be constructed shall show compliance with
the requirements of subsection (a) of this section and the, final inspection and approval of all pools hereafter
constructed shall bewithheld until all requirements of section 82-634 shall have been complied with by the
owner, purchaser under contract, lessee, tenant or liicensee.
2018 International Swimming pool and Spa Code., 305.2.1 — Barrier heights and clearances shall be in
accordance with all of the following:
The top of the barrier shall be not less thian 48 inches (1219 mm) above grade where measured on the
side of the barrier that faces away from the pool or spa. Such height shall exist around the entire
perimeter of the barrier and for a distance of 3 feet ((914 mim) measured horizontally from the
outside of the required barrier.
The vertical distance between grade and the bottom, of the barrier shall not exceed 2 inches (51 mm)
for grade surfaces that are not solid, such as grass or grave, where measured on the side of the barrier
that faces away frorn the pool or spa.
