ADJOURNMENT If during the course of the meeting covered by this agenda the Council should determine that a closed or executive meeting or session of the Council should be held or is required in relation to an item noticed in this agenda, then such closed or executive meeting or sessions authorized by the Open Meetings Law, Chapter 551, Texas Government Code; will be held by the Council at that date, hour and place given in the meeting notice or as soon after the commencement of the meeting covered by the meeting notice as the Council may conveniently meet in such closed or executive meeting or session concerning any and all subjects and for any and all purposes permitted by Sections 551.071 through 551.076, and 551.086 of said Open Meetings Law, including, but not limited to: Section 551.071 - For the purpose ofa private consultation with the Council's attorney on any subject or matter authorized by law. Section 551.072 - For the purpose of deliberating the purchase, exchange, lease or value of real property. Section 551.073 - For the purpose of deliberating a negotiated contract for a prospective gift or donation to the City. Section 551.074 - For the purpose of deliberating the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee or to hear complaints or charges against a pijblic officer or employee, unless the officer or employee requests a public hearing. Section 551.075 - for the purpose of conferring with an employee or employees of the City, only for the purpose of receiving information from the employee or employees or to ask questions of the employee or employees; provided, however, that no discussion of public business or City policy that affects public business shall take place between the members of the City Council during the conference. Section 551.076 - To consider deployment, or specific occasions for implementation, of security personnel or devices. Section 551.086 - To discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1). NAME e e TOWN HALL MINUTES - DISTRICT 4 November 11,2003 City Council Present: James Warren, Mayor Malone, Peter Griffiths, Barry Beasley, Bruce Meismer, Howard Ebow, Chuck Engelken and Charlie Young. Staff Present: City Manager, Debra Feazelle, Assistant City Manager John Joems, Assistant City Manager Cynthia Alexander, Administrative Assistant Crystal Scott, Director of Public Works Steve Gillett, City Secretary Martha Gillett, Interim Planning Director Nick Finan, Parks and Recreation Director Stephen Barr, Assistant Police Chief Aaron Corrales and Assistant Fire Chief Mike Boaze. Citizens Present: Sue Gale Mock Kooken, Dottie Kaminski, Joy Nolin, Dennis Dunham, Dave Turnquist, Ann Taylor, Yolanda Joseph, Barbara Norwine, Frankie and Vera Hoot, Leonard Zlomke, lone Mitchell, Frances Jordan, Charlie Perry, Essie Landler, Charles Underwood, Reather Brown, Essie L. Wade, Floyd Craft, Willie Walker, Spero Pomonis and Silvester Canzales. The Meeting was called to Order by Mayor Norman L. Malone at 7:00 P.M. Councilmember James Warren and Peter Griffiths provided opening remarks. In addition, Council Members Charlie Young, Bruce Meismer, Howard Ebow and Chuck Engelken provided opening comments. James Warren introduced the City Manager Debra B. Feazelle and she provided the citizens with comments about her past experience and goals for the future of the City of La Porte. Ms. Feazelle introduced the Executive Staff Team Members present and explained their areas of responsibility. Assistant City Manager Cynthia Alexander provided an overview of the City budget. James Warren explained the home grant program for the Northside Community and possible expansion to other areas of the City. Former City Planner Gwen Goodwin provided additional information regarding these programs. Public Works Director Steve Gillett provided an overview of the Canada Street and Bay Area Boulevard projects. Parks and Recreation Director Stephen Barr provided an overview of Park Facilities and projects within the City of La Porte. Administrative Assistant Crystal Scott provided an overview of the Mayor's Hotline. Assistant City Manager John Joems provided an overview of the Golf Course Community Development. Town Hall Minutes - Distritt- November 11,2003 - Page 2 e Administrative Assistant Crystal Scott provided an overview of the Youth Summer Employment and Youth Advisory Council programs. Councilmember Bruce Meismer explained the Economic Development efforts of the City and the Chamber of Commerce. Councilmember Chuck Engelken provided an overview of the vision and expansion efforts ofthe Harris County Hospital District for a facility being considered within the City of La Porte. Questions and Answer Session The following comments were made by citizens: The sidewalks near the old Posey T.V. location on Broadway need cleaned and repaired. The Barbours Cut area is degrading to the City. It causes light pollution and the street is filled with large holes and pot holes. It was noted that communications regarding meetings needs improvements. Sue Gail Kooken requested the fire hydrants in all of district 4 be checked. She felt there may need to be additional hydrants. Joy Nolin stated kids were drinking late at night at the park located near Lobit Street. Paul Larson noted drainage concerns at his home and surrounding area. Traffic light on Second Street next to the hardware store needs to be checked. Fire hydrants on Carroll and Lobit Street need to be checked. Lighting on Park and Main Street needs to be checked. City Manager Debra Feazelle stated that staff would follow-up on the issues.
