This is an exciting opportunity for you to have an active role in shaping the future of our fine community. The comprehensive plan will guide future decision -making of the Planning and Zoning Commission and City Council regarding the timing and sequence of development, land use and zoning, street and utility, infrastructure improvements, and the provision of adequate public facilities and services. Your involvement in this process will ensure incorporation of the community's values for quality of fife and consideration of the interests and concerns of citizens in managing the future growth and development of our community. Preparation of a comprehensive plan is a significant event that warrants the attention and interest of citizens. The participation of citizens is an essential part of the planning process and therefore, it is important to have strong representation of the community. As a Steering Committee member, you will be tasked with identifying community issues, developing a vision for the future of La Porte, preparing a statement of goals and objectives, providing overall review and monitoring of the comprehensive planning process, and acting as a liaison between the Wilbur Smith Associates (WSA) Consultant Team and the City's Boards and Commission. There are a total of fourteen (14) tasks identified as part of the comprehensive plan project, which include: 1. Develop database of available and existing data; 2. Develop community goals and objectives; 3. Prepare demographic and economic analyses and report; 4. Prepare a future land use plan for La Porte; 5. Develop La Porte thoroughfare plan; 6. Prepare utilities systems analyses; 7. Prepare open space and pedestrian system plan; 8. Prepare community facilities plan; 9. Prepare residential development plan; 10. Prepare beautification and conservation plan; 11. Prepare public safety plan; P.O. Box 1115 • La Porte, Texas 77572-1115 • (281) 471-5020 12. Prepare redevelopment strategy plan; 13. Prepare capital improvement program and capital financing plan; and, 14. Prepare implementation plan. The first Steering Committee meeting is scheduled for 7:00 PM on Tuesday, September 29, 1998, at the City Hall Council Chambers at 604 West Fairmont Parkway, La Porte, Texas. The agenda for the meeting includes project introduction, identification of Steering Committee roles and responsibilities, review of the project work program and schedule, and initiation of community visioning. Please plan to attend this very important Steering Committee kick-off meeting.
